Lincoln by the Detuborats is, that he stole three pair of boots when a member of Congress. This is the substance of the charge. The statement in detail is, that when Mr. Lincoln was a member of Congress he procured three pairs of boots and had them charged to the contingent fund of the House, as, stationery.
