to the striking out of the propo: tax on crude
oil and rock oils, leaving the tax of eight cents
per gallon' on the refuted article with a draw
back when entered for exportation. s.
The President has unconditionAlly pardontkd
two subjects of Britain, who were convictdd
three years ago by the District Court of Flo*
rids, and sentenced to imprisonment in the,
District of Columbia penitentiary for resisting
and preventing the master and pilot of du

The President, in his proclamation to Mar
shal Lemon, says the convicts, it now appears,
were guiltless of criminal intent, and that Lord
Lyons caused special inquiry to be made Ida
the merits of their case, and besought him to
extend to them the executive clemency.

and Fortress Monroe, so as to secure a daily ar

announcement, which will be received with
interest by the mercantile class east and west.
The engineers and track layers repOrt that
their forces engaged in restoring the track of
the Baltimore and Ohio road, have linished
their work, with the tomption of t Aree miles
only, about mid Way between lartinsburg and
Harper's'Ferry. ' •
All the numerous bridges, large and email,
are thenurgely completed and the lastrailgigto,

and the eastern cities with Wheeling and Par
kersburg, &1., will positively be laid on Sun
day morning, the 80th inst.
Large quantities of freight for government
and private account for east and wow., are loaded
and have been pushed forward CI Harper's
Ferry on one side and Martinsburg on the other,
to go through on Sunday and Monday, as soon
as the track is ready. The first regular through
passenger trains will Move Baltimore, Wheeling
and Parkersburg on Wednesday, April 2nd, at
the latest.
The restoration of this great line communica
tion will certainly be permanent and effectual
as the country south of it is fully occupied and
possessed by the government troops in the de
partment of Gen. M'Olellan, Dix and Fremont
respectively. Renewed life and energy is in
spired into the business community of Balti
more by this happy result.

WASEDIGTON, March 28
IN SENATE.
After a discussion on the Stevens' battery, a
vote was taken on Mr. SBEHMAII . B amendment,
to the effect that Mr. Stevens shall not be re
paid the money he has expended, unless his
vessel is successful, and which was agreed to
—yeas 24, nays 18.
Mr. Commie . offered an amendment that
said money shall not be expended ut less the
Secretary of the Navy is of opinion that it will
secure to the public service an efficient steam
battery, which was agreed to—yeas 20, nays 19.
The amendment as thus amended was adop
ted—yeas 28, nays 10.
Mr. Hsu offered an amendment' appropri
ating thirteen millions of dollars to enable the
Secretary of the Navy to construct iron-clad
vessels of war. Adopted.
Also, an amendment appropriating $250,000
for casting heavy ordnance at the Was uingt on
navy yard. Adopted, and the bill passed.
The Senate then adjourned till Monday.
HOUSE OF REPRESENTATIVES.
An amendment was adopted that when the
anufsetttre of illuminating gas shall not be
above five hundred thousand cubic feet per
month, five cents per thousand cubic feet shall
be paid. Above five hundred thousand and not
exceeding five millions feet, ten cents. Above
that and not exceeding fifteen millions, fifteen
cents, and when over fifteen millions, twenty
cents. Gas companies are authorized to add
the duty or tax to their collections, the limi
tation of any state laws to the contrary not
withstanding. The coal oil resulting from the
manufacture of illuminating gas or its re-dis
tillation is to be exempt from duty.
The taxiotfive cents a gallon on crude,coal
oil or-tar other butuminous substances used for
like purpose, and on crude petroleum or rock
oil, was stricken out.
Oil refined and produced by the distillation
of coal exclusively shall be subject to a duty of
eight cents per gallon.
The next clause was modified so. that spirits
rectified and mixed with other material,or pre
pared in any way to be sold as whisky, shall
pay fifteen cents per gallon, and when sold as
brandy, gin, wine, or under -any other name,
thirty cents per gallon on the basis of first
proof, and so on in proportion for any greater
strength.
A tax of five cents is placed on vinegar Win
ufactured from materials other than cider, and
the:tax of nine cents stricken 'out.

prepared for sale as a substitute for coffee,
is reduced from one cent to three mills per
pouod.
Ground mustard and sugar are each taxed
one ctnt per pound.
The committee struck out the tax of three
cents per pound on tobacco leaf or stem =-
manufactured, and increased the tax from are
to ten cents on cavendish tobacco, plug, twist,
fine cut, and manufactured of all descriptions,
not including snuff, cigars and prepared smoking
tobacco. '
The committee increased the tax on prepaid
smoking totaling) to five cents, and on snuff or
tobacco ground dry or damp, of all descriptions
except aromatic or medical, to eight cents per

Mr. Wank= (Pa.) appealed to Mr. Horton
to show his gallantry by sustaining his modal
to strike out the clause taxing skirt". It was
known that the gentlemen from Ohio (gr.
Horton) was not only a favorite with the 6-
dies, but the beet looking and best believed
man in the House, and he therefore appeslsd
to him.

liver an abolition lecture at the City Hall last
evening. lie commenced by denouncing the
adtanistration and avowing himself opposed to
the manner in which the war was oxidated,

the windows. In the meantime the crowd was

taken away by his friends. No one was hurt
so far as Is known.
