Congressman Siiiley has introduced a bill that forbids the purchase, in be half of the United States government, of "any material or article of whatsoever kind or nature, manufactured or to be manulacturad by convict labor." Paynk, the Republican leader of the House of Representatives, bluntly tells us that whereas the deficit for the fiscal year ending last Juno was $4,5110,000, it will probably increase next year to $7, noo,0K) and the year alter that to $8,000,000 and more. Yes; this is a great country and has often handled a deficit twenty limes as large. Con o kess man Bakkk, Democrat, of Brooklyn, thinks the country is going to the bow-wows because some charitable person has opened a soup house in Cin sinnali, and asks, "Is this prosperity?" Of course it is. Not to have a soup bouse where there was a demand for it might seem like adversity. There are always people ready to eat good soup when it Is ladled out (o them free. The fact that Senator Hanua immedi ately upon his roturn to Washington is sued a call for the Republican national convention disposed at once of all the mors and allegations that be was holding it back for sinister purposes. Senator Scott, of West Virginia, says, "It will be a great convention at Chicago; delegates from our Atlantic and Pacific islands." And our Teddy must be named without a dissenting vote. Democratic papers make a great hul labaloo about a Republican war in Ohio, the "war" aloresa'd being the difference ol opinion as to whether the intimato friends of Foraker or the intimate friends ofllaiina will control the Ohio delega tion in the Chicago convention and the resultant patronage of the stale. The Re publican majority in Ohio is sufficiently bouncing to tempt our friends to get up a fcliani battle at any time, to kocp them selves in lighting trim in face ol the en emy. Some people don't like to work between meals. The Constitutional Convention of the Republic of Panama held its first session, and took over supreme power from the junta, last week. It elected Dr. Pablo Arosemona for its president. He said in Uking tho chair, "This republic will live loss by its material power than by the virtues it will practice. Its security is protected by a powerful people in whose veins rnus the rich blood of those Puri tans who shook oir with the dust of their sandals the torment of religious intoler ance and the anprobrluin of political des potism." Yet some people declare that Panama has no government or political existence. Srnatob Hanna is mad now and says he has said so often and so emphatically th.thels not a candidate for President that (his persistent talk about his tryiug to set up things for himself is getting pos itively irksome. It Is done by Demo crats, he declares, who want to stir up a right between Republicans. The Repub lican candidate will be that sturdy and sreuuotis young man who, according to Francos Wilson, causes "mountain lions and grizzly bears to scramble up the gol den stairs," and some bright young statesman from Indiana, about the size of Albert J. Beveridge, will be the candi date for Vice President, If be can be in duced to take It. The presenl governor of Indiana wants a seat in the Senate any how. Punxy Spirit. In one respect the United States Con gress is unique. Perhaps no other legis lative body on earth is so thoroughly practical. Both sides are eternally try ing to score a point agaiust the other po litically, and all kinds of rot and bun combe is dumped into the Congressional Record with no other purpose in view. As an example Representative Baker, of New York, arose in his place one day re cently and read an article from a news paper wherein it was stated that a lot of riverman of Cincinnati were being fed at the expense of the city. "Think of it!" he exclaimed, "Soup houses in lull blast in one of our great industrial cities under your boasted Republican prosperity!" And for ten minutes Mr. Raker proceed ed to work in all sorts of spasms and hys teiics about soup houses and Republican prosperity. The only foundation there was lor Mr. Baker's charge was that the Ohio river being frozen over both above and below Cincinnati, a great many riv ermen and others dependant upon river traffic were temporarily thrown out of employment, causing considerable dis tress. Punxsy Spirit. Why This Is Leap Tear. Is this a leap year? If so, why was not 190() a leap yeai? This year is leap year. There was no leap year four years ago for this reason: When Julius Caesar reformed the calen dar be assumed the year to be -loo days, 6 hours long; really it was 365 days, 6 hours, 48 minutes and 4(1 seconds less than a quarter of a day by II minutes. The extra hours were set aside by Caesar and every fourth year added together and made into an extra day, which was added to February. But the solar year, starting always a few minutes before the calendar, after six centuries was found to be ten days ahead of the calendar. Pope Gregory XIII in 1582 decided to correct the calendar so that the two years would correspond more nearly. So by his direction October 6, 1582, was fol lowed by October 15, which brought the two years together for the time being. Then, to keep them together, be ordered that every year divisable by four should be leap year, and that these should be leap years only when di'isable by 400. So 1600 was a leap year, and 2000 will be, b.it 1700, 1800, and 1900 were not. It was found that by taking the year as 365 days, 14 hours long, and having leap year every fourth year the calendar year would have about a quarter of a day more than the solar year at the end of every century, and by dropping tbe extra quarter for cenlurial years tbe calendar year would have a day less at the end of the fourth century with the four unused quarter diys still on hand, so to speak. These made an extra day, which will be added to February in that fourth centurial year, and so biing tbe solar and calendar dates together. DEATHS FROM CYCLONE Thirty-Eight People Killed at Moundville, Ala. Chicago Theater Ordinance Death ol George Francis Train Republican Editorial Association Trial of Ma chen Bill to Compel Voting Chi nese Smugglera Convicted. The most disastrous cyclone thai ever swept over Alabama visited Moundville, a town of 300 Inhabitant 15 miles south of Tuscaloosa, Friday morning and as a result 38 persont were killed and more than 100 injured and every business house in the town with the exception of a small dru store was completely destroyed. The cyclone struck the town from the southwest. Its path was a quartet of a mile right through the town. Freight cars were torn into strips Cie trucks under them being hurled hundreds of feet from the track. The depot, the hotel, warehouses, gins, 30 homos and several store houses wore completely destroyed Where they stood it is impossible tc find even the pillars on which these structures rested. Enlarging Volume of Business. Bradstreet's summary of the state of trade says: Confidence in a prosperous spring trade finds support in an enlarging volume of business at Southern and Southwestern markets, an awakening of interest at some Northwestern cen ters. and growth even at Central Western and Eastern markets, where however, weather conditions are a drawback to the fullest activity. The feature In the speculatively af fected markets Is the higher range ol quotations for all agricultural pro ducts. All in all, there is a more optimistic feeling noted than some time age seemed possible, and the disposition U to regard spring business as satisfac torily secure. The lighter finished products of iron and steel are in pretty good shape, and demand Is better. Good prices an? being obtained as a rule. Pig iron is quieter. Chicago Theater Ordinances. The theater managers of Chicago take an extremely pessimistic view of the situation created by the action of the city council which has finally adopted a stringent theater law. The announcement was made at nearly every playhouse that under the new ordinance there is no hope ol continuing in business. The retroac tive provisions of the measure put the older theaters beyond the hope ol again opening doors. In the mors modern theaters the Improvements and alterations required will make it Impossible, the managers say, to op erate at a profit. Without the galleries. It Is claimed, no theater in Chicago can do more than pay expenses. The change of "rise" in the gallery seats. It Is said, would mean a virtual reconstruction of every theater in the city. Among other requirements the ord Idance provides that the main floor and every balcony and gallery shall have separate entrance stairways from the street, and every aisle shall lead directly to an exit Mrs. Bechtel Acquitted. Mrs. Catharine Bechtel, the aged mother of Mabel Bechtel, who was found murdered at Allentown. Pa... last October, was Saturday acquitted of the charge of being an accessory to the murder after the fact. Her trial occupied nine days and the Jury de liberated one hour before rendering the verdict of not guilty. The gray haired defendant received the news of l:er acquittal with tears and expres sions of Joy. She was immediately released and went to her home, accompanied by her sons and daughters. Martha, her yonngest daughter, and her sons, John end Charles, are under Indictment on a similar charge, but their trials have teen postponed until April. Wheat Block at Geneva Burned. A fire that started In W. F. Chitry's variety store completely gutted the Wheat block at Seneca and Linden streets, Geneva. N. V., Sunday, causing n loss of f 75,000. Colonel Arthur Lynch Released. The London Dally Telegraph says that Colonel Arthur Lynch, who com manded the Irish brigade against the British forces during the war In South Africa and who was afterwards con lcted of treason and sentenced to imprisonment for life, has been lib erated "on license." Lynch has not received the royal pardon. Colonel Lynch, who completed a year in prison last Saturday, was tho only political offender in prison in Ire land. Patrick A. McHugh, ex-member of the house of commons who recently uhared this distinction with Lynch, was also released from Jail through the mediation of Sir Thomas Llpton with King Edward. Lynch will enjoy personal liberty and may even leave the country should he care to; but, not having received the royal pardon, ho is disqualified from sitting in parliament or from holding any public office.
