THE FOREST REPUBLICAN. WtNK, . Editor t Me phi iron. WEDNESDAY, DECEMBER 20. 1S9R No Matter how destructive the new British shells may be, an ounce of gen eralship Is worth a ton of lyddite. Ok. Gatacre realizes now that he is not dealing with the same kind of au enemy he overcame in India and Egypt. Gov. Tatlor, of Kentucky, has taken his seat and his administration will com mand the respect due the honest choice of the people. Gknkral Lawton, one of the ablest of the American officers in the Philippines, was shot in battle, dying Instantly, uea? Manilla last Saturday. Georoe Washington's obituary notl ces were written in a fervent stiain, but at the end of a hundred years not a word would be changed unless to make it stronger. it would seem, judiring by current events, that our war with Soain as singularly free from serious mistakes, The leading British error appears to be an underestimate of the enemy. Aa Agcixaldo dodges from place to place he continues to express faith In the success of the Democratic party. If he can keep this up nntil next year, he will bean Interesting feature of the campaign. China, Mexico, and the Central Amer ican States are about the only countries left with a silver standard, and yet there are a few men found who have hardihood to insist that the Democrats n.nst make the silver issue the chief plank in their platform again. Nkither Congress nor the Prealdent will be, as stated by some papers, embar rassed by the Boer sympathy resolution iniroduced by Senator Mason. It is only a little piece of spectacular performing on Mr. Masons part, and he himself does not expect any result from it other than attracting attention to Senator Mason. Secret ry Long proposes for the com ing year an addition to the navy consist ing of three immense armored cruisers, three protected cruisers larger than any in the navy, and twelve gunboats sheath ed for foreicn service. These cruisers will add to our ships of the Brooklyn and New York type, a fact that establishes their undoubted value. Hon. W.C. Arnold of DuBoia is an ex Cougressman but he appears not to have lost any influence in Washington. He succeeded in having the free dolivery system established in Ridgway in oppo sition to the rules of the P. O. Depart ment. Arnold is a good one. Kane Republican. And the people are just ''out going to demand his services as Congressman-at-large from this State next year. The Philadelphia Press savs that Con gressman A. Gaston doesn't like his job. it says: "At home he is an active busi- .1 Yi Hna 11,6 aila""y methods of luouuu-aao not suit him. 'This is uuus me meanest job I ever had, he said. 'This sitting around for five or six hours is tiresome, and at times I feel like me wuoie tiling.' " Mr. Gaston's experience Is that of nine tenthsof all now members, He'll feel difforeutly by the middle of next June or Juiy, and argue with himself 'that i wasn't such a bad job after a! I. The afflxer of U. S. revenue stamps be sides writing or samping thereon with ink the initials of his name and the ate after Decembet 15 will be required to put "three parallel incesslons lengthwise through the stamp beginning not more than one-fourth of an Inch from one end thoreofand extending to within one-fourth of an inch of the other end." This recm. lation applies to documentary stamps of me vaiue 01 ten cents or more, the com missioner of internal revenue being of the opinion that no one is quite mean enough to use again stamps of smaller value than a dime. One by one the leaders of the Filipino rebellion are dropping off by death or capture. The killing of Gen. Gregario del Pilar, the commander of Aguinaldo's bodyguard, whio . has just been reported, is a serious blow to the rebels. It also iudicates that the Americans have been, and probably are rtill, pretty close on Auuinaldo's heels. Nobody need be sur prised if the insurgent chief himself, slippery as he is, should be captured any day. Luzon is a big island, but the part of tho Island which is open to Aguinaldo is rapidly shrinking. It is plain that the days for copperhead rejoicings at the resistance or the Filipino conspirators are not far Irom their end. At the meeting of the Republican Nat ional Committee held In Washington last Friday, I'hiladelphia was selected as the place and June 19 as the date for holding the next National Republican convention for the nomination of candidates for Pres ident and Vice President. It is the first time the Quaker City has secured the conventioifsince 1872, when Grant was re-nominated for President, and as a nat ural consequence there Is joy in the big Republican city. All Pennsylvania will rejoice at being honored wi'h the conven tion that will again place William McKin ley in nomination for the Presidency. His election in Novsmber by a most sweeping majority Is, of course, a fore gone conclusion. Senor Fernandez de Castro, former civil governor of Havana, tells bis fellow countrymen, that "Cuba can avoid chaos and disorder only as she is willing to put aside vain ideas of empty independence, and to recognize her true position as a part of the great democratic Republic of the United States." This is the right sort of talk for the Cubans at this mo ment. Such talk from prominent Cubans will be beard oftener and oftener as time pnsses. Annexation sentiment in the island is undoubtedly growing among its more Intelligent c tizens. The foreigners, of course, Spaniards, as well as Ameri cans, Germans and Exglish, have all along been in favor of annexation, and this sentiment is increasing rapidly among the natives now. It must continue to grow as the Industriosof the island are rehabilitated, aa prosperity extends, and and as the benefits of American sway be come plain. Globe-Democrat. ' Letter From Porto Rico. The Marienville Express or last week publishes an intei esting letter Irom Cbas. S. Leech, who moved with his family from that place to Rorto Rico about throe months ago. Mr. Leech touches on so many points, in bis letter that we feel sure would interest and Instruct our read ers that we re-produce it entire, as fol lows: We have been keeping house here now for three weeks and I will try to give you and your readers some idea of howweare living. Our place, is seven miles from San Juan ard one mile from Rie Piedras, a town of probably five thou sand inhabitanta, althoughtopass through it you would not think that there were more than one thousand at the most. We have three acres of ground fronting on the military road, and running back to the San Juan R. R. The military road was spoken of by me iu a former letter ; it runs from San Juan across the moun tains to Ponce on the south of the island: is a macadam road its entire length of eighty one miles. The travel on this road is simply immense, all the hauling for the supply of the country towns and people being done by ox.teatns hitched to two wheeled ox carts, and by pack ponies which carry into the interior where there are only trails instead of roads. Then there are the government trains, consist ing of four mules bitched to American wagons, which haul the supplies for the soldiers stationed in the interior towns. Carriages drawn by small Porto Rican nonies, carrying people to the interior towns and to Pouce ; many natives travel ing barefooted, as all poor people here go barefooted, all of which go t n.ake up a steady stream of travel from morning till night, and in fact all night you hear them going. This is a very tine road for bicy cling, being so bard and smooth and free Irom dust or sand. The railroad runs from San Juan to Rie Piedras, and has fourteen trains each way per day, com mencing at six o'clock In the morning and running to eleven o'clock at night. By buying a sixty-two mile ride ticket the fare is sixteen cents for a round trip, and school tickets are sold for half price. This road will be made into a trolley as soon as the proper grants con beobtained, which possibly cannot be had till after Congress places the Wand under a proper government. Our house sets back from the road sixty feet. There Is a drive way comes In from the front and ruus around tho house, and three walks lead back from the house to the back end of lot and the railroad. In front of the house the space Is occupied by flower garden ; the dri ve ay andjwalks are all skirted by flower trees, cocoanut palm trees, coffee plants, banana plants, pine apple plants, orange trees, bread fruit trees. The flowers are blooming all the time ; we pick many boquets every day, but you cannot see that it makesany ilTerence iu the supply. I cannot name the different kinds, but many are the sa lie as we have potted in the States, but here they grow to the size of small trees or rather sapling, and have flowers con tinually budding and blooming. There aie some fifteen cocoanut pal ui trees bear ing cocoanuts, and possibly about two hundred about three years old, aud will not bear for four years yet. Five or six hundred uanana plants, with only four that have fruit on now, but in a month or two the half or more will have truit on. The coffee was picked a month before we came, but there are coffee plants enough to supply one family with coffee. The uine apple plants will commence to ripen fruit in February, and I think there are pro bably a thousand plants on the grounds. There are only ten or twelve o ran go trees and they are mosth too young to bear, wo having only one tree that has anv oranges 011. There is no one bore who cultivates oranges, the treos are what is called wild trees, but bear a very good orange and we buy them in small quan tities at less than live cents a dozen. Since coming out we have planted many vegetables and tuev are all up now and growing ui' ely. We will soon have fresh vegetables from our own garden. We are Laving our lot cleaned up, ev erything hoed by two native workmen, and I must say I have never had men do more or better work. I pay them soventy tive ceutavo per day, equal to forty-five tents our money ; and at the same time theyjhave to pay niore for groceries or any thing in the eatable or dress line than the same can be bought lor in the States, with the only txceptiou of sweet potatoes, yams and oranges. For roail work they only pay thirty cents our money. Our house is fifty feel by sixty overall; one story fourteen feet high; a six foot veranda runs around two sides and one end, on the back end to the one sida is a kitchen and pantry, the balance being taken with a large porch aud cistern. The house part is divided into a large centei room used for silting room, parlor, etc., and five large bed rooms to the sides. We ave no windows, but only very large doors with lattice work in some of the outside ones, these we always leave open during ilie day time and at night close all ti.e outride doors tight and leave the in side ones all open, thus giving us plenty of fresh air for the night. We sleen on iron beds with canvass for springs, which is stretched as tight as necessary with screws running into iron rods, over which the canvass is lastened; on toD of the can vass we place a bap and sleep on that with a sheet over us. Our cooking Is done on a native stove built in the kitch en out of brick ; there are four small places on the top in which you put char coal, aud do the cooking over this fire . Of course you cannot bake, but all the baking is done here by bakeries, and there is one good American bakery in San Juan. We get some of our bread from the commissary bakery for the troops, but like the native baked bread very well. Our table is set on the poich, we have never eaten a meal inside the bouse. The range of temperature has been from 70 to 87 degrees, hence we do not suffer much from the cold, nor do we really suf fer from the heat. There is a nice breeze blowing nearly all the time, and we dress light and f ol very comfortable all the time. Vhe nights are very pleasant and we sleep fine. From the front we have a very nice view of the ocean, about a mile away.and when tho water is rough we hear the noise of the waves on the shore. To the rear we have a view of quite a Rtretch of level country and beyond that the moun tains with their tops many times hidden in the clouds. Every way you look you see rich vegetation, not culti vated ground as it ought to be, but cov ered with a rich growth of grass, cocoa nut palm trees and all kinds of rich fo liated trees. I do not think it will be many years till this ground will all be under cultivation and lino residences dotting the country all over instead of the small native cabins that are now seen. Suroly rich land of this kind cannot long remain iu this condition under American rule; only think, not ten per cent, of the land on the Island under cultivation, and every foot of it ten times richer than any I land In Pennsylvania; a climate that has no rqual on the globe : a continuous season with frost never known ; it simply does not seem possible that such a condi tion could exist. Well I don't want to tire your readers with this letter, as I may want to write again. Very truly yours, Chas. S. Leech.
