After al luding in complimentary terms to the officers aud men of the Army and Navy, to tho alacrity with which they have met the demands made on them, involving great hardship aud danger, and always uucomplaiuiugly, the mod ified estimate of tho present Secretary for the former is given as $32,436,746. 98. The aggregate for the Navy De partment reaches 2,003,861.27. There is duo to oflicers of United States Courts and for other expenses connect ed with them, S2C2.535.22. There can be no question as to tho need of an ap propriation for repairs of the Patent Office, and there appears a great unan imity of ssntiment in favor of a gen erous appropriation to enable citizens of the United States to participate in tho Taris Exposition. The only other appropriation advised is so email $8,000 to send a Commissioner to the Prison Congress to be held at Stock holm that opposition with a view to party capital cannot reasonably be looked for ; and as tho pretext "bay onet rule in the South" no longer ex ists to justify a factious refusal to pro vide for our skeleton army, it would neera that two weeks at longest ought to Buffico for all the legislation deemed necessary. at present. But the weiirht of opinion is decidedly in tlio direction of a session spun out to such a length as to encroach hard on tho time of meeting of the regular session, lie sumption and the remonetization of silver aro tho chief provocations al leged. But from the temper already displayed we may not hope to eRcapo a long and bitter discussion over the admission of Senators from South Car olina and Louisiana. Many constitu encies represented in that body would regard tho seating of SpoCorJ in place of Kellogg, the legality of whoso elec tion few have tho haidihood to deny, us an outrage upon the rights of a ma jority, and a practical subversion of tho foundations of Republican Gov ernment. In addition to these, is a sentiment of abhorrence felt towards tho arrival of Col. Curb in of South Carolina ; and these sentiments .ire not likely to bo ignored by their rep resentatives in the upper House. Tho Democrats, flushed by their vic tory in Ohio, aro aggressive, rts shown by every move thus far mado in both Houses, aud at their caucuses. Should Sitting Bull refuse Gen. Terry's terms, there is now sufficient t'ora at liberty to deal with him so as to insure his early subsid ence. Tho disturbances in El Paso appeal limited to the American and Mexican, residents ; aud thero seems to be a dis position on tho part of the national authorities to let them settle the mat ter without interference further than to prevent any reinforcement from the south sido of tho Rio Grande. Tho most of us feel like displaying our roosters ordered for Ohio, but which didn't go into service for rea sons unnecessary to mention, over the Republijun triumph in Erance.
