THE BOOTS STORY-- WHAT NEXT ?
We have aheady mentioned that the
principal charge thus far brought against
blr. Lincoln by the Detuborats is, that he
stole three pair of boots when a member
of Congress. This is the substance of
the charge. The statement in detail is,
that when Mr. Lincoln was a member of
Congress he procured three pairs of boots
and had them charged to the contingent
fund of the House, as, stationery. ' To
give it the appearance of truth, what pur
ported to be an extract from the report of
the expenditure of the contingent fund of
that session of Congress was given, con
taining the item :
To three pair of boots furnished Abraham
Lincoln $26 00
The silly libel has, of course, been
generally copied by the Locofoco press.—
It hardly• seems to have been worth no
tice, but Dr., Ray, of Chicago, went to
the trouble of writing to Mr. Forney, the
present Clerk of the House, asking him
for a statement of the facts. The follow
ing is the reply :
Sas :—I have caused the official copies of the
annual reports of the Clerk of the. House of
Representatives of the expenditure of the Con
tingent Fuud of the House of Representatives
during the Thirtieth Congress to be examined
as requested, and do not find that at either ses
fdtz of that Congress there is any charge upon
the Contingent Fuud of the House of Repro
sentatives, or the Stationery Account thereof,
of twenty-five dollars for three pairs of boots
furnished Honorable Abraham Lincoln during
that Congress, ag charged in the Chicago .71ma
of May 80th, 1860. .

travagant, an estimate, however, of the
sense of decency possessed by Democratic

Harr:: .Karri, or "happy dispatch," is the
name of a custom that prevails among
the Japanese of settling disputes and
avoiding an ignominious death. When
two of them qaarrel, and are unable to
agree upon acceptable terms of• adjust
ment, thcy ,, draw their sharp, and well
tempered' swords, and with the utmost
dignity each gashes his abdomen till he
falls dead in the plentitude of "satisfac
tion." We think it would not be unadvi
sablerfor our Members of Congress to
adopt this custom from the almond eyed
Japanese, for the 'purpose of settling those
frequent, impracticable quarrels that dis
turb the proceedings in the Capitol. If
it could be adopted, What a quantity of

at Eatonville, Georgia, edited by J. A.
Turner. From the salutatory we annex a

may be deluged with blood. We have no idea

Black Republican President. We have no idea
that it ought to =live it. We have 110 apology to
make for slavery in the Southern States, but

Let those who have been disposed to
object to Senator SUMNER'S recent speech
as too.strong, read these expressions of a
sentiment that is daily gaining ground at
the South, ,and say whether some such
emphatic rebuke of 'these infamous and
treasonable utterances—which are no
worse than Southern men in Congress use
in the public debates of that body—was
not demanded.

extraordinary session was then read.
Mr. HATA (N. H.,) 'offered a resolution, to
which Mr. Mioon, (Va.,) objected, fixing the
daily hour of meeting at ten o'clock.
On motion of Mr. lizinfa, (Pa.,) a committee
of two wags appointed to 'wait on the Prealdent
and lam him that the Senate had assembled
and was ready to receive any communication
he may be pleased to make.
Mr. Hats offer d a resolution that the `the Post
master General be directed to ascertain and re
port to the Senate at en early day of, the next
13ision the number and names of the post-offices
w here letters were delivered by carriers for the
year ending the 80th ofJune lost ; the number
of persons employed as carriers, and their tea
pective compensation, also the number and
names of all post-offices where box rent is col
lected ; the aggregate amount of the rent
thus collected, and the rate per box
charged at each of the said offices respectively ;
also, wnether any, and if so what, extra charge
is made at any post offices fur depoaiting in the
name box letters for more than one person, and
the maximum rate thus collected fur a. single
box; that it be also ascertained and reported
whether the practice exists at any of the poat
offices of distributing and delivering letters to
box holders prior in point of time to the distri
bution and delivery of letters to non-boxhold
era, and whether the practice exists of neglect
ing to deliver letters to the poisons to whose
care they are directed, and if it does the cause
of such practice.
Mr. Time, (Florida,) objecting, the resolu
tion lies over under the rules.
Mr. Komi, (Virginia,) offered a resolution
looking to the despatch of business, which was
adopted, re appointing the late Standing Corn
mittee, also directing that all business pertain
ing to an executive.character shall be referred
to them, with the like power possessed hereto
fore.
The Senate then proceeded to the considera
tion of Executive business.
