Among the bills passed finally by the house at Harrisburg is one pro viding for the payment of school di rectors at the rate of $2 a day for at tending the triennial convention for the electioo of county superintendent and for the punishment of candidates who pay directors' expenses. Some of the croakers might learn a lesson from the following squib token from that rabid apostle of Democ racy, the rhna. liewra: "J. be wages of iron workers at Pittsburg, II rris burg, Reading and Baltimore have beo lately increased by lhe volun tary action of employers. Of all the proofs of prosperity achieved aud of all the indications of prosperity to come none is so sure and salutary, aa the fact that the men who earn their bread in the sweat of their faces are being better paid. The postponing of the Quay trial by the'prosecutiuD, against the earnest protest of the defendants, has caused the public much thiuking, and no matter how the ant'-Quay newspapers try to patch up excuses the people are bound to put their own construc tion on this remarkable turn of events. We have heard much unfavorable comment heretofore on the attitude of the defendants, charging them with repeatedly delaying trial, but what of the prosecution which has had months to prepare their case, if they had one? Has the fact that the Quuy side has unearthed glaring frauds and forgeries on the part of the conspirators who seek to ruin bis character at any hazzard anything to do with this postponement? It looks that way, don't it? Quay is ready and anxious for the trial to come off. Why do bis accusers hesitate? The people are beginning to see the ani mous back of all this persecution and will demand that the character assassins be brought to the front and made to snow tneir nanns. Livl us have the truth, and all of it. The prosecutors of ex-Treasurer Haywood seem to be genuine fiends according to this dispatch from Sbar on, Pa , dated Feb. 2G : "Along with the general grief for the death ol former State Treasurer Haywood there is today a feeling of intense in dignation. It is just becoming a mat ter of common knowledge that no longer ago than Irst week the people behind the prosecution in tno cases in which he was involved, bad a de ective in Sharon, prowling around the house in which he lay dying, in eearcb of any thing on which to found a charge that his illness was sham to avoid appearing in court The people of this community, among whom Mr. Haywood had lived all hi life, have properly fathomed the mo lives against him and the Q'lays. Bu the malignity which tends its agen prowling like an impatient jacka around the bed of a dying mao.ioter viewing bis attendants, and counting the last beats of his puled in the hope f nmitiv nut lomethio? on which to score a point in a law suit, has bee unknown in this community hereto fure. The three Quay uitm tliut lor a long time were expected to break, did so to-day. Ilersch of Philla. changed to Huff, Yates of Philla. changed to Weid ner, and Mackey of Luzerne to Rice. The opposition cheered, of course, but it had been expected for a long time by the Quay men and so had no effect on them. It will be remembered by your readers that some weeks ago I stated that this break would be made in the course of time. There are some others expected to go when strings are pulled. The Quay side, however, claim that this will all be paid back in good lime and shape. The House had a tew this a. in. over the fill ing ef the Speaker. There was some dis agreement of the Investigating commit tee last night. Gen, Koonc of that committee, who likes to poso as well as other Honorables, had a set of resolu tions duly prepared to offer enlarging the committee. TheQuaysido spru g the tac tics of the insurgents on thom.and order ed the journal to be read. This, of course, bad to be done unless otherwise ordered unanimously. The Mouse has been set ting from 10:30 to 11:."5 a.m ,biu tho stand ing rulo of the House that orders an ad journment on Fridays at 11 a. ni. had not ecu annulled, and was still ini'orce. In fact no one had thought of it. At II a. m. Marshall of Allegheny, demanded the "order of the day," aud read the rule. This meant adjournment, tho speaker looked up tun rule and declared "the House adjourned." Of the correctness of this ruling there can bo no doubt what ever, nor of his clear right to so adjourn the House. The Amis, at once set up a row, called it arbitrary and a few other uncomplimentary things. They then called Bliss to the chair, aud others to bn clerks, and to the amusement of the reg ulars and visitors, proceeded to discuss things, but wore very careful to not leg islate. After a pow wow they adjourned to "meet again." There was some talk of deposing Speaker Farr and a clerk or two, but that means serious trouble for tbein, and at this time a much better feel ing prevails. They now reoognize that ihi ruling was correct, but question the manner in which It was done. However it has raised mare or less bad blood and is altogether not conducive to tho peace and good order of the House. To-mor row's anti-Quay pupors will have scare headlines and talk of revolution galore. In a day or twe, however, they will be framing excuses for the anti-Quay mem bers forming a Rump House on account of a correct ruling of Speaker Farr. Yet it is simple justice to say that all the anti-Quay members did not go iato wha.. is already being dubbed"the New Jersey House." Quite a number of Democrats went out with the regular Republicans. One Democrat brother, on being asked to stay, replied : "I came here to logislate, not to make a blanked fool of myself. You fellows have bad three speakers in side fifteen minutes." Tiie "short" of the whole affair is this: The insurgents came into the session prepared to make more sensational political thunder. The regu lar Reps, saw the move aud knocked it out, thon the other side got mad. Bill Flinn is already claiming another great triumph for himself and one more blun der for his enemies, but long before this is printed even Bill will have to see that there is no credit nor gain to bis side in this thing. A big howl, a lot of noise, this and nothing more. In the meantime legislation is delayed, angry feelings ar roused, and no good accomplished. All this in the name of "Reform." It was a pleasure to the writer to have the ceunty committee endorse his action so heartily. They, and even those who differ in opinion from them, would not dream of doingotherwiseif on the ground and seeiug the real merits ef this strug gle. The dowuright insincerity of the ma jority of the insurgents is patent. The leaders are Flinn and Martin, one a boss in Philadelphia, the ether In Pittsburg, i.' these two could now control tho State organiza'ion and thus legislation, they ould be absolutely in control, and then good-bye to their cry of reform. As I wrote once before, "it is a struggle for power enly,"not reform. In this deal John Wanamaker will sooner or later discover that he too has been pandered to simply to use him and his money as a tool for this purpose. Wanamaker's desire for re venge, if not election last time, this time or next time has made him an easy and complicent tool. When all the history of this deal is written up in the future it will reveal a meanness of motive, a lack of patriotism and still worse things that will nfake men ashamed of being so blinded and fooled. T'-is does not mean that all the other fellows are saints by a good deal, but they are consistent. The exact situ ation, that cannot be too strongly im pressed upon the people of this State is this : George A. Jenks is tho caucus nominee of the Democrats and has an or ganized force behind bis personality. M. Quay is in exactly the same relation to the Republicans. The independents, 55 in number, have been balloting for six weeks for fourteen different cancidates. iney can not elect, nor even agree on a candidate amongst themselves. Dues any sensible man expect good results from any such aggregation as that. Again, break the organization of the Democrats or the regular Republicans and what have you? Just such a lay-out as we now have in the insurgents. A lot more can didates, with the choice in ths general squabble as likely to fall on the mot un worthy as the most worthy. To an out sider it may seem "dead easy," to thone on the inside its a puzzler. Its one tiling to object, its an eotirt-ly d fit-rent thing to do better. Yet at any time the w hole situation may change like a Hash. Let hope for tho better. n. h. t.
