Arnold was recalled to w asnmgton Saturday by a mes sage advising bim that tbe rivers and harbors appropriation bill bad been vetoed. All friends of the bill were called in as far as possible to see if it could be passed over tbe veto. About tbe most important item in tbe bill is 8500,000 for tbe improvement of the Delaware river to the end of making Philadelphia a more impor tant seaport and stimulating tbe state's industrial and commercial pro gress accordingly, and in some quar ters the veto is regarded as a punish ment to the city of Philadelphia and the state for being so strongly Re publican.
