His object was to disagree in order that a committee of conference might be asked for. Mr. Fink objected, when the Howse re sumed the consideration •of the bill to estab lish a bureau for freedmen's affairs. Mr. Davis (Md.) defended the validity of the late Maryland elections. He spoke of the progress'of emancipation in that State, say ing they were under small obligations to President Lincoln for what had been done there. He advocated an amendment to the Constitution resolutely declaring as a condi tion on the re-admission of the seceded States that slavery shall be forever abolished in.those States. Mr. Stevens asked for the immediate pas sage of the bill. Mr. Brooks asked if the bill did not author ize the secretary to issue an additional amount of ten or twelve millions in the 5-20 stock al ready subscribed for in lieu of subscription in the treasury. Mr. Stevens said yes, to the amount of ten millions. By common consent, action was postponed till the bill was presented. The naval appropria tion bill is ender consideration. A new section was passed providing for the erection of floating dry docks for the monitors at the New York and Philadelphia navy yards, at two handred and sixty thousand dollars each, and of seven hundred and fifty thousand dollars heretofore appropriated for a floating dry dock at New York. Hooper, 15th Massachu setts; Captain Fisher, 3d Penns. Infantry; Captain R. B. Chamberlain, 97th N. Y.; Lien tenant Wallace, sth U. S. Artillery. Three rebel prisoners were also brought down by the same steamer.
