Tbe inauguration of Governor Bea ver yesterday was ao event worthy of a great state like Pennsylvania. The affair was non partisan in all respects, Democrats as well as Republicans tak ing part in the exercises and evidently enjoying them. About 3,000 of the National Guard were present, besides many other organizations and clubs throughout tbe State. Tbe Governor's inaugural addtes was delivered io tho j House of Representative?, and bristled all over with sound doctrine and sen. pible talk. The Governor announced bis cabinet as follows: Secretary of State, Charles W. Stone, of Warren county; Attorney General, Wm. S. i Kirkpatrick, of Montgomery couuty ; Adjutant General, Col. D. II. Hast ings, of Centre county ; Private Sec retary, George Pearson, of Mercer county, who was elected chief clerk of the House at its organization. All these appointments are conceded to be wise and judicious ones. The new Governor starts out under very fa vorable auspices. Senator Inoalls, of Kansas, aees a most favorable outlook for tbe Re publicans in 1888, and regards the Domination of Blaine as certian as anything io nature. Gen. W. B. Hazes, chief signal officer of the U. S. Army, died sud denly of diabetes at Washington, on Sunday evening. He was tbe officer who has sent out the daily official weatler reports for several years past. The House cotrraittee on coinage, weights and measures on Thursday took up for consideration the Senate bill providiog that after July 1st trade doll ars shall be redeemed to the ex tent of $500,000 moutbly and shall be counted as a part of the monthly purchase of bullion, as now required by the act of 1878. An amendment striking out that portion of the bill requiring the money redeemed to be counted as a part of tbe monthly purchase of bullion was voted down. Another amendment providiog for an extension of six months after the pass age of tbe bill of the time for tbe re demption was carried. Mr. Scott was ordered to report the bill to tbe House and to take such measures as may be necessary to secure its consideration. The boom for Governor Hill for the Democratic presidential nomination in 1888 received a marked impetus at tbe meeting of the Indiana Democrat ic Editerial Association in Indianapo lis last Friday. Tbe address of the occasion was delivered by Scott Ray, editor of the Sbelbyville, lud., Demo crat, on the topic "How best to suc ceed in 1888." It was devoted to a denunciation of Mugwumps and civil service reform and to a laudation of David B. Hill. If tbe applause which greeted it is a fair criterion, the con tempi for Mr. Cleveland among tbe Indiana Democrats is only equaled by the esteem in which New York's Gov ernor is held. But it must be disap pointing to the Presideut to know that in the state where by his appointments be has doue the most to injure his rep utation as a civil service reformer the Democrats are the firbt to opeuly an nouoce their opposition to bis rjroomi aatiou next year. Phila. Press. A bill was passed in tbe House yesterday, providing that there sbidl be at the seat of government an exec utive department to be known as tbe department of agriculture and labor under the control of a secretary of agriculture and labor and an assistant secretary. There shall be io the de partment a division which shall be under the charge of a commissioner of labor, who shall bold bis office for four years, and until his successor fehall re cieve a salary of live thousand dollars a year. The commissioner shall col lect information upon the subject of labor, its relation to capital, tbe hours of labor, tbe rate of wages, the coet of production of the articles produced. the earnings of laboring men and womeo, tbe means of promotiog their material, social, intellectual, and mor al prosperity, aud the best means to protect life aud prevent accident in mines, workshops, factories and other places of industry. The secretary is empowered to inquire into tbe causes of rHsoooteot which may exist betweeu employers and employes within the United States, and he may invito and hear sworn statements from both such parties concerning tho matters in cons troversy. The Senate committee on pensions Wednesday decided to report favora bly to the Senate, with an amendment the bill to equalize pensions paid sol diers who have become, or may be come, permanently and totally disa bled by reasou of any injury received or disease contracted while io the mil itary or naval service of the United States, which bill was introduced by Mr. Cullom at tbe last session of Con gress. The bill provides that such persons shall hereafter receive in lieu of all pensions now paid them by tbe government the sum of $72 per mouth. The amendment to the measure pro vides that soldiers who, wben they en listed, possessed but a single eye and who were deprived of the use of that through the service, shall be put on the same footing as thoee who lost both eyes in the service and now receive $72 per month.
