This pro vides for the payment by the Plate to border counties of $ 2,G00,000, claimed losses from Union troops during rebel raids. It was defeated on 3d rending. This and the Riot Bill were having a clo?o race for the Treasury. The Iliot lT.ll was first on the calender, but vns indefinitely postponed, and the Raid Bill passed 2d reading, thus gotting ahead of it3 competitor. "When it came up ou 3d rending tho Riot peo ple would riot allow it to pass in ad vance of thcird. After the Riot Bill was finally killed tho Allegheny dele gation, which had hitherto voted sol idly for tho Raid Bill, now turned against it and it was defeated by a lafgo majority. Tho Slate Treasury is the gainer by $5,000,000 or $0,000, 000 over this littlo contest between tho Raiders and Rioters. There has been no such exciting time in years over legislation as over the Riot Bill, which for four weeks has completely blocked tho wheels. Anti-discrimination will now oecupy attention ; also tho revenue bill, in which is iucorpoiated a tax of 10cent3 per bb!. on oil, or a tax on derricks. This comes up iu order on Tuesday and it will be a curiosity to bco how E. W. Davis, chairman of the "Ways and Means Committee, Speaker Long and others, who, while urging the State to assume Riot Claims of $4,000, 000 asserted that no further tax was needed, will explain the necessity for it now since the Bill i3 defeated, and the State better off so many millions. Some from the Oil region urge to put tho tax, if any, on derricks, claiming this will stop production and advance the price. But as it will no doubt stop drilling ia this SUte to the advantage of New irork, how the Commonwealth will obtain a revenue from it has not been explained. When the Anti-discrimination Bill came up Early raised a point of order as to its constitution ality, which after discussion the House ruled it not well taken. The Appro priation Bill passed 2d readingTuurs day, and will likely pass finally nest Tuesday. There has been a committee appoint ed to investigate the influences used to attempt the passage of the Riot Bill. Tho committee resolved to examine each member. Last Thursday eve ning Rev. Doyle protested vehemently against this action, but Wolfe carried . liis point and consequently every mem ber will be interviewed. There is .quite a uervousness among gome of the members who pre fur to be "let alone." The Bonuty Bill for your county has been decided to be in conflict with tho constitution, as a special law in terfering with the affairs of counties. If the decision is sustained your county with several others will have to go without their bounties, as they can only bo provided by a general law that should apply to all counties of the State. Prof. Oangeo lias met with such great success in lii 3 experiments in "freezing out" the yellow fever and other contagious diseases that private capitalists havo coucluded to invest .money in another vessel, similar to tho disinfecting vessel of the Gov't, to be stationed in the lower Mississippi river, and to manufacture ice for the cities there. His invention is a val uable one, and it is hoped the Govern ment will test it so thoroughly, as to establish its efficiency as a sanitary instrument and especially as a means of warding off attacks of disease from abroad. Cant. .Tas. B. Eads, tho author of tho Mississippi improvements, which havo so increased the navigable value of tho mouth of that great river, has been the victim of abuse at the hands of same newspaper strikers, and helms replied to them several times iu vigor ous stylo. Their trouble arises from tho fact that Capt. Eads declines to purchase thcta with the money ho receives from Gov't for his work. It is sufficient to say of that work that all the Gov't officials w'io have inves tigated it approve it in the highest terms, and say that the constructor has more than earned his money. The channel is now 27 feet deep, and tho improvement is not yet completed. If all having business in Washington would 3nub the mere newspaper itrik ers as Capt.
