MISCELLANY A GREAT FitAxrc is FRANCE —Arrest of an Emi l/cm Banker.—A great sensation has lately been created in Paris by the arrest of M. Mires, the leading banker and speculator in France, on a charge of swindling. His defalcation is alleged, by some accounts, to reach the enormous amount of $120,000,000, but this is doubtless a great exaggeration. A Paris leiter in the New York Dimes, however, gives the following particulars of the developments: As keeper of the money of all the railroad sompayies of France, money on which he was authorized to speculate in order to increase the dividends of the companies, he had deposited in the bank of France a sum of thirty millions of francs, and this sum he has managed by some means to cheat the bank and his railroad trea sury out of. Various delays were given him by the bank, and threats of exposing his frauds were made, hut to no effect, and it was the menacing•attitude of the bank which fot ced the government to take steps in the matter. This money belonged to the stockholders in the va rious railroad companies, and will be lost as well to them, probably, as to the bank of France; but these are not the only losses the public will sustain in the frauds and failure of M. Mires. In all the industrial enterprises in which he was engaged there will perhaps be heavy losses. In the management of the combined railroad treasury M. Mires had joined to him four coun selors as a committee of surveillance. Of these the Baron de Richemont, receiver of the taxes of Paris, was one. M. Mires was arrested on Sunday, and the Baron de Richemont died sud denly, as it was said of apolexy, on Monday.— But the fact is, he blew his brains out with a pistol—at least, so it is said by every one. Six months ago M. Mires married his only daughter to the young Prince de Polignac, to whom he gave, as a marriage portion, $lOO,OOO —2,000,000 francs. The Prince is the youngest of the sons of the Minister of Charles X., all of whom were authorized by that monarch to bear the title of Prince. He is the same that went ant to Nicaragua two years ago with M. Belly, and was charged with the military department of that celebrated expedition. Mires was arrested when sitting at dinner with the Prince and Princess de Polignac, the latter his dangher. The disaster creates quite a panic in the financial world, for besides the great Railway Bank, Mires was contractor for the loan of the Department of the Seine, direc tor of the great company of the ports of Mar seilles, contractor for the Roman railways, for those of the north of Spain, for the Turkish loan, and was also engaged in a host of other enterprises, which may be compromised to an unknown extent. All parties interested are, of course, much alarmed. Disclosures affect ing a multitude of persons, many of them in a high position, are anticipated from the judicial proceedings. The government is said to have hesitated whether to stop the course of justice, but the Minister of the Interior, Count Per signy, is reported to have threatened to resign and state his reasons for doing so, if such a flagrant violation of the laws was permitted to take pace. GENERAL EDWARD V. SIMINEB.—Ire was born in Boston, Massa :husetts, and in 1819 was a resident of the city of New York. At that time he was appointed second lieutenant in the Second Infantry. In 1833 he was made cap tain of the First Regiment of Dragoons. He was in service most of the time from 1819 to 1846 in the wilderness east of the Rocky Moun tains. At the breaking out of the Mexi can war, as commander of his regiment., he went to New Mexico, but being promoted of the post of Major of the Second Dragoons, he went to join them in Mexico. On arriving at New Orleans he found an order for him to com mand the regiment of Mounted Rifles. It was a new kind of service, but he ably sustained himself. He was wounded slightly by &bullet, in the head, at Cerro Gordo. At Puebla he took command of his own regiment of Dra goons. At the battle of Cherubusco he led the Mounted Rifles in an attack that decided the fate of the day. At Molina del Rey he made a most gallant charge, in whch nearly half of his men and horses were disabled. With about 200 men he rode down upon the lancers, scat tering them in every direction. He received the brevet of Lieut-Colonel for his bravery at Cerro Gordo, and that of Colonel for his splen did charge at Cherubim°. In 1854 he went to Europe on official business, and was treated with great distinction. Louis Napoleon paid him marked attention. In 1855 he was made Colonel of the First Cavalry. While in Kansas he made himself popular by his humane and generous treatment of the settlers. General Sumner is about 60 years of age. BRASS BOUGHT FOR GOLD.-4 Bad Speculation. The Philadelphia Ledger says the sale of brass bars for gold ones, which was successfully tried a few years ago, has been repeated within a day or two, a German of this city having been swindled out of $520 by that means. The bars sold are about six inches long and an inch and a half wide, and a quarter of an inch thick, and colored to bear a very close resem blance to gold. In order to effectually deceive, the party who wants to sell has a file coated with particles of gold, which he rubs on the edge of one of the bars. The particles of the genuine metal falling into a piece of paper, they are taken to a jeweller, who, pronouncing them gold, it has been regarded as sufficient to satisfy the purchaser of the character of the bars. This was done in the case referred to. The German was told that the party offering to sell was on the point of leaving the city, and that he could not remain to get thebars coined. Believing this, and that he was about to make a handsome sum by the operation, he became the purchaser of most valueless pieces of metal, under the idea that lie was buying so much gold. THE PROCESSION OF THE EQUINOXES.—In consequence of the precession of the equinoxes, the starry heavens are continually changing their aspect from every portion of the earth's surface. The early races of mankind beheld in the far north the glorious constellations of the southern hemisphere rise before them, which after remaining long invisible, will again appear in those latitudes after the lapse of thousands of years. The Southern Cross began to become invisible 52 deg. 80 min. north latitute, 2,000 years before our era, since, according to Galle, this constellation might previously have reached an altitude of more than 10 deg. When it disappeared from the horizon of the countries of the Baltic, the great pyramid of Cheops had already been erected more than 500 Years.—Humboldt. COL. WAITE NEXT IN COMMAND TO GEN. Teriaos.—CoL Waite, who succeeds Gen. Twig" is a native of New York, about sixty years of age, and has been in the army about forty years. He fought gallantly in the Mexi can War, was promoted from Major to Lieuten ant Colonel for his distinguished services at Cherubusco, and the brevet of Colonel for his intrepid conduct at Molino del Key, where he was seriously wounded. To high military tal ents and undoubted courage, he unites remark able firmness, judgment and modesty. Siztoe last December he has commanded a regiment wider Gen. Twiggs. Frontier life has many difficulties, especially in social matters. A betrothed couple were recently married at st. Francis, New Bruns wick, who had made five journeys to the resi dence of a Justice of the Peace, thirty miles and back, before finding him at home and all things else agreeable.
