During the present week a bill will be introduced In the upper house of the state legis lature by Senator John E. Fox to pro- j vide- for the enlargement of the grounds surrounding the new state capitol by clearing off all the buildings in the section lying between the pres ent capitol grounds and the Pennsyl vania railroad and extending from Walnut street on the south to North ! street on the- north. This tract which contains about 14 : acres of land, exclusive of the streets which intersect it will more than double the size of the park. ; More than 60.000 persons, since the capitol was dedicated in the presence of the president of the United States on October 4 last, have come to Har- . rlsburg to see it. It is safe to say that not one of these 60,000 men and women from all parts of the commonwealth failed no note that the grounds surrounding it are inadequate for the magnificent capitol which has cost the people of Pennsyl vania about $13,000,000. Sycamore, Seneoa and Centre Streets, OIL CITY, PA MX Forty years ago Philadelphia could have secured a setting for its city hall from 15th street on the west to 13th street on the east, and from Arch street on the north to Chestnut street on the south, for a comparatively small sura of money. Probably $50,000,000 could not buy it now. Seventy-five years ago the whole sec tion lying between the present capitol park in Harrisburg and the Susque hanna river which, if cleared of all buildings, and it contained the finest residences and most magnificent churches in the capitol, could not now be bought for less than $4,000,000 or $5,000.000 was offered to the state au thorities for $:i5.000. Our forefathers, in their blindness, thought the price was more than the Btate could afford to pay! If we neglect the great opportunity now offered to secure the land on the other side of the capitol, when It can be bought for a very moderate sum, we shall commit as great a blunder as the state authorities did 75 years ago, A bill similar to that which will be introduced by Senator Fox this week was Introduced In the legislature of 1905, and passed the senate unani mously. The lieutenant governor of the state, the president pro tem. of the senate, the speaker of the house, and many of the leading members of both houses, at a public meeting, d clared themselves at that time enthu siastically In favor of the measure. It would undoubtedly have passed the house without a dissenting voice as it passed the senate, had the word not gone out just before it was ex pected the bill would come up in the house that the auditor general doubt ed whether the funds In the treasury would be sufficient to meet the require ments of the schools and all the char itable and penal Institutions, asylums, hosnitals and colleges, and the other regular expenses of government, ani leave enough to provide for the en largement of the capitol park. The event proved that the auditor general was mistaken; a magnificent surplus was left In the treasury, and it has been gradually growing ever since. The revenues of the state were never so great as now. There are and will be ample funds to meet this pendlture and all other legitimate ex penses of every kind. Moreover, the money will not all have to be expended in one year, but will run over a period of three or four years, as It will take at least that length of time to acquire the grounds, clear them off, change tne lines of the streets and transform this now rather unsightly section into a magnificent extension of capitol park. All should remember that this im provement will be made by a commlS' slon to be appointed by Edwin S. Stu art, whom the people last fall, having confidence in his patriotism and high purpose, elected to the great office of governor. This commission will not be made up of rltlzens of Harrisburg, but will be selected by the governor from the sections of the state where he can find men best suited for the duties. None of the money will be required this year, as the commission cannot, under the most favorable circumstances, more than fairly start the work. All that can he done during the next 12 months will be for the legislature to nass the bill, the governor to select the members of the commission and for the commission to get the matter fairly under way. The money required for this pur pose will not in any way encroach upon the appropriation for schools or good roads, the maintenance of all state and semi-state charitable and correct lonary Institutions, the proper conduct of the state government or any other proppr enterprise that the legis lature In Its wisdom shall determine upon. This Is an Improvement which every cltiicn of the state should work for, and It may be confidently asserted that every citizen who is acquainted with the situation will earnestly advocate it 11 AIL WAY. Jan. 29 At tho recep tion by the Harrisburg Board of Tradt last week to Governor Stuart and other officers ot the state government, to the members of the legislature and to the Legislative Correspondents' As sociation, the subject of the extension of Capitol Park was referred to indi rectly by Governor Stuart m nil peech. While he did not in terms commit himself he very clearly Indi cated that ho was in favor ot the en terprise, saying that he understood what was wanted and that he believed the legislature, which he said Is ol unusually high character, could be de ponded on to do whatever was for the beet interests of the state. Anvone who knows conditions sur rounding the capitol knows that the enlargement ot the park, as proposed, Is of prime Importance to all tho peo ple of tho state. Other speakers referred to tne mat ter more directly. Senator iewaii, who spoke for President Pro Tom. Woods, of the senate, who was un avoidably absent, declared that while Pennsylvania has the most magnlllcent and most beautiful capitol of any state in the Union, its surroundings were utterly inadequate and mean, lie nledged himself and his fellow-mem bers to vote for any proper bill for the enlargement of the grounds as pro- nosed. These sentiments were heartily aDDlauded by tho senators and repre sentatives, as well as by everybody else in the great auditorium, which was filled with the leading members of the state government and the general assembly and the most prominent bust ness and professional men of Harris- burs. Nn one should be deluded by the ulaiements of chronic kickers ana nullbacks that this Is a Harrisburg en terprlse and for the benefit of Harris burg. It Is a great public improvement for the benefit of the people of the whole state, which the people of Har risburg recommend because they are on the ground and see the necessity for It. There Is no pecuniary or specu lative Interest whatever behind this movement. The people of the state can rest as sured of this The following is a summary of the provisions of the bill to provide for the extension of Capitol Park intro duced in the Bonate on Monday even ing. January 21, by Senator John E. Fox. The governor shall appoint three commissioners, none of whom shall be Interested directly or indirectly In any nf the nrnnertv to be acquired, who shall constitute the Capitol Park ex tension committee, whose work shall be completed and which shall expire by limitation June 1, 1911. Any va cancy In the commission shall be filled by appointment by the governor for the unexpired term The commission is authorized to ac. quire title in the commonwealth to all tho land between the present Lapitoi Park on the west, the Pennsylvania railroad on the east. North street on the north and Walnut street on the south, containing about 14 acres, elusive of streets. No land shall be actually taken by the commonwealth until tho city of Harrisburg shall by ordinance provide for the vacation of nil the streets, al leys and other highways In that sec tion without any liability on the part of the commonwealth for damages. The commissioners may acquire the land by purchase at reasonable prices to be agreed upon between them and the owners, but If they cannot agree the commissioners may on fiO days no tice to the owners of their intention to do so take possession of the land and such possession shall vest absolute title In the commonwealth The commissioners may assess tho damages after full hearing on due no tice to the owners. If the owners are not satisfied they can appeal to the Dauphin county court for the fixing of damages in the usual way. The bill carries an appropriation of $1,600,000 or aa much as may be neces sary for the payment of the real estate taken. As will be seen there can be no spec ulative snake concealed In this bill. The commission Is to be appointed by Governor Stuart. Probably none of them will be residents of Harrisburg or Dauphin county. None of the money ap propriated will probably be required this year, as it will take months for tho preliminary work of the commls ion to be done. The disbursement of the $1,600,000 or so much of it as may be necessary, provided for In the bill, will extend over a period of four years, so that there will be no draft on the treasury in any one year that will at all inter fere with proper provision for the state charitable and penal institutions, the public schools and the making of good roans.
