Such abus es have probably existed here from tho very foundation of the Govern ment, growing with the increase of the Bervice until their numbers have be come notorious. Secretary Sherraau's late orders looking to a correction' of thoeo evils have created a good deul of consternation aud some of the news papers that have had most to say in urging civil service reform are the first to attack him for his effort to sup press this evil of nepotism. Members of Congress, Auditors, leads of Divis ions, &c, are likely to have their iu cornel seriously curtailed ; hence this outcry. But it is understood that the Secretary refuses to budge an inch, or to be driven from his purposo as oth ers bava been before him by the men ncing attitude of widely-circulated V. Mr. Evaits is reported ns very firm in his approval of Gon. Oni's method of suppressing the Rio Grande cattle stealers by pursuing them until caught and punished ; and while he expresses himself as favorable to observing nil our international obligations with Spain, ho is quito as determined in ex acting the same from bor ; and with this view be is making inquiries rela tive to the alleged fillibustering expe dition fitting out at New Orleans in aid of the Cuban patriots, aud with re gard to t!ic reported outrage upon an American sea captain in Cuban wa ters. The fact cannot bo suppressed that the President is very much dissatisfied with the'rnatiner in which a portion of the South is responding to bis efforts at conciliation. The cases of the two colored men in Louisiana who have been repeatedly threatened with death should they dare attempt to exercise tho functions of postmasters, to which positions they havo been appointed is now being much talked about here. The local officers were appealed to for protection but they refused and advis ed the meu to desert their homes and all they had in tho world, nsthey were obnoxious to a certain class ot white people. It is hardly known what steps will be taken to enforce the authority of the Government, but there are many thinking men here who are apprehen sive that we have yet a good deal of serious work to do in some sections of the South before there is'a complete abandonment of these heresies.
