The ltomans were not in want of teachers or of models, for they had the Egyptians and the Greeks, but they never succeeded in creating an art characteristic of themselves. No people perhaps ever betrayed less originality in their productions in this field, but they raised, the other ele ments of civilization to the highest point. Their military organization as sured them the domination of the world; their political and judicial insti tutions are still patterns for us, and their literature inspired the centuries that followed them. In the .Memoirs of Henry Vilhird" thii nuthor tells of the time Lincoln spoke to him of the growth of his am bition since the days when lie was clerking in a country store, and his greatest desire politically was to be a member of the state legislature. "Since then, of course," be said laughingly, "I have grown Rome, but my friends got me Into this business (meaning the cnnvassi. I did not con sider myself (pialHicd for the United States senate, and it took me a long time to persuade myself that I was. Now, to be sure." be continued, with another of his peculiar laughs, "I nin convinced that I am good enough for It; but, in spite of all, I am saying to myself every day, 'It is too big a thing for you; you will never get It.' Mary (Mrs. Lincoln) Insists, however, that I am going to be senator and president of the Ulnted States too." "These last words," adds Mr. Vlllard, "he followed with a roar of laughter, with his arms around his knees and shaking all over with mirth at his wife's ambition. Must think,' he ex claimed, 'of such a sucker as me as president:' " Acute Vlilou of DIi-Un. Birds have n very acute vision, per haps the most acute of any creature, and the sense Is also more widely dif fused over the retina than is the case with man. Consequently n bird can see sideways as well as objects in front of It. A bird sees, showing great uneasiness iu consequeuce, a hawk long before It is visible to man. So, too, fowls and pigeons ilnd minute scraps of food, distinguishing them from what appear to us similar pieces of earth or gravel. Young chickens are also able to find their own food, knowing its position and how distant It is as soon us they are hatched, whereas a child only very gradually learns either to see or to understand the distance of objects. Several birds, apparently the young of all those that nest, on the ground, can see quite well directly they come out of the shell, but the young birds that nest lu trees or on rocks are born blind and have to be fed. Possible Explanation of Their Move, menta on Llao Tung Peninsula. Washington, June 21. An explana tion of the Japanoso campaign on the Llao Tung peninsula, especially with reference to Port Arthur, Is contained In an advise that has reached this city from a source believed to be absolute ly reliable. The Japanese tactica which have so puzzled the Russians are intended to isolate Port Arthur but do not contempl Vo an attack on the place by General Oku's army. Tho actual work of reducing Port Arthur .will be confided to another Jap anesc army under command of General NogI, which will be landed on the peninsula at a point south of General Oku's position and considerably near er Port Arthur. On the 1st of June no less than 2G transports had been gath ered at one of the Japanese ports to embark this army and it is probable that the vessels attacked by the Vlad ivostok squadron were of this number. Why Mayor Jones's Habit Is Not a Mere Fad. The sky-parlor idea as expressed by Mayor Jones in his advocacy of sleep ing In the open air has attracted much comment in the press. But like many a so-called fad, it is simply au appli cation of the rules of common sense to living. The greatest foes to germ, bacteria and microbe are the air and the sunshine. Given both in unlimit ed quantities, nature ordinarily takes care of herself. The ordinary home Is but a trap to catch and a place to cultivate all man ner of diseased germs. Our house hold furnishings, fittings and hang ings are often nothing but harbors for these destructive invaders, while the free access of air and sunshine, the ouly efficacious means of keeping these dangers in check, is impeded by the very furnishings which give them lodging. Yet in most households it is deemed of more importance to keep some prized hanging or Uoor cover ing from fading than it is to keep the room in sound sanitary condition. A hospital for tuberculosis patients has Just been opened In Philadelphia. It is "opened" in a larger sense than these institutions usually are, for it is up in the air on the roof. It Is the special Ist's Idea that a life exclusive ly In the open air will be a benefit to this class of patients, and this hospi tal Is the result of his theory. Fully one-hair of the superficial area of the crowded cities Is now given up to roofs of varying qualities of usefulness and ugliness. A wiser generation than ours will utllir.e these for recreation and incidentally put those agencies which are poisoning the air with dirt and smoke and foul gases out of business. We shall all live more in the open and up in the air. We have learned to build and use porches, but the roof is practically uuutillzed. We are only a short way yet from the sanitary conceptions of the cave-dwellers. We t an all be healthier if we want to be and will give up the luxuries and practices that make us 111. Mayor Jones stated the other day that he felt as mm-h ashamed of being sick as a man should feel at being drunk. The one condition is just about as blame worthy as the other. We can avoid both if we will. Consumption is as unnecessary as smallpox. We live iu a vitiated air at home. We breathe foul, dirty, poison ed air abroad and the bacillus attacks us in our weakened state. We can prevent any disease almost, though there are few that we can completely cure. We have learned to avoid t'je sanitary sins of our ant estors, but we have other shortcomings just as bad. We have not yet corrected the habit of dying from disease, accident and overwork. Toledo News-Bee. Rearing Skilled Workmen . Germany leads the world iu its In dustrial education. The supremacy In the several industrials for which she is so famous is directly traceable to this educational development. The porcelain Industries for which Ger many Is noted could hardly be car ried on without an ample supply of artistically skilled workmen, and to assure the continuance of the supply of operatives the government con ducts a porcelain factory at Missen. Pupils and apprentices are taught drawing for two years. On the com pletion of this course they spend an additional term, of two years on mod eling and painting. Those who de velope special skill are then sent to the fine art schools of Dresden. Ber lin, and the other famous art centres to "finish their edmatlon. If a pupil perseveres to the end through this long novltate he Is practically guar anteed life-long service in the govern ment porcelain factory. Another feature of German indus trial education which might be adopt ed with advantage elsewhere la the practice of sending trade apprentices to some industrial school for a portion of each year. Those who are Inden tured for a four-year apprenticeship usually spend at least four months n year in one of these schools, which are conveniently located in the manu facturing districts. Philadelphia Rec ord. England's Disappearances. At the end of last year :2,im) persons were being sought by their friends in England. The largest total of dis appearances for one month was thJr ty. This year there were twenty-nine disappearances in January, forty-live in February and forty-eight In March, nearly one-half of whom were wo men. In !() per cent, of the cases re ported ottleially last year, the missing people were found to be living their own lives, their disappearances being brought about merely by a desire to get away from old friends and old environments. It is this class that Is growing rapidly, the growth being at tributed to the increased neurotic ten dencies of the people. A Contented Prisoner. The Prussian prison authorities are perplexed what to do with a man named Michael Keller, whose sen tence to death, passed upon him In 1S."i.'5, was commuted to penal servi tude for life. The prisoner is now an old man of SO, and, although he has been offered his liberty on more tban one occasion, refuses to leave the prison. He declares that, after be.'ng In gaol all these years for a crimo of which he is Innocent, he does not wish to be released In his old ago to be miserable. The man's relatives have been traced, and are willing to look after him, but he will have nothing to do with them.
