Iu every case where actual figures are given the Dingley tariff maintains its Identification with tbe period of the greatest foreign commerce of tbe United States. It is only three years since the Irriga tion law was passed, and already the government has constructed 77 miles of main canal, 54 nii.es of distributing sys tem, 186 miles of ditches, including dams; 3J miles of tunnels, 126 miles of wagon roads, 147 bridges, a cement' mill with a capacity of 300 barrels a day, and many buildings incidental to the work. In no other case in history have Internal im provements on a large scale beeu pushed with equal promptness. The superior court has banded down an opinion that will interest every sheriff in Pennsylvania, as it decides tbe fees sheriffs may charge for transporting criminals and lunatics. The court finds that the amount to be paid a sheriff for this duty is fixed by the act of 1901 ex clusively. The sheriff, the opinion says, Is entitled to mileage from tbe place where he received the convicts or luna tics for the distance necessarily traveled to the places of their delivery and for his return to the starting point tfsuch return is a necessary portion of bis official trip, at the rate of 10 cents a mile on each or der or commitment and is authorized to charge six cents a mile one way for each prisoner. The charges lor necessary help and expenses in case of dispute become subject to proof. An opinion on the act of 1905, known as tbe general supervinor act, has been furnished to tbe state highway depart ment by Deputy Attorney General Fleitz. In bis opinion the deputy attorney gen eral decides the following points: The supervisors must serve without compen sation, but may be reimbursed for trav eling expenses. All townships desiring to receive the 15 per cent, of the amount of their road tax from the state for 1906 must vote adlrmatively on this proposi tion at the coming February election. No supervisor can act as road master. The act Is general in Its tonus, applies to all second-class township In this state, and all local or special laws relating to the election of supervisors or tbe man agement aud the control of township roads in conliict with this act are repealed by it. In order to give everybody a fair chance the party leaders have decided that the Republican state convention that is to nominate a gubernatorial ticket for next November shall be held at a later date than usual. Asa result of expressions of opinion sought from couuty leaders in all parts of the state it has been deemed best to arrange that the convention shall not be held before tbe latter part of J une, and it may not convene until July, says a llarrisburg dispatch. The leaders feel that, owing to the extra session of the legislature, beginning January 15 and continuing possibly six weeks, the vari ous candidates lor tho nomination for governor will have little opportunity to develop their strength until March 1st at the earliest, and they will desir as much time as possible to secure delegates. The next state convention will nominate a governor, lieutenant governor, auditor general, and secretary of Internal affairs. It will therefore be one of the most im portant party gatherings that has been held in Pennsylvania for several years. It will shape the destiny of the politics and administrative aflairs of the stato for the four years beginning January, 1907. Either the convention or the candidates named will select tho chairman of the Republican state committee who will con duct the gubernatorial campaign.
