The Bullitt charter, in specifying the qualifications or the Mayor of Philadelphia, says, Section 62: The Mayor shall he at least 25 years of age and have been a citizen and inhabitant of the State 5 years and an inhabitant of the city for which be may be elected Mayor five years next before his said election, unless absent on the public bnsiucs of the State or of the United States. As Mr. Pattison was a resident of Philadelphia when chosen Governor bis four years sojourn in Harrisburg on the business of the State would not of itself have destroyed his legal res idence in this city. Some act besides the discharge of public business at Harrisburg was necessary to show that it was bis intention to mnke that city his real residence and home while Governor of Pennsylvania. Such intention was shown in the most unmistakable manner by his voting in Harrisburg when Governor. By so doing Governor Pattison indicated Harrisburg as his domicile of choice and bis legal residence fur the time beiog or else be has exposed himself to the paius and and penalty of il legal voting. The Constitution of tho State pro vides, Article VIII, Section 145 : For the purpose of voting no per son shall have deemed to have gained a residence by reason of his presence or lost it by reason of his absence while employed in the service, either civil or military, of the State or of the United States. Governor Pattison therefore could not have gained a residence or right to vote in Harrisburg by reason of his being engaged there in the public business. He could have aoquired a residence and voting place there only by giving up his residence and votiug right in Philadelphia. No one can vote under the Constitu tion of Pennsylvania except where he has his legal residence. Mr. Patti son voted in Harrisburg in the last four years; therefore Harrisburg was made by bis choice and act bis legal residence at that time. This being so he is clearly disqualified for the office of Mayor or Philadelphia, since the law limits the choice of Mayor to those who come within the description of having been "an in habitant of the .city for five years next preceding his elecion." Since Mr. Pattison has been resid ing and voting in Harrisburg in the .-JMl-four years be certainly cannot claim to have been at the same time an inhabitant of Philadelphia. The complete review of different branches of business given to-day places in a clear light the fact that prices of commodities are at the low est level ever known. Eight years ago, in July, prices averaged only 73.69 per cent, of the prices for the same articles and in the same mar kets January 1, I860, and this re mained the lowest point ever touched until August 10, 1893, when the aver age fell to 72 76, but early this year prices dropped below all previous records and bave never recovered, the average December 26 being only 68.73 per cent, of the prices in 1860. The range was very little higher at the end of the year, and about as low as October 25. The fall since a year ago has been 5 per cent., but very unequal In different branches. In iron and steel praducts 14 per cent., in wool 13.4 per cent., in woolens and cottous about 15 per cent. These changes contrast sharply with the de cline of wages paid per hour's work, which, as was shown last week, aver age ooly 1.2 percent., less than a year ago. Dun's Revicto.
