Attention has been culled to assess ment ; this being the yeitr nf the tri ennial assessments, tlie assessors fix the value of every man's property for three years, as a matter of course aubjoct only to being raised in the event of improvements. It has been alleged that an uu1r valuation bus pervaded the county f r the past six years. Tbis is true of many counties. Id some, meetings of the assessors have called to fix a uniform rate of valua tion, or rather to assess at the true value all over. This is aise. Yet it would be unjust and unwise for one township nr borough to assess truly, and anntliei havo a sham ossessmeut, so that the township or borough with the assessor who should truly assess, should be saddled with, say, one third of the tax of the county, so that the proprietor of the small town lot worth $500 is assessed at 500, while the owner and proprietor of his hrond do main of 1000 acre tracts, called the lumber lord, or the speculator, gets ofT with an assessment of $2 per acre, (oftener tl) when at the Mime lime often $50 per acre would be no induce ment to sell. The Cmmnissinnrrs are the power that really receive and con trol the assessments; they are the reg ulators. Unjust taxation is robbery; Rubbiug people will not do, because it will kern pr-ople from settling. Of course where the valution is liifih, the rate should be low. Just, sufficient for a fund for the use of a county j not any more. High valuation presumes a low rate or levy of tnx. The tax should not all come at one dose, but be strung out through a course of years.
