Washington dispatches state that the Spanish situation developed two new phases within a cay or two, when it became known that the Spanish ' goverouieot bad formally requested the recall ol Consul General Lee from ; bia post at Havana, to which request the United States had courteously but ; firmly refused lo comply ; also that ; the Spanish government had suggest ed the impropriety of sending relief supplies to the Cuban recoucentradoes on the crusier Montgomery and gun boat Nashville, lo which sui?ireiiou the United States had giveu a like answer in the negative. The first intimatiou of these steps ctme in a brief and explicit cable dispatch from Madrid. Prior to its receipt, however, the authorities here had been fully conversant with the facts, although no intimation had been allowed to get to the publio on either subject. The disclosures from Madrid left no other gruuud for reti cence in Washington and after a con ference at the White House between the President, Assistant Secretary Day, of the Slate Department, and Secretary Long, ol the Navy Depart ment, the following authorized state ment wag handed to the Associated Press by Judge Day, as comprising everything that was to be said by the administration on the subject. "The President will uot consider the recall of Gauerul Lee. He has borne himself throughout this crisis with judgment, fidelity and courage, to the President's entire satisfaction. " As to the supplies for the relief of the Cuban people, all arrangements nave oeeu made to carry a coumgo meut this week from Key West bv oue of the naval vessels, whichever may be best adapted and most avail able fur the purpose, to Mataozas andSagua." 8PAIN WEAKENS AGAIN. Spain has withdrawn her request for the recall of Consul General Lee, and it ia now believed that the inci dent is practically closed. The with drawal came Monday in the shape of an official communication from Min ister Woodford. It is now mated tha.1 the request was never put in the shape of a demand, but that it was merely a suggestion on the part of Spain and when she found that it would not be pleasantly received by this country she promptly receded. It is learned that the Spanish object ion to Consul General Lee is based largely upon his sympathy for the Cubans and some of bis utterances which have found their way into print. It is understood that the Span iards also take exceptions to the friendly relatious aud companioushtp existing between General Lee aud correspondents of papers, which have been decidedly unfriendly to Spain. It is believed that Senor De Lome carried to Spain papers and ioforma tiou calculated to make the Spanish Government request the recall of Consul General Lee. President McKini.ey's couserva live aud firm attitude in regard to the Cuban situation, and the care which nis aammistralioo is exeicising to prevent unwise aud dangerous action, continue to receive the highest appro ballon Iroiu citizens aud representa tive journals of all parties. There is an evident feeling among all classes of good citizens that the recent event ought to be thoroughly investigated and understood before action is taken and an equal evidence of entire cnufi dence in the President's wisdom and willingness to take the proper ac.ion whatever thai may be, when the fails are kuown. Until they are known public sentiment demands no actum other than that of the character which has already been had. Chairman Cannon, ol Ilia Appropri ation Committee, on Mouday intro duced a bill "Making appropriation! for the National defense." It it ai follows : "That there is hereby ap propriated nut of any money in the Treasury not otherwise appropriated, for the National defense, and for each and every purpose connected there with, to be expended at the discretion of the I'resideut, and to remain avail able until .Tune 30, 18'J!, fifty mill ion dollars." It was referred to the Committee on Appropriations. The Cannon bill, it wail learned later, was the outcome of a conference held at the White House Monday, at which Mr. Cannon, Secretary Long, Mr. Dingley, Senator Allison and OeDer al Grosveuor were present. The sit uation was considered so grave that it was deemed imperative that an itn rueiise appropriation of this character should be made at once to prepare for the National defense. Facts to be KenieniDr-rcd, In the bewildering floodlide of sen- satioual and false rumors of war giv en by utterly reckless journals, n would be well for all cousiderate citi zens to give sobor reflection lo the following facts : 1. That neither the government at Washington, nor the newspaper press, nor any other individuals, have knowledge of the testimony taken be fore the Hoard of Inquiry now inves tigating the cause of the disaster to the war vessel Msine, outsido of the board themselves. 2. That the publio have bad from the administration each day all iufor ualiuu on the subject that the gov erumeut has received. Every import ant item of information that has beeo received by the Navy Department from Havana has been properly fur nished to the public through the press. 3. That until the Boaid of Inquiry shall have made known its judgment, neither the President nor the public will have any knowledge of the char acter of the report that is to be made. 4. That the report of the B ard of Iuquiry will certainly not beoouclud ed lor several days and may not be furnished to the Secretary of the Na vy for a week or more. 5. That naval board are governed by laws which make tbem entirely iudepeneut even of the appointing power, as to the communication of any information received before final judgment is reached. 6. That all newspaper dlspatchos assuming to give information as to evidence presumed to the Board of Inquiry, or as to the views of any member of the board relating lo the destruction of the Maine, are either wholly false inventions or reckless assumptions without any substantial basis of truth what ever. 7. That the government is exhaust ively preparing for war, not because war is expected, but as tho surest method of preserving pence between the nations. " 8. That if Spain has given this government any just cause for war, or shall hereafter give it just cause for war, it will be promptly accepted and the dignity and honor of the na tion heroically maintained. If the Maiue was not destroyed by accident, oue ol two things is certain, says the Phila delphia Jress. It was either blown up by somebody connected with the Spanish government, with the knowl edge and connivance of that govern ment, or by somebody acting inde pendently of the Spanish government, without the knowledge and conni vance of the officials of that govern me nt. If the Spanish government had knowledge of the intended wreckage ot the Mame, which lew believe at this time, proof of that fact would furnish cause for a declaration of war If oil the other band the explosion was caused by somebody for whom tha Spanish government is not re sponsible, and who acted without the kuowledge or connivance of the Span ish officials, Spain will only be re sponsible in a financial sense because the explosion occured in a Spanish harbor, where the Maine was eutitled to protection, lor the reason that it . 3 i?
