From the Bocheatar Democrat Romantic stories occasionally find their way into newspapers, in the form of local items.— They are not always to be relied upon. The state of the local market is sometimes the key to their credibility, and when a dearth of items prevails, that fact should receive a fair degree of allowance. But it is not always the most improbable story that has the least foundation in facts.---- Truth is stranger than fiction. Oar informant prefixed that remark to his own revelation, which is about as follows—and as we are not wafering - under an item-famine, we must bespeak the reader's credulity for the case in hand: Twenty-four years ago this blessed October, a young gentleman and lady, who shall be nameless, living then in Old England, met like Rachel and Jacob, at a well-curb, and ex changed healthe and irons. It was love at first sight ; at second sight they were married. They moved to America, and begot sons and daughters. Five Tears of wedded life elapsed, and one fine morning the affectionate and de voted husband, who was never before known to forego the slightest conjugal or paternal ob ligations, was missing. Nineteen years passed by, in which the ab sent husband was mourned as mysteriously deceased, and quite forgotten by widow and children. They had moved from their original residence in pursuit of better fortune, and they came to Rochester, where they have for some resided. Last week, while the widow was sighing in loneliness at the protracted absence of her oldest son, somebody knocked at the door, which was opened, and 10, the husband! The renegade took a chair, and said he had come back to take ewe of his family. In short, he was narrating his experience at length, when his eldest daughter moved that ho atictten sine die, as they all supposed that he had, long ago. A vote was taken on the proposition by the family circle, and although the wife and mother only sustained the nega tive, she maintained that she was in the ma jority ; that the erring husband should remain; that poverty was his best recommendation, and if be could not take care of his family, she wzraid take care of him, according to the origi nal tenor of their agreement, " till death do them part." Comment is superduous. DIPOBTANT TO BANKING AND SA VING INSTITUTIONS. g leiter, from Hon, J. J. Lewis, Ccuimissioner of Internal Revenue, to a gen tleman of New York City, is of importance to banking and sayings institutions and their de positors : Treasury Department, Office of Internal Reve nuer Waehtniton, Sept. 28, 1863.--Sue :—Sec tion seven of the act to provide ways and matins, &c., approved March 3d, 1863, relates to the taxation bath of notes issued as currency and of deposits of money subject to payment on checks or draft. You inquire whether any parties are tax able upon their deposits unless they have ILOtte circulation which are likewise taxa able. That part of the section in question which has reference to circulation reads as follows : "That all banks, associations, corporations or individuals issuing notes or bills for circula tion as currency, shall be," &c., &c., while that which imposes a tax on deposits is in these wards ! ""And all banks, associations, earls). rations and individuals receiving deposits of money, subject to payment on checks or drafts, except savings institutions, shall be subject to a duty of one-eighth per centriza each half year from and after April let, 1863, upon the aver age amount of such deposits beyond the average amount of their circulating notes or bills law fully issued and outstanding as currency." The limitation of this tax to the average tacemt of deposits above the average circula tion, whose tax was already provided in the same section, relieves from taxation those asso ciations and individuals who have deposits, but who have no currency in circulation. The statute expressly exempts savings insti. tutions and no others. Now, if it was intended to assess a tax upon deposits only when * there is no circulation, savings banks would have needed Ike special exemption, for their want of circulation would have relieved such a tax. It 'would appear that savings banks are in a class by themselves, and that in determining the tax upon the deposits of the other class, the circulation is important only as it reduces the amount to be taxed. if there is no circulation, then nothing is to be deducted from the average deposits, which are to be taxed.
