Sawykr, Chairman Republican Co. Com. The President has appointed Wil Ham Walter Phelps, of New Jersey, to be envoy extraordinary and minis ter plenipotentiary of tho United States to Germany. Goversoh Fokakhr wus placed iu nomination for the fourth time for Governor, by the Ohio P.epublican State Convention last week. E. L. Lampson was nominated fur Lieuten ant Governor; F. J. Dickmao for Supreme Judge; John C. Browu for Treasurer. This will make Governor Foraker'a third election to the chair. General Cameron Dead. General Simon Cameron died at his country home, Donegal Farm, Lan caster couuty, Wednesday evening last, at 8 o'clock. The above brief announcement Dotes the departure of one of the most remarkable tutu who ever graced the pages of Pennsylvania history. In March last he celebrated the UOth an niversary oi bis birth, ana until a few days ago was in full possession, of mental and physical vigor. General Cameron exceed any of the remarka ble old men of Europe in point of age. Mr. Gladstone is almost 10 years his junior, Bismarck is a young fellow by comparison. The late Kaisor Willinm alone Lad reached equal years. IleJ was older by a rear or two than the historian Bancroft, and is 10 years the senior of Jefferson Davis, the Con Federate leader. The poet AVhittier is nearly 10 years younger than the venerable I'onnsylvAnian, while Han nibal Hamlin, the associate on the ticket with Lincoln in 1SG0, is seven years his junior. His oilicial life may be said to have begun with bis appointment as Adju tant General of l'ouusylvania by Gov ernor Schu'ze, GO years ago, and he was regarded as cue of suflicient Na tional importance to be consulted by IVcsitleut Andrew Jackson is to the formation of his cabinet in 1S2SI. In 1845 he was elected a United States Senator for the term of four years, at tho completion of which he devoted 12 years to business affairs. In 1857 he again re entered the Senate for six years, but resigned in 1861 to become Secretary of War under Pres i.ient Lincoln, lie soon after resigned this place and was sent as Minister to Russia. The civil war enlisted his earnest attention and he resigned his post abroad that he might render what assistance he could to the cause of the Union. At that lime ha was tall and spare, with piercing eyes and an old fashioned manner, which was peculiarly attractive and winsome. While Secretary of War tho duties which fell upon him were extraordi nary. The nrtuy had to be niado, in the first place, and being made it had to le fed, transported, clothed, equipped and taken care of. The ex isting laws did not meet the situation. Emergencies constantly arose, and for them Cameron was precisely the man. His duties as Minister to Russia were performed in a statesmanlike manner, although he was not what is commonly called a well educated man. Yet ho had met success as a printer, an editor, a banker, a railroad direct or, a politiciau aud a statcstnau. In 1867 aud again ia 1873 ho wa9 return ed to the United States Senate, where he remained until 1877, whe.D he re signed and was succeeded by his son, the present senior Senator. Since his retirement he has not been actively engaged iu either politics or business, but he has taken a deep interest in everything pertaining to the welfare and honor of the country, and his ad vice and counsel have been sought by some cf the ablest men in the various departments of life. Mr. Cameron's secret of success was that he never acted without knowing all the facts obtainable. During his active political lifo his word was law ia the politics of the State, but ho wielded his power with a suavity that gave no appearance of autocracy. lie was always a warm friend of the press and frequently re ferred to the days when he was a mem ber of tho profession. Ilia home was one of hospii i,y, his manners affable, his disposition kindly. He wns not only a great but a typical Penusylva niao. His decease will be learned with universal regret. WASHINGTON LETTER. From our regular Correspondent.) Washington, June 28, 1889. Gen. T. B. Coulter of Ohio, the new Sixth Auditor of the Treasury, is just now the most popular official in Wash ington with republicans. He believes that- the men who worked bard to put the administration in power, should hold the offices or to use his own words "that it is about time the meo who did the horn blowing during the last campaign should have something to show for their labor," and what is more to the point Gen. Coulter pro poses to see that they get it, iu his bureaus. He began the good work this week by requesting the immediate resignations of the following officers uuder him: II. II. Harolson. of Ga. leputy auditor; 11. M. Johnson, of Kentucky, chief clerk ; aud the fol lowing chiefs of divisions: Patrick Cunningham, cf Ohio ; W. E. Dough erty, of Penn.: R. W. Ellis, of Ar kansas; T. S. Farrow, of South Cuio liua; J, M. Leach, Jr., of North Carolina; A. S. Howell, of New York ; C. T. .Vitchull, of South Caro lina, and I. T. Pee try, of Ohio. The resignations are all to take effect next Mouday. This list of displaced offi cials all belong to the shouting class of democrats. Gen. Coulter says be should have had these men out before now only for the fact that it was more convenient to allow them to go with the fiscal year, which ends Sunday. Gen. Coulter has set an example that all good republicans hope to see followed by other officials. Hon. William Walter Phelps, who was one of the Saruoan Commission arrived in Washington this week with oue of the three copies of the agree ment reached by that commission. Ho called on the President, iu company with Mr. Blaine, to make his report. After he had finished Mr. Harrison gave him a very pleasant surprise iu the shape of a commission as United stales Minister to Geriuauy. The ap- pointnient is one that no fault can be ("mind with, do matter how it Is viewed, Mr. Phelps is an able man, one of the ablest in public lifo and besides he is one of the class of republicans that the rank and file delight to see hon ored. Mr. Phelps will not go to Cor tin for some lime, owing to some im portant private business. Tho renomination of Gov. Foraker by the Ohio republicans is well re ceived here. It is taken to mean an aggressive campaigu, the re-election of Furakcr and the elcctiou of a repub lican legislature ensuring a republican successor to Standard Oil Payne in the United States Senate. A committee of Mississippi colored men, headed by ex -Senator Bruce and Auditor Lynch called on the Presi dent Wednesday to presout him with a copy of an address adopted by tho Mississippi colored cnnvenliuu ou the 13th, inst. Mtt Bruce was the spokes man of the party. Tho President en tered fully iulo the spirit of tho ad dress, aud assured tho commtlteo that it was his purpose to strive to secure equal justice aud recognition to all good citizens aud not to permit the question of race or color to enter into the balance. The committee left the White House highly pleased. The President returned from Cape May Monday afternoon. He expects to go there again this afternoon or to morrow. When he returns early next week he will be accompanied by Mrs. Harrisou and his grandchildren. Mrs. Harrisou will make only a short slay in Washington as she expects to take possession of the cottage they have leased at Deer Park, Maryland, for the summer, in a few days. The President will spend the Fourth of July at Woodstock. The civil service commission has re turned from its Western trip. Iu only one place did the commission fiud things wot king satisfactorily, and strange to suy that was wicked Chi cago. The oflico seekers were few in num ber this week compared with last. mm mere wore many, many more seekers than there were appointments. In fact the appoint monts were unus ually scanty and unimportant. This was all the more disappointing because the idea had in some way got out that a large number of important appoint ments had been agreed upon, The Pension Office has arranged matters in sucn shape that pension agents will be fully supplied with money from and after Monday, July 1st. The Commissioner of Internal reve nue has directed the collecters to keep a specially sharp watch on tho fruit distillers during the coming season. Superintendent Porter, of the cen sus bureau has divided the country into 173 census districts each of which will be in charge of a supervisor. The death of the wife of ex-Presi dent Hayes is deeply regretted here, where she had a host of warm admir ers and personal friends. Early in the morning, Jim, an irrepressible retaiucr of the family, came in to light the lire, and his master asked him the time, lie didn't know. Well, you idiot, can't you look at the clock?" Wahldorf. a merchant of Chester, 111., to a St. Louis I'osl Ikximtch reporter, recalls to my mind an instance in which ho showed ncrvu and presence of miud such as would have been exhibited by few. Somu ten years ago 1 was sum moned as a witness in a caso of burg lary, aud tho criminal was sentenced to fifteen years in Joliet. McC'laugli- rev was warned that the. man was a most desperato character, and told to keep a sharp eye ou him. This ho did, but, as the niau s behavior was pcrioet, tho vigilance of tho guards was some what relaxed, aud ho was treated liko any other prisoner. J. Ins was what ho was waiting for. and one day. w hen moving from tho work-shop to tho dinner-room, he shifted out of the lino and passed through a passage leading to the ar deu's ollico. There was no possibility of his leaving tho penitentiary unob served, but ho determined to get start if possible by terrorizing the War den. McClaughiey was silting at his desk writing when the convict came in. Ho was a tremendously powerful fellow, weighing fifty pounds more than tho Warden, aud his physical su perior in every way. '1 Bin goin through there,' wero his llrst words, pointing to a window behind tho desk, 'and you cau't stop inn.' McClaughrey looked up with a smile, entirely con cealing his astonishment, and said 'Will, go on: 1 can't stop Jon, and won't liy. There's a man outside with a 8ixtccn-.shootcr who may stop you but 1 shan't. What have vou to com plain of anyway? Are you uot well treated?' "Iu this way ho got tho man Into conversation, and lifter a few minutes said: -15y the wav, your friends are getting up a petition for your pardon which 1 have iu my desk. 1 think that it will go through, and that you are verv foolish to trv and escaoo now. I will show it to you, anil see what you thiuk of it.' Saying this, lie opened a urawerand preleudud to be rummaging about for some papers, but in reality mauaged to take out ids revolver aud lav it on his lap. ! must have been mistaken,' he then said, 'there lsu t any petition here.' With an oath the man stepped forward when ho saw the cocked pistol in tho Wardeu's lap. Ho stopped short, looked at him a moment and then said: ' ell, you vo got me. I reckon I have,' the Warden unswered, 'and you had better not try auy games." There are a dozen men in Milwaukee who cany a lifo insurance of more than t-'(X),0K each.
