In case of tbe government ownership of railroads will tbe distribution of free passes equal tbe postal iranklng privi leges? Tbs Pennsylvania railroad announoes tbat since September 1 it bas sold 200,000 open-milage books, good in tbe east only for (20 each. A neat little item of $4,000, 000 cash in advance may be called quick reward for a voluntary reduction. In talking with Col. A. K. McClure, the veteran Philadelphia editor, recently, Andrew Carnegie, the steel king, said tbat he would give $200,000,000 for ten years' lease of life. A lease ot life can not be bought, and when bis time comes the "Laird of Skibo" must make his bed with corruption and the worm like tbe poor man and wben his lease expires, be cannot take a groat with him. In death, Mr. Carnegie, we are all equal 1 Hotel men who have not felt disposed to close their barrooms on Christmas may be forced to do so if a bill now before tbe Legislature shall become a law. A mem ber of the House bas introduced a bill providing that it shall be unlawful for any person to sell intoxicating drinks on Christmas, Thanksgiving and Memorial days, under penally of from foO to $500 and imprisonment ot from 20 to 90 days. What chance thin bill has of being passed cannot be conjectured. , A bill has been presented in tbe legis lature by Representative Brann, of War ren, for the re-enactment of tbe scalp bounty law, and is said to have fair pros pects of passing. Wildcats, foxes, weas els, minks, etc. would be included in tbe list of noxious animals upon whose scalps a bounty would be paid. There are many scalp hunters In this neighbor hood who would welcome the re-enactment of the law, which was a good thing in ridding tbe country of these pests, and thereby saving much or the small game, such as pheasants, quail, rabbits, and the like. When William H. Seward bought Alaska from Russia for $8,000,000 every body thought the great secretary bad been badly cheated. Alaska, was called Seward's "muskrat pond" and people wondered what be was going to do with the conntry. But Seward knew what he was doing, for be got a great bargain. The country possessed resources greater than even Seward himself dreamed of, for Alaska has developed into a great Northern State with rich mines of pre cious metals, forests of valuable timber, fisheries and other rei ources. Tbe country once regarded as uninhabitable is ooyered with railways, telegraph sys tems and it is supporting a large popula tion. A bill has been introduced in the House at Harrisburg to amend tbe bill fixing the minimum salary of school teachers at $35 a month. It provides that teachers in all districts receiving state aid shall receive $T0 a month where the teacher holds a professional, permanent or normal school certificate, bas bad two years experience and presents a certifi cate of proficiency from tbe superin tendent In charge. Tbe $35 salary for all other teachers shall remain. Tbe In crease of $15 for tbe $50 class shall be made up by tbe district paying one-fifth and tbe state four-filths. Tbe superin tendent of public instruction must with hold all appropriations to any district re fusing to comply with the law. A bill amending tbe new road law under which Road Supervisors were elected lor tbe first time in February last year, provides for tbe pay for said Su per visors at tbe rate of $3 a day, provided tbat no supervisor shall receive over $60 in any one j ear for his services. In ad dition tbey get their actual expense as at present provided. Another amendment is also proposed by this same bill. It proposes to abolish the work tax entirely and in lieu thereof appropriates to each township a sum equal to one-half (50 per eent.) of the entire amount of road tax actually collected during tbe previous year In each township. Tbat is, If township collected $1,500 of road tax in one year the state would appropriate to said township $750 additional. This would appear to be a very good bill, pro vided there are no undesirable strings attached to it. Persons engagod in legitimate lines of business, merchants, manufacturers aud professional men generally, are amused by tbe perturbation and agitation displayed by the stock gamblers, who rail about the influence the action of President Roosevelt has exercised on the speculative market, says the Blizzard. According to their clatter he is going to order a horizontal reduction of 10 per cent, in railroad rates. He is going to squeeze all tbe water out of railroad stocks. He is going to prevent the issue of new securities. He Is going to burn ' tbe Constitution at tbe stake. He is go lug to obliterate state lines. He Is going to investigate everything and sentence everybody that owns Block in a corpora tion to life imprisonment. He is going to abolish the Supreme Court. Maybe vit Imng Congress, especially the Senate. He is going to indict everybody who bas more than seven dollars. Ev erything over $11 is a swollen fortune and must be confiscated. The New York World thinks that flesh and blood cannot eudure this much longer. Two years more of Roosevelt is likely to find Wall street in a padded cell, while the attend ing physicians shake their heads omi nously. Already the suffering of the victim melts the coldest hearts to pity. Farmers' Institute In Tionesta. Tbe Farmers' Institute held in the court house, Friday and Saturday, Feb. 1st and 2d, was first class lu every par ticular, except tbe attendance Friday afternoon and Saturday forenoon. Tbe bouse w8 well filled at all othor sessions. We cannot give a full account of the good things exemplified at these sessions on account of space, hut merely a general survey of the whole. Mr. Robert S. Seeds, of Huntingdon county, is a whole show lu himself. He tells foots about tire farm and he is one of the m "st entertain ing speakers that graces any platform ol publio speakers today. His day talks on Value of Barnard Manure, Soil Im provement the Keynote of Agriculture, the Value of Fertility and the Cheapest Way to Get It, show that the gentleman is a practical farmer who knows and bas experienced what he says. His evening lectures on What Constitutes a Country Home, and Mistakes of Life Exposed, proves bim a master entertainer and shows himself up as a profitable husband and father of a happy family. Mr. Geo. E. Hull, of Mercer county, is a man of deep conviction aud thorough knowledge of tbe dairy business. HiB talks on Breed, Feed and Care of tbe Dairy Cow, Htub Grade Farm Butter, and Marketing Frru Products, showed conclusively tbat tbere is profit in tbe proper knowledge of conditions aud that he bas it. His evening talk on Our Farm Homes contained many valuable ideas and was delivered in his usual impressive way. On account of sickness in the family of Prof. M.S. McDowell, Mr. J, T. Camp bell, of Crawford county, a practical poultry producer and farmer appeared in his stead. Mr. Campbell gave bis initial address on Friday evening on-To Have and To Hold. He is a most rapid and entertaining speaker, thoroughly in sym pathy with the boys and the girls. His address was thoroughly entertaining. On Saturday his lalks on Crop Rotation in Relation to Soil Improvement and Profitable Egg Production were just as entertaining and showed a thorough knowledge of "biddy" aud how to make her do her best. His evening talk on Construction of the Hen House contained less humor but was of tbe practical type. Gardening for Profit, and Planting and Trimming Fruit Trees werj ably dis cussed by S. D. Irwin, Esq. His talks show tbat be is much interested in these lines of work and tbat his efforts have been productive of good, rich returns. Mr. Geo. L. King, of Harmony town ship, gave a most valuable talk on Rais ing Sheep for Profit. Mr. King has bad practical experience and Is one of the most progressive farmers in cur county. Tbe address of welcome was delivered by A. C. Brown, Esq., in which he apol ogized for the absence of so mqny farmers occasioned by the present and only op portunity for them to haul their lumber and ties to market. Much of the success and entertainment was due to the repeated appearances of tbe pupils of our schools who gave some dialogues and a great number of excel lent songs. ' It is but fitting and proper that we say this was the beat Farmers' Institute ever held in Forest county and tbe credit properly belongs to tbe efficiency and untiring energy ot Hon. C. A. Randall.
