Operations of General Foster. EXCHANGE OF PRISONERS. [From the Charleston Mercury of the 61k inst.] During the progress of the exchange of prisoners now going on in the harbor, and which will probably last for two weeks or thereabouts, the bombardment of the city by the enemy is to be suspended. Under this arrangement there was no shelling yesterday. We understood that the truce was also to apply to the various hostile batteries in the harbor, but by some mistake, the cause of which we have not learned, the terms of the truce were not fully known at Fort Sump ter, and one of our sharpshooters at that post shot and killed a "Yankee" who showed him self at Battery Gregg, Thereupon several of the enemy's batteries opened fire upon Sumpter. Finally, however, by the activity of Captain Hatch, the enemy were apprised by flag of truce of the nature of the mistake, and an apology rendered for the unintention al violation of the truce. The harbor then re sumed its former quiet aspect. MOM THE SAVANNAH RAILROAD [Prom the Charleston Mercury of the 6th inst.] We have received no definite intelligence of any further fighting on the coast. We hear, however, that the enemy is quite active in that quarter. His main demonstration will probably be next made against Coosahatchie, while by flanks at Pocotaligo and Grahams vile, will endeavor to divide our forces and distract the attention of our officers. [The news by the steamer Donegal—from Port Royal on the 7th—published in this morning's TELEGBAPIEE, shows that Admiral Dahlgren and General Foster made their at. tack on the railroad from Charleston to Sa vannah on the evening of the day the above appeared in the Mercury. The whole force returned in safety to Roanoke Island on the 6th inst., having met with no loss, and with only five out of the party wounded, in a slight skirmish with a company of rebel cavalry at Tar Landing. Mr. Sumner (Mass.) introduced the petition of Lake Brothers, bankers of Boston and New York, in which they set forth that they were the owners of certificates_ of indebtedness to the amount of $lO,OOO, and that they wge lost; that evidence was fur nished the Treasury Department of the loss, but they had not received full compensation for the loss. They pray Congress to provide a remedy in their special case, and also by further legislation to protect the interests of persons in such situations, as the question involved in the petition concerned the finances of the country and the credit of the country. He (Mr, Sumner) asked its -reference to the Committee on Finance. Referred, Mr. Howard (Mich.) introduced a petition from the collector of the port of Detroit pray ing, relief from the operations of the joint resolution of last session, increasing the rate of duties on imported articles 50 per cent. -Referred to the Committee on Finance. HOUSE OF REPRESENTATIVES Mr. Elliott, of Massachusetts, introduced a resolution declaring that the State of Loui siana may resume its political-relations with the Government of the United States. Re ferred to the Committee on the Judiciary. _ Mr. Cole, of California, introduced a bill granting lands to certain railroad companies in California. Referred to the Committee on Public Lands. Also,la bill to establish a mining department with a commission and the ne cessary clerks and mineralogist for the pur pose of collecting and diffusing useful infor matiim throughout the United States. Mr. Cole moved that the subject be referred to a select committee of seven. Mr. Brooks (N. Y.) wonidhave no objection if at the same time an inquiry be directed as to the mode and means of obtaining revenue from the mines. Mr. Washburne (Ill.) was opposed to the whole scheme. Objection then being made the subject went over. C. Allen (Ill.) moved to reconsider the vote by which Mr. Elliott's proposition was re ferred to the-Committee - on the Judiciary.
