Mr. Porter was one of the founders, and is nt present the editor cf that very sprightly Republican daily, the New York Press. He has an international reputation as a writer on industrial topics, and no man baa dons more in the last ten years to popularize a pro tection tariff than be, and few men better qualified titan be to superin tend tbe taking of the next census could be found. Oklahoma is a long way from Wash ington, but its affairs are just now receiving a great deal of attention from officials of the Government. The Attorney General and the Controller of the currency are trying to decide whether they shall grant charters for several national banks there for which applications have been made. The law says such applications shall be on file one year before the charters shall be granted. But this being the open ing of a nsw Territory, is claimed to be an exceptional case. A decision is expected in a few days. The Pott office Department is making unusual efforts to provide mail facilities for the citizens (to be) of tbe new country. Several inspectors are now there to ex amine proposed mail routes, elo. First Assistant Postmaster General Clark son, who has been over the ground, says Oklahoma is the garden spot of tbe West, and that in less than six months its population will be 100,000, and that in two years it will be ad mitted as a State. Red Cloud, tbe Sioux Indian Chief, called on tbe President this week. He said that he "only called to pay his .respects," when an inquisitive news - o-fflao asked him what office he was trj-iog to get. The number of changes in fourth class postmasters now runs from 100 to 150 per day. These postmasters have no stated term but from action that las been taken by tbe Department in a number of cases it is inferred that the commissions of all those having served four years or longer are con sidered as having expired. The Railway Mail Service is being Improved as rapidly as possible. Al ready there have been more than 500 changes therein and the good work still goes on. Speakiog of this matter Mr. Clarkson said: "It has been the policy of the Department to displace incompetent clerks and appoint ex perienced and efficient men who left tbe service during the last administra tion, where such are available and desirious of re entering the service. The Railway Mail Service requires men Dot only of superior intelligence, but men whose faculties are in perfect working order. Men who possess every requirement of the service are comparatively few, and are not easily secured, but when such ate found they should be retained in tbe service as long as possible. Efficiency iu the postal service cau be obtained ouly after a long struggle, aud to remove such men in order to make places for political favorites, irrespective of the fitness, is a public wrong and should not be tolerated." Secretary Blaine says there are wore than 3,500 applications on file at tbe State Department for the 210 United Stales consulships. Postmaster General Wanamaker, believing that the newspapers of the country should be given every facility for obtaining and disseminating the news of the day, has rescinded an order issued during the last adtuiuis tratioD prohibiting trainmeu carrying newspaper correspondence and pack ages of newspapers on trains other than mail trains. The State Department has issued a pamphlet containing all the laws passed at the last session of Congress. Persons desiring copies may obtain them by writing to the Department, enclosing 55 cents. Owing to the unusually large num ber of letters received at the Pension office eiuce tbe new Commissioner, Mr. Tanner has had charge, there is nec essarily considerable dtlay in getting them all answered, and the Commis sioner requests that his correspondents bear with him as patiently as possible. Mr. Tanner, speaking of the resigna tion of Gen. Sigi-I as Pension Ageut at New York city, said: "It was pa thetic. I remember how his horse splashed mud over me as I stood in ti c rank and he galloped along the line with his splendid staff in '61, and here he was, a brcken old man offering me hi? resignation. I want people to understand that Gen. Sigcl's personal record in the N. Y. pension office is clean." Millions of Votes. After a great deal of hard work, says the Harrisburg Telegraph, in volving much mathematical calcula tion and burning of the midnight electric light, Secretary Stone and his untiriug chief clerk, W. Judge White, of the Allegheny county Courts, just about paralyzed the applicants for license iu Pittsburgh Monday when be banded down his list of successful ones. Out of something over 1300 applications only 93 were granted. That comes pretty nearly making Pittsburgh "dry." Less than 200 were granted in tbe county of Allegheny. A Copenhagen dispatch under date of April 21, says: A telegram from Lisbon to tbe United Steamship Com pany announces the safety of the crew and passengers of tbe steamer Dan mark. The good tidings reached Lis bon from the Azores. It is stated that every one who was on tbe Dan mark is safe, and that only an engi neer was fatally injured. Some of the passengers arrived at Lisbon to day, a number are on their way to New Yoik aud the remaiuder are still at the Azores.
