Ac cording to advices received here from San Domingo, under datn of Feb. 3, General Cespedes, governor of Puerta Plata has resigned and gone to Porto Rico. The Clyde line steamer Chero kee, which will leave here tomorrow, will carry a protest against the United Statcs-Santo Domingo protocol to the United States congress from former Vice President Deschamps of Santo Domingo and his followers (now here), who say thoy are disposed to resort to arms in furtherance of their cause and remove the present government of Santo Domingo If It does not resign.
