Attention is called to the Act of June,
1891, regulating primary elections, that
Judues and Clerks, befare entering upon
the discharge of their duties, shall take
and subscribe an eath or affirmation in
presence of each other.
Proper election blanks and tickets will
be mailed to the committeemen of the dif
ferent precincts in due time. It is their
duty to see that these are promptly on
hand on tbe day of the primaries.

There has been much fighting in the
Philippines in the past ten days, and
while hordes of Aguinaldo's followers
have been slaughtered many a brave
American bov has civen up his life in
his country's causo. The American fore
ea are driving the insurgents lroin evory
stronghold, and it is thought they will
soon be obliged to give np their guerrilla
warefaro, though absolute peace may be
a long way oil. It is difficult to make
these senii-civilizpd people believe the
Uniied States has nothing but their best
welfare at heart, and it may be necessary
to drive it into them with musketry and
shell. With their wilev leador once
cooped, however, H will bo quite differ.

moters," says the Keystone Gazette,
These promoters endeavor to get the
farmers to put their money into these
schemes without regard to whether there
is a sufficient paying field for the new en
tcrprise, and in most instances the mou
ey put into theso enterprises is eveutu
ally sunk. The expert of the State Col
lege declares : "In order for a creamery
association to bo successful. It is noeeS'
sarv. above all thincs. to have the milk
from 300 te 500 cows guaranteed to th
creamery for nine or ten months in the
year. A creamery to handie this amount
of milk can be equipped for from $1800 to
SJ200. The price usually asked by 'pro
moters' is from 82700 to I000." It would
be well for farmers to give heed to thi
advice and before going into these
