Mr. Charles Williams, of this and, took

•The resolution being on ita passage, Mr, Hamilton
offered to amend .*o as to refer the whole matter back
to the people of the several Lost.
The question recurring upon the original resolution
it was discussed affirmatively by Messrs, Mann, Olm
sted, and Cobb, and negatively by Messrs. Freeman,
Stratton, and Oowles. Being put on its passage the
resolution wn« rejected—ayes 5, noes G, Adj.
The Conferees for the 4th Judicial District, assem
bled in Coudersport, Tuesday, Sept. 12,1865, and er

Tioga, for Additional Law Judge; and no farther
nominations being made, on motion, Mr. Williams
was nominate by acclamation.
A resolution pledging earnest and hearty support
to the nominee was adopted, and the Conference ad
journed.
A very unfortunate degree of ignorance is foundto
exist in our in regard to the generous provi
slon mad© by the Stato of Penn'a, for the mainte
nance and-Cdacation of the destitute orphans of Sol
diers and Sailors, who lost their lives in the late war.
Arrive.
The State proposes to assume the guardianship of
these children, and thus in part, to repay the great
debt we to our soldiers, living and dead, and :
of which it hasshecn truly said. “ It is the only debt
the country never can discharge in fall." '
The fund appropriated to this purpose was-origi
nally a donation of $50,000, made to the State by the!
Penn'a R. R. Co. early in the war. As the money;
was not used in defraying war expenses, Gov. Curtin,
with hi* ever thoughtful care for the soldiers, pro
posed to the Legislature that it should be devoted to
the relief of destitute children, made orphans by the
war. An act to this effect was passed the session of
1864, authorizing the Governor to arrange all detail
of its management. He immediately committed the
charge into the hands of Dr. Thos. H. Burrowes, as
“ Superintendent of Soldiers' Orphans," a moat judi
cious selection, as the Dr. h&s had a life-long interest
in educational affairs,'and as former Stato Supctin
tendent of Common Schools had much valuable ex
perience, and is wall known for bis general benevo
lence and kindness of heart. He- has a salary and is
allowed a clerk, and is the only salaried officer, except
- teachers- ■ - .
He at once appointed a committee of five persons
in each county, Whose business was to search for such
orphans as were entitled to the benefits of the net,
and when the parents were willing to make applica
tion for the entrance into.the'State Schools, the Com
mittee would furnish them with the needful blanks,
and forward them when properly filledt»at and attest
ed. to the Superintendent.
These Committees receive ho Compensation for their
services, but pay all their own expenses when on duty.

am thus minute and explicit -In order that there iryny
bo no'mistake, and no misrepresentation on this .head.
It is purely a labor of love on their part, stimulated
-by a sense of duty towards these unfortunate little
' ones. * " * - * *
The Legislature of 3865 made auiaddilional appro
priation of $75,000 for tho same purpose, and there
is no doubt it will he made a permanent thing, for the
length of time required—f. e., until! the youngest or
phan shall be sixteon'years of age. ,
Our noble' old Commonwealth has thus made a just
and generous provision for these children, and the best:
of and asylums are provided for them, os near :
their homes as the case will admit. In another year,
it is expected,.that a .suitable; building will be pre
pared for those from oiir own county, connected
the Normal School at Mansfield,and constitution the I
“ Model-School" which is to form a constituent port •
of each Normal School ~ The crowded state of.tho.-i
present" building' prevents-the reception of - any at 1
present. ’
The children ere to wear a neat uniform* famished -
by the State, and will be boarded and educated.—/
Those too young for school? are placed in suitable./
Orphan Aejlurps, and all are trained in all possible ]
ways of active usefulness and skill—th© girl* In do. ;
mestic work, and needle work, tho boys in farming*,
gardening, Ac., and at a proper age are to be appren
ticed to some suitable trade, with the written consent

It would appear that this were all the most exact
ing could require; yet parents and friends of these
orphans are strangely indifferent.lo the groat advan
tages it offers thus freely—a comfortable home, clo
thing and education for these destitute little ones,
und the relief of their tolling mother*. ' - 1 . ■ .
• School Directors, County Superintendents and
guardians of the poor, should tako tho mja.tteri’o hand,.,
and induce mothers to consider the true interests of
, their children and see to it that in every township all
destitute soldiers' orphans are admitted to the benefits

The Lady's Friend.— Tbe October number
of this excellent magazine, Opens with n h.-outi
ful steel engraving, called “ The Wanderer’s
Retbrn." The sentiment of.tbis engravipg is,
very touching—the’ wanderer has come hack, to
the scenes of his youth, and gazes with a heart
foil of emotion on the church,where in child
hood he passed ao many pleasant and revenon-.
tial hoars. ’ Of the Fashion Plate of this num
ber we need only say that it is equal to any of
its predecessors. Ladies tell us that the fashion
plates of this magazine are particularly fine.

real infection. Whatever be its origin, it Is hered
itary in the constitution, descending “ fromparsfats
to children unto the third and fourth generation; ”

are healthy constitutions. Hence it tends to shorten,
and does greatly shorten, the average duration of

siderations has led us to spend years in perfecting
a remedy which is adequate to its cure. This wa
now offer to the public under the' name of Atsr’s
Sarsai-aiu i.la, although it is composed of ingre’-
dients, some of which exceed the best of Sarsa
parilla in alterative power. By its aid you may
protect yourself from tho suffering and danger of
these disprders. Purge out the foul corruptions
that rot and fester in the blood, purge out the
causes of disease, and vigorous health will follow.
By its peculiar virtues this remedy stimulates the
vital functions, and thus expels the distempers
