Postmasters are to keep a receipt book, similar to a bank check book. The receipt islo- be given'to‘the applicant, and a description, with date, name, where sent and to whom, is to be entered on the margin. Receipted letters are not to be en tered in the ordinary mail recounts, but sep arately ; a letter bill for each registered let ter is to be sent, separate from the letter, to the Postmaster, which in large offices is to be opened by himself or‘confidential clerk. In all large offices, letters received before the hour of mailing are to be placed in a secure place of deposit, until the time for closing the mails, when each package is to be sealed with wax at the tie, and placed in the bag at the latest moment. f At the distributing offices the letters are to be compared with the bill by a confidential clerk, who is to endorse the bill if correct, and note the error if it be not correct. The confidential clerk is to pass all registered let ters to a receiving clerk, who enters the date and description upon his book, and makes out a return bill to the office of mailing, ac. knowledging the receipt of the package. On the receipt of the package at the office of de livery, the letter bill and the postage bill will be compared,' ‘and a return bill will at once be sent to the office from whence it has been received. - If there beany discrepance, or if an important letter is missing, the depart ment is to employ the telegraph to ascertain the cause. On the delivery of a letter, a re cept is to be taken from the person authori sldeto receive it, and filed at that office. A Catholic Prical and Ilia Wife. The Chicago Tribune of the 11th inst., gives a curious account of the marriage of a Catholic priest, Nicholas Stamber, of that city, to a young German girl, and her deser tion of him. The marriage was performed in private by a Catholic priest, according to the rites of the Church, excepting the wed ding ring and witnessess. Both priests were then in orders, and continued to be to up the .time of the wife’s desertion. The wifeoccu pied the place of a housekeeper or upper ser vant in the priest’s family for about nine months, and received good treatment and wa ges for her services; but some three months since led her husband, being as she said, “talked into it," by her friends. The married priest and the officiating one have been deposed Irom office, since the affair has become known. And now the husband brings a suit m chancery for the recovery of his wife. The wife is brought into Court and interrogated by the presiding Judge, to whom she reveals the above facts respecting her marriage and also 'her reason for deserting her husband—-thafshe did not consider the marriage legal or binding, because her hus band was a priest | and that she had been educated in the belief that she could never go to heaven if she lived in marriage With a priest. The Court assured her (bat her marriage was perfectly legal; but left her free to choose between her parents and her husband; and she resolutely chose her parents, refusing to listen lo the earnest entreaties of her discon solate and forsaken spouse.
