Tionesta Aug. 20, 1878. - SPIKING THE DEMOCRATIC GUNS. For six years the Democratic party has made its campaigns in this State on the cry of fraud in the Treasury. Six years ago General Hartranft and It. W, Mackey were hounded and be labored by cries and accusations that they were the authors of gigantic frauds in the accounting and disburs ing offices of the commonwealth. The specific statement was made that the raults of the Treasury contained the evidence of malfeasance iu that the public moneys were loaned to people who did not repay them ; that all the State had iu lieu of the money thus misapplied were a mass of worthless due bills and notes of hand. Auditor General Temple -won his election by this cry, and yet he did not show a sin gle instance of fraud having been com mitted by his predecessors. He was for three years in office, yet failed to enlighten the public from tho recoids ia his possession of any malfeasance. Senator Wallace owes his election to the United States Senate by a Legis lature which was voted into power to reveal tic frauds alleged to exist by the organs of his party. That Legis lature instituted an inquiry which it prosecuted and abandoned, failing to find any evidence of wrong, and iguo niinioualy declining to admit the facts. Again, last year the same cry of fraud was used by the Democracy, and thev arrid the election of the accounting iud disbursing officers of the state, be cauee the people believed that wrong perpetrated by Republicans in ofiice wa covered up in the vaults of the State Treasury. On Monday the pub Jio was for the first time enlightened on a subject which has perhaps elicited more clamor and produced more bad fueling than auy which has ever enter-f- into Pennsylvania politics. That under Republican m1 istration of thn State Tieasury , not a dollar of tho public revenues has been lost. Second. That in te enso of the Ve nango National Bank and the Bank of Commerce, both were designated places of deposit for public moneys, by act of the Legislature, and therefore Treasurers Kemble and Slifcr, under whose charge 'of the Treasury these defalcations occurred, claim exemption from all responsibility, and certified the accounts to the Attnrnev General for collection. ' Third. That Ex-Treasurers Mnckcy and Rawle have filed bonds for the collection of the small items of losses sustained under their respective ad ministrations of the affairs of the Treasury,a soon as the amount which cannot be collected from the bank in which the money was deposited can bo ascertained. Both gentlemen are good for the sums thu3 put in litigation. Fourth. Both Wm. II. Kemble and Eli Slifer are good for the losses which occurred in their administration, in case the State fails to collect from the banks in question. But the gist of the statement is con tained in the following, penned by the State Treasurer, with the doors of his vault wide open, that the light of day may enter : "I found no notes, checks, due bills r other evidence of debt owing, from any individual, firm or corporation to the Treasurer of the Commonwealth other than those contained in the fore going list." These are the items thus referred, to' by the Treasurer : Dougherty, Bro. A Co. Harrisb'g..?l,721.00 Bank of Commerce, Erie 3,8M.48 Venango Nat. Bank, Franklin 6,140.82 G. A. Mason A Co., Towanda 5,000.00 Inland Ins. Dep. Co. Lancaster.. 3.100.78 Bank of Brandy wine, W. Chester.. 1,003.80 Total i $20,872.4!! The Dougherty & Bro. item is se cured by a note, and the other five items are in the hands of the Attorney General for collection. We repeat these facts for th6 benefit of the reader. The statement of Treas urer Noyen has been carefully perused and reperused, studied and digested by the intelligent reader, whose judgment is now made up on the whole case. The charge was that the Republicau party, and more especially Kumblo and Mackey, hud mismanaged the Treasury. On that charge the Demo cratic party has conducted its cam paigns for the last six years but atlau the vindication has come, full, com plete, searching and powerful, pro nounced by a Democratic Treasurer: First. That no worthless due bills, notes or stock are deposited in the vault of the Treasury as evideuce of indebtedness to the State. Second. That there is nothing on the records of the Treasury to show Re publican mismanagement. Third. That whatever evidence of indebtedness exists is legitimate, legal and properly secured. Fourth. That the just conclusion is that Republican charge of the State Treasury has been in all respects hon orable and honest. Never was official character more thoroughly and completely vindicated, by the voluntary action of a partisan opponent, than the management of the State Treasury, under charge of Re publicans, has been shown to have been strictly honest alid legal, by the statements put forward by Treasurer Noyes. It epikes the guns of falsehood and malice, which have given the Dem ocratic party victories it did not de serve, and silences, at least in this campaign tho tongue of political slan der. The Brookville Repullican savs: Iu a Greenback meeting at Chautau qua Lake, Mr. S. R. Mason, the Na tional caudidate for Governor of Penn sylvania, said that he never expected to see the bonds paid : he did uot want them paid ; but wished the Govern ment to reduce the interest to 3 per cent, as in England. He thought it might be wtll enough to renew the bonds for forty years, but he believed they would never be paid, and that was the right way. What followed these declarations is described in the Jamestown Democrat : "Hardly had Mr. Mason uttered those sentiments ere a geutleiuan in the audience jumped from his chair aad addressing the speaker, remarked iu anything but a whisper: 'If that is greenback doctrine, then I'm no Greeubacker !' The audience, to a man, inttDtl v Fprang to its feet to'J berau to disperse, ninid loud and ve lenient converse, and no calls ('nun the Htns;n by frantic head men could again bring together the discouraged crowd of truth-seekers."
