The first regular through passenger trains will Move Baltimore, Wheeling and Parkersburg on Wednesday, April 2nd, at the latest. The restoration of this great line communica tion will certainly be permanent and effectual as the country south of it is fully occupied and possessed by the government troops in the de partment of Gen. M'Olellan, Dix and Fremont respectively. After a discussion on the Stevens' battery, a vote was taken on Mr. SBEHMAII . B amendment, to the effect that Mr. Stevens shall not be re paid the money he has expended, unless his vessel is successful, and which was agreed to —yeas 24, nays 18. Mr. Commie . offered an amendment that said money shall not be expended ut less the Secretary of the Navy is of opinion that it will secure to the public service an efficient steam battery, which was agreed to—yeas 20, nays 19. The amendment as thus amended was adop ted—yeas 28, nays 10. Mr. Hsu offered an amendment' appropri ating thirteen millions of dollars to enable the Secretary of the Navy to construct iron-clad vessels of war. Adopted. Also, an amendment appropriating $250,000 for casting heavy ordnance at the Was uingt on navy yard. Adopted, and the bill passed. The Senate then adjourned till Monday. HOUSE OF REPRESENTATIVES. An amendment was adopted that when the anufsetttre of illuminating gas shall not be above five hundred thousand cubic feet per month, five cents per thousand cubic feet shall be paid. Above five hundred thousand and not exceeding five millions feet, ten cents. Above that and not exceeding fifteen millions, fifteen cents, and when over fifteen millions, twenty cents. Gas companies are authorized to add the duty or tax to their collections, the limi tation of any state laws to the contrary not withstanding. The coal oil resulting from the manufacture of illuminating gas or its re-dis tillation is to be exempt from duty. The taxiotfive cents a gallon on crude,coal oil or-tar other butuminous substances used for like purpose, and on crude petroleum or rock oil, was stricken out. Oil refined and produced by the distillation of coal exclusively shall be subject to a duty of eight cents per gallon. The next clause was modified so. that spirits rectified and mixed with other material,or pre pared in any way to be sold as whisky, shall pay fifteen cents per gallon, and when sold as brandy, gin, wine, or under -any other name, thirty cents per gallon on the basis of first proof, and so on in proportion for any greater strength. A tax of five cents is placed on vinegar Win ufactured from materials other than cider, and the:tax of nine cents stricken 'out. The committee struck out the tax of three cents per pound on tobacco leaf or stem =- manufactured, and increased the tax from are to ten cents on cavendish tobacco, plug, twist, fine cut, and manufactured of all descriptions, not including snuff, cigars and prepared smoking tobacco. ' The committee increased the tax on prepaid smoking totaling) to five cents, and on snuff or tobacco ground dry or damp, of all descriptions except aromatic or medical, to eight cents per potnid.
