FROM WASHINGTON, The following is the message sent to Congress to-day by the President of the United States: Gentlemen of the Senate and Home of Representa tives:—By a joint resolution of your honorable bodies, approved Dec. 23d, 1863, the paying cf bounties for veteran volunteers as now practiced by the War Department is to the extent of three hundred dollars: It also provides that after the 6th day of the present month it should terminate. I transmit for your considera tion a communication from the Secretary of War accompanied by ono from the Pro vost Marshal to him, both relating to the subject above mentioned. The Secretary of War, in a letter accompany ! . lug the message, says no one seems to doubt the necessity of increasing the military force for the speedy termination of the rebellion ; although much difference of opinion in respect to the merits of the system of raising troops by volunteers, and the payment of bounties, and the system of raising an adequate force by draft. Yet two things are certain : First, That whatever may be the weight e argument, or the influence of individual opinion a large portion of the people in every State prefer the methcd of contributing their propor tion of the military force by bounty to volun teers rather than by draft. . - Second, That veteran soldiers who have be come inured to service, even when paid a bounty, constitute a cheaper force than raw recruits or drafted men without bounty. The information received by the War De partment from the armies in the field, prior to the passage Of resolution of December. last, in dicating test a very large proportion of the forces now in the service would have cheerfully. re-enlisted for three years, under the turbo authorized-by the order of this Department, and that such enlistments have been chee.4.4d' and will, in a great measure, be put an end to by the restriction 'imposed by the action of Congreast, it is believed, that it any limitation should be imposed upon the payment of boun-' ties to encourage the enlistment of the veteran forces now in tne field,it ought not to be sooner than the firat of February. The Provost Marshal General in a communi cation says: " After great labor, the volunteers recruiting for the service under the President's call of Oat. - 18th, is fairly in progress." Letters, all dated between the 20th and 24th of Dec., tom the superintendents of the re cruiting service in the sixteen States, are in the main encouraging as to the prospects of getting a large number or recruits by volunteers. The enlistments in several States were to a fair way to raise the quota assigned them. The act ap proved December 31, 1863, forbidding; after January 6th, the prepayment to volunteers of all bounties except three hundred dollars authorized by the acts of 1861, was not known at the time these favorable reports_ were made to me. I have no doubt that the eff4ct of that act will be to check, if it'does not etop,enlist manta. Of the one hundred dealers bounty pep vided by the act of 1861, but twenty-five dol lars can be paid in advance seventy-five 001- lars being due only after two years' service. It needed some time after October 17th to get' the people roused to the subject of volunteering. They are now in most of the States earnestly engaged in it, and I have reports; from Otetober, November and a part of December, slowing that forty-two thousand five hundred and twenty-nine men-have been enlisted, and the daily average of men is increasing. • Udder these Considerations, I respectfully suggest the propriety of a reconsideration of the act forbidding the payment of bounties., after January b.
