Asa matter of course the Governor of Illinois declined to accede to the call of the business men of Chicago for troops to suppress the strike troubles. There is a widespread supposition that all that is necessary to get troops In such cases is merely for a few citizens to make a fran tie appeal to the Governor. The law con templates that each community shall maintain its own peace and that there sball not be outside help until the local authority has found the job too large for its resources. The Sheriff in such emer gencies can and must secure deputies fro n among the body of the people and exert every possible power to maintain order. If be then fails be can appeal to the Governor for assistance. If it were the practice to order out troops at every body's demand we should soon become quite military in our ways. The deliberations of a jury in charge of a capital case take place in a room with none present beside the twelve men called upon to bear tbe evidence and ren der a verdict, and the injunction of se crecy is imposed upon tbem, but after a disagreement of the jury in every case which attains unusual notoriety the pub lic press publishes apparently correct In formation as to how the jury voted, says the Kano Republican. Such was the fact relative to the action of the jury recently discharged after failing to agree in tbe trial of Nan Patterson. Holland, the New York correspondent of the Philadelphia Press, says of the position of tbe jury in thatcase: "A part of the jury was con vinced that some crime had been com mitted, but even those who felt that there ought to be a con v if t ion for one of the losser forms of homicide, could not agree upon a verdict. The only unanimous opinion expressed by this Jury was that the accused woman was not guilty of murder in the first degree, and a majority of the jury was convinced that she was not guilty of murder in the second de gree. It is vary doubtful whether the htato will bo justified in prosecuting this woman agsiu. It is now apparent twelve men cannot be got together who can be convinced that she commuted any ot the higher forms of murder. Moreover, thero is a fooling that, whatever criminal resiionsihility may be hers has alreadv been acquitted by her long imprisonment and the tremendous strain sho has been under while facing two juries who held her lite iu their keeping." How inexplicable it must seem to the oppo nents of their whimsical notions that so many of the Japanese patients recover ! Oil City Times. Sibley Sot After Governorship. In an Interview sent out from Wash ington under date of tbe 3d lust., our Congressman, Hon. Joseph C. Sibley, takes himself out of the race for Guber natorial honors, and declares himself for Justice John P. Eikin as first choice, and State Chairman Wesloy R. Andrews for second choice. Mr. Sibley said : "lam not a candidate for the Republican nomi nation for Governor next year and will not be a candidate for the nomination. Furthermore, my first choice for the nomination Is John P. Elkin, of Indiana county, and my second choice is Chair man Wesley R. Andrews, of the State Committee." He also gave it a his opinion that Mr. Elkin "would have been nominated three years ago but for that unfortunate fight among the Republicans ot Pittsburg and Allegheny county, which made his nom ination inadvisable. But," be continued, "if he wishes the nomination next year I will be for him. My second choice, and really my personal choice, is Andrews, and I should be delighted to see him tbe Governor, while the northwestern section of tbe State would roll up a large majority for blm. He is a splendid fellow and Tery strong with the party workers." The St. Louis, Sister Ship to the Mil waukee, Launched at Philadelphia. Philadelphia, May 8. Tho protected cruiser St. Louis was launched at the Nenfio & Lew shipyard. Miss Glad ys m-van Smith of St. Louis acted as sponsor, assisted by Miss Mary S. Wright and Miss Rebecca Reeves Van Lcticop, maids of honor. Miss Smith was selected by Mayor Wells of St. Louis to christen the vessel. The St. Louis is a sister ship to the Milwaukee, now building at San Fran cisco, and the Charleston, In course of construction at Newport News. The vessels are virtually armored cruisers. The St. Louis Is In a higher state of completion previous to launching than any similar vessel built in the Eastern shipyard, being 77 per cent completed. Her contract calls for a speed r.f 22 knots an hour for six hours. Her displacement Is 9,700 to:is. Tho main battery will consist of 14 Cinch rapld f.ro breech-loading rifles. Columbus. O.. May 8. A. B. Spear, late cafhler of the Oberlin National bank, was received at the penitentiary Saturday morning to enter upon his seven-year Imprisonment. He brought with his a letter from District Attor ney John J. Sullivan, who prosecuted him, in which that official requested Warden Gould to give the prisoner clerical work. Spear took his Imprisonment with zood humor. He laughed and joked with the cCicIals. He conducted him self in the same manner In Oberlln during the time that his conduct in the CUzens' bank was under Inves tigation. Because there are now 10 bankers In the penlttntlary, all of whom have been assigned to clerical work, it la not likely that Spear will be given an easy task at ence. Spear was permit ted to retain his watch. When $60 in currency was taken from his clothes he asked for a receipt. He proposes to bo a model prisoner. , GREENVILLE REJOICES. Steel Corporation Will Rebuild and Enlarge Hoop Plant. Greenville, Pa., May 8. General Su perintendent I. W. Jenks of the Amer ican Steel 'Hoop company arrived from New York and announced that the steel corporation had authorized the rebuilding of the Greenville roll Ing mill and addition of a new modern mill. Ground was staked off for the new buildings last week and work will be started at once. If present plans car ry the Warren, 0., and Girard, O., plants will he merged with the one In Greenville. It was stated that the petition signed by every business man in Greenville with two exceptions, pledging support to the Carnegie company when they started the local plant on an open shop basis two months ago, had weight with the steel corporation in authoriz ing the improvements. Two Bankers to Be Tried. Cleveland, May 8. Judge Taylor of the federal district court overruled a motion to quash the Indictments against L. P. Ohlinger and J. B. Zim merman, president and director, re spectively, of the closed Webster Na tional bank. The bankers will bo tried Jointly on May 15 on the charge of embezzling funds of the hank.
