The rote in tho borough stood 50 fur and 3 against tho New Consti tution, while Tioncstn Township tlie whole vote, which consisted of about 30, "Va8 in favor of the New Constitu tion. It is not believed that, through out the county, more than half tho ntire vote was out, owning to the bad roads, and to the fact that nearly 11 believed that tho adoption of tho Jiew constitution was assured. Yc go to press before the morning papers reach us, and consequently are not able to give tho guesses of those pa lmers on the subject. Our opinion is that the new constitution has carried by a considerable majority.' We notice that the Postmasters throughout the United States are agi tating the subject of presenting a bill to Congress to make it obligatory on all newspapers to prepay all postage on their circulation. It would seem that there is a cortain'numher of men who wish all country newspapers to top publication. - This bill, if passed, will have the desired eflbct to a great extent. If the postmasters don't want to do the work assigned them, they ,liad better resign, and we'll warrant that there will be plenty of good men found to take their places. VVonld'nt it be a good idea for Congress to pass bill to require newspaper publishers to deposit the subscription price of their papers with the P. O. De partment, as a guarantee that they arc taoi going to suspend and cheat the government? Such agitation reflects no credit ou those engaged in it, and proves only that they want more case and the same pay at the expense of the lives of the majority of the coun try newspapers throughout the land. , , Gen. Belknap, the Secretary of War, has sent a letter to tho House making direct charges cf fraud aud malfeasance in office ngainst Brigadier General O. O. Howard, in connection with the management of the Freed men's Bureau. This letter is accom panied by evidence from the records and accounts of the late Bureau, which, fully sustniu the Secretary's charges. For a long time before the Bureau was closed and its affairs turn ed over to the Adjutant General's of lice, there were reports current in Washington that touch looseness, if not positive dishonesty, existed iu its management. This report will be apt to lead to such a thorough examina tion as will clearly briug out the truth. The high character sustained by Gen eral Howard will lend to a regretful '-acceptance of tho statements made. 'resident Grant was outspoken in his message in favor of the passage, by Congress, of a bill, conferring Civil. liigl.ts on the colored jimple." When called on by representatives from tho convention of colored men, be said, among other things, thut he pro Miinud some Civil' Bights bill would pus, milling -that "if sin h a bill is 1 ti uted it will probably be because fctiiim extreme measure will bo urged by h person claiming to be a particu lar friend of tho. colored man." While this looks as if aimed at Suuiuer, it is, nevtrihelets true. The Brookville Jtepublican of last -week has the following: A meeting of the friends of Tern 'perauee was held i:i the M. E Church in Monday evening, lust. Wm. Dick y was elected President, aud Emery Bartlctt and Juiues Steele, Vice presi dents. The meeting was opened with prayer by Mr. Buumgardner. Rev. It. B. Boyd was called upon to state tin object of the meeting, which was done in a very appropriate speech, and was followed hy Dr. Hunt, Win. C. Evans, Mrs. Hunt, Rev. Leasou,C. B. Clark aud J. C. White-hill. The following resolutions were of furvd by Dr. Hunt, which were adopted unanimously : ' ' Whereas the temperance men of Brookville are endeavoring to enforce the law agaitift those who have vio lated it, and whereas threats are made to burn aud shoot those who have tho courage to enforce the law, therefore, Jtesolved, 1 hut it is tho duty ot all good meu and women to stand shoul der to shoulder in the great struggle for right, regardless of results or eonse quences.
