All primary elections here after held in Forest County under the jn risdiction or control of the Kepublican party in said county, shall be conducted nndcr and in conformity to the Acts of Assembly of the Commonwealth of Penn sylvania, in relation thereto. Suction 2. The party officers herein or hereafter provided to be elected by voters of the party electors shall be elected at the spring primary. Itl'LB II. The general supervision, regulation and direction of the alTairs of the Republican party in said county, shall be vested as heretofore in the Republican County Com mittee, which shall be composed of one member from each election district, who shall be elected by the qualified Republi can electors of thcseveral districts annually. KI I.K III. Section 1. The Chairman of the retir ing County Committee shall call the mem bers of the newly elected committee to gether within thirty (31) days after their election for the purpose of organization, and shall call the committee to order for the purpose promptly at the hour of 2:iO o'clock on the day designated. Section 2. The order of business in or ganization of the County Committee shall be: 1. The election of a temporary Presi dent. 2. The election of one temporary Secre tary 3. 4. Receiving of credentials of members. The elcction'of a County Chairman. BI I.E IV. Section 1. The Secretary and Treasurer of the County Committee shall be appoint ed by the County Chairman. Section 2. The duties of the Secretary shall be to keep an accurate record of the proceedings ot the meetings of the County Committee in a substantial book, to be provided for that purpose, and surrender the same to his successor in office. hvli v. In the absence, inability or refusal of the Chairman to preside over a meeting of the County Committee, it shall be the duty of the Secretary to act as Chairman pro tern, and should both Chairman and Secretary be aWnt, unable or refuse to preside over any regular or special meeting, the com mittee or their proxies may elect one of their number to act as Chairman for that meeting. HI'LK VI. Section 1. Special meetings of the Coun ty Committee shall be held at the call of the County Chairman and at lead live (.") days notice thereof shall be given by postal card or letter. At all meetings of the County Committee five (fl) members thereof Khali constitute a quorum for the transac tion of business. The Chairman shall call a meeting of the County Committee within five (5) days upon request in writing of at least five (5) members of the County Com mittee. Section 2. The County Committee shall provide for the filling of any vacancy on the ticket caused by death, resignation or withdrawal or other reason, of any of the nominees of the party, and the Chairman shall at once call an emergency meeting of the County Committee to fill the vacancy, und in rase such committee should fail to act or if such vacancy occur within live flay of the election, the vacancy shall be filled by the Chairman of the Republican County Committee, with the advice and consent of the Secretary and of at least three members of the County Committee. Section :;. The County Chairman is hereby authorized to accept contributions und levy assessments on the various candi dates of the party, for the purpose of de fraying the legitimate expenses of the cam paign. KCI.E VII. Section 1. In case of a vacancy in the County Committee, whether occurring by death, resignation, removal or other cause, the Chairman shall till the mid vacancy upon suggestion of known licpublican electors of said district. RULE VIII. The County Committeeman of each uU-c-lion district shall appoint a vigilance coui mittee of not less than three members from the Republican electors of his district, of which committee the said County Commit' teuiuan shall be chairman. RILE IX. Any member of the County Committee unuble to attend any meeting thereof may substitute or appoint a qualified Kepubli can voter resident of his district, or em power the Chairman by written authority to appoint a voter from his precinct with power to act for him thereat, as his proxy, which proxy shall be in writing duly exe cuted and attested by witness. Rl'LK x. At least fifteen (l.'i) days before each pri mary election the Chairman of the County Committee shall send ten (10) printed hand bills, giving date of primaries, to the Coun ty Committeeman of each election district and the County Committeeman shall post said hand-bills in conspicuous places in bis election district at least ten (10) days before tho primaries. 1USI.B XI. Section 1. None of tho foregoing rules shall be changed or amended excepting in the following manner: All amendments shall be presented at a meeting of the County Committee, and such amendment or amendments shall not be voted upon until the succeeding meeting called for that purpose, which shall be held not less than twenty (20) days thereafter. Section 2. Notice by postal card or let ter shall be mailed to each member, with notice of proposed amendment or amend ments and the time and place of the meet ing; said notice shall be mailed within five (o) days after the preliminary meeting. A similar notice shall be given in the Repub lican papers of the county. Section 3. The said amendment or amendments shall not be adopted unless they receive the atllrmativc vote of two thirds of the members present. Section 4. On Saturday Judge Landis, of the Federal Court at Chicago fined the Stand ard Oil Co. $'J9,24O,OO0 for violations of the Elkinsautof 1903, by accepting conces sions equivalent to rebates. Andrews, Game and Fish Warden for this section of the State, bag authorized a warrant bsforeSquire Happ, of Cherry tree township, Venango county accusing a Cberrytree man of killing four rabbits out of season and resisting an officer. The young man's father is quite willing to pay the $40 and costs prescribed under tbe law for killing the rabbits, but he Is endeavoring to compro mise tbe other charge. Pennsvlvanians who have been evad ing the State law requiring marriage li censes by going to New York State to bave the kuot tied, will have to change their program after January 1st next, for a law similar to that of this state goes into effect at the time mentioned. Ministers living in towus along tbe line between the two States have been reaping a rich harvest since the Keystone Stato law went into force and this income will be lost to them. Sylvester Emerick, an engineer on the Redford division of tbe Pennsylvania railroad, went ground bog bunting on Friday last near the stale line in Bedford county. Ue was accompanied by his ten-year-old son and tbey became separated. Emerick saw something moving in the bushes and thinking it was a ground bog fired. He shot his son, killing him In stantly. The Tionesta ball team won a well played game from All-Titusville on the borne grounds last Thursday afternoon by bunching their bits off Benedict. Bankhead was at bis best and kept the visitors guessing all tbe time. Saturday afternoon Marienville showed up here with the pick of Clarion and Jefferson counties and a few players from home. And after all that Inutile for players, Tionesta with a strictly all-home team kept them right at their knitting and only lost through a few bad errors in tbe third inning, when the visitors were presented with three runs after the side should bave been retired. But it was a good game nevertheless, red-hot from start to finish, and freo from any un seemly disputes or wrangling.
