TJTJE WTHSZRS AITHEJTTVIPaillJlIJ DTJLT DECLARES THE PAETT SOMIHEES. Rule 16 of the Rules governing Repub lican Primary Elections in Somerset County, provides, among other things. that: "TbejuJgeof election of tbe sev eral precinw aball axsemble in conven tion in the Court House, in the Borough of Somer-et, on the TueaUay following tbe election, at 1 o'clock p. 111., at which convention tbe Chalruian of tbe County Committee fcball preside, and after tbe convention shall have organized, tbe judges shall produce the returns from their respective precincts which shall be opened and counted, and the candidate having tbe highest number of votes lor any office shall be th nominee of the party for such orce,, and then follow provisions for deciding contests in case of allegation of fraud, etc, etc. It will be seen from tbe above that the primary object of the convention U the counting of the returns of the primary and declaring the result, and then tbe transaction of such other business as may properly come before the convention, in cluding tbe election of a Chairman for the ensuing year, an executive commit tee, etc In acordance with the provisions of the above quoted rule the return judges met in convention on Tuesday of last week. The convention was called to order by Chairman Berkley. The roll-call pro ceeded without interruption until the name of S. K. Hochsteiler. who had been elected Committeeman by tbe Stalwart votersof Greenville township, was called, when Mr. Ed Leonard, of Meyersdale, stepped forward with a proxy for Mr. Hochstetler, and it might be wise to re mark in passing that tbe proxy was in the handwriting of au aspirant for the Chair manship, and waa so wonderfully and fearfully worded and drawn as to cast suspicion on its genuineness. Mr. Leon ard was quietly requ t d to withhold tbe Greenville return until tbe regularity of his credentials could be passed upon, when J. G. Ogle, Esq., who waa present with a proxy, the regularity of which bad not been passed upon, sprang to his feet and in his usual diezy manner began to fire off daylight pyrotechnics in bi most impressive and inimitable style. As he was not a member of the conven tion at the time and bad no more right to a vote in it than tbe great original pebble cbewer himself, Chairman Berkley de clined to recognise him and paid no at tention to his wild and at times grossly insulting vaporing. When New Ceutreville was reached and tbe name of Committeeman S. H. Boyd, who had been elected by the Stalwart voters of that borough, was called, J. A. Berkey responded with the announcement that be had Mr. Boyd's proxy. J. R-SootU E-. bo held tbe proxy of the New Baltimore Committee man, and. therefore, was on a par with Mr. Ofle so far as a right to the floor was concerned, was on bis feet iu a flash, and singling Mr. Boyd oulof tbe audience called upon him to oome forward and take his seat In tbe convention and play the part of a man. Mr. Boyd oame for ward slowly and reluctantly, and Just aa reluctantly Mr. Berkey surrendered his proxy. Mr. Boyd did not have the Glade postoffioe in his clothes, which may in a degree account for tbe incomprehensible altitude of Mr. J. A. Berkey in asking for a seat and a vote in a body before which he was a candidate. Before New Baltimore was reached Committeeman Rosa, who was just across tbe street from the court bouse, was sent for to make his return in pen jn and when he appeared the large erowd n tbe court room, not understanding tbe aitualion and thinking that Rosa bad turned up inopportunely and unexpectedly and that the tables in the New Centreville case had been turned on &tt, cheered, laugh ed aud yelled for several minutes. At thLs juncture Assemblyman Koontz, whose experience in legislative bodiea should certainly have taught him that he had no more right to demand recognition from the Chairman than would that other gallant insurgent chief, Aguinaldo, if he should happen into tbe United States Senate or the Hoa of Parliament, from tbe presiding officer of either of those bodies, injected himself into the proceed ing ; but he was no sooner on hia feet than Soott blew hi siren to iu full capac ity and the disconcerted and discom fited Aaoemblyman was obliged to take his seat aud to be beard only by proxy through hia eloquent law paitoer during the remainder of the proceedings. Like his friend Assemblyman Koontx, F. J. gooser, who boasu ttuJ. be "bends tbe knee to no man or at of men," seemed for the moment to have forgotten all the parliamentary law be ever knew and in sisted on being heard, thus insidiously attempting to interrupt and interfere with the regular proceedings. Whether be proposed to give the audience sfrta exhibition of the grapevine twist as a practical test of 'bending tbe knee" or not mill never be known, for Lawyer Siott once more loosened op hi throttle, blew hia siren, and brother Kroser wa forced to takaa seat and reserve his re marks for the next anuual ''compare notes meeting." The completion of the roll call disclos ed that out of the forty-four Committee men forty three were present in person, tbe only absentee being Hochslttler, of Greenville, whose proxy was held by Ed Leonard, of "compare notes fame. At their request it was agreed that Mr. Soott should be allowed to represent the New Baltimore and Mr. Ogle the Somerset Coaimitteeman. On motion. E. D. Upon the completion of tbe organiza tion Chairman Berkley directed that the canvass of the vote proceed. This an nouncement brought tbe orator of the day quickly to his feet, and for the twen tieth time tbe convention was interrupted and was compelled to submit to uootber dose of eloquence from Assemblyman Koontz's irrepressible law partner. Mr. Ogle insisted that a chairman of the County County Committee must be elect ed iuMta liter; talked about dictation, high treason and various other crimes snd mis demeanors, and displayed his utter lack of knowledge of the rules the law gov erning such conventions generally. When mildly informed that tbe law pro vided aud declared tbe mod a of proce dure he, amid a shout of derision, moved that the law be suspended. He was fi nally corked by some of his friends, and tbe ram ass of tbe returns proceeded in an orderly and regular manner. Owing to tbe closeness of tbe vote for County Treasurer, as reported by the un official returns, there being a difference of only 33 voles between tbe two contest ants, Mr. Hoffman's friends very prop erly asked that (he various tally sheets be cast up on the Treasurer question, and tbe resul compared with tbe figures on tbe return sheets. In order that this could be properly and satisfactorily done it was absolutely necessary that every Coram it teem an remain until after the official vote was computed in order that any dis crepancy that might be detected could be corrected. As it was almost six o'clock when tbe last return had been tabulated, snd it would require hours before the tell ers could compute their tables. Chairman Berkley announced a recess until ten o'clock the following morning, when the official result would be declared and other necessary businesa transacted. Shortly after the recess had been an nounced, but after tbe Chairman and tnoKt of tbe officers bad left tbe room. As semblyman Koontz's law partner and several more of tbe "head men" again introduced their revolutionary tactics, and, inducing Vice Chairman Stufft to return to bis cbair, proceeded to elect J. A. Berkey, Esq., Chairman of tbe Coun ty Committee. Tbe candidate bad been placed in nomination and a vote waa about to be taken, when, no doubt recall ing a somewhat similar incident, when the insurgents and Democrats attempted to depose Speaker Farr and elect Ward R. Bliss, and tbe disastrous and humili ating resells of tbat effort. Assemblymen Koontz signaled for a halt in the proceed ings, and after "cotnparing notes" with F. J. Kooaer, J. A. Berkey and one or two lesser insurgent chiefs, he once more pulled tbe trap and hia gallant fugleman landed on his feet and delivered himself, in part, as follows t We are Justified Id coing- ahea l and rteeling' a Chairman, but iu view of the fart tal we met wltii an unjust decision In the Barker mt fair, and uuou incnl ad v Hie, it haa brnit deter, mined to wait until to-morrow morning at 10 a. and meet with tbe lalanwi of the 00 ro under. Tbe spesker burnt much more red fire and indulged in many other scurrilous, unprovoked remarks, but the above la tbe gist of them. After this latest pyrotechnic display the handcuff and balls and chains were onoe more carefully replaced on the Com mitteemen w ho it was feared might es cape during tbe recess and, heavily guarded, they were marched to their ho tel, where they were placed under lock and key till morning. Tbe convention reassembled at ten o'clock Wednesday morning when Chair main Berkley, In .-.coordance with tbe rules and precedents, announced the of ficial vote and declared the successful candidates the nominees of tbe party. He tben announced tbat tbe next business before tbe convention was tbe election of a Chairman of tbe County Committee to serve during tbe ensuing year. J. A. Berkey and H. M. Berkley were placed in nomination, and Chairman Berkley called Chairman pro tern. Lowry to preside wtile tbe vote was being taken, and it was then perhsps that the most re markable, inexcusable and flagrant viola tion of the rules and of common etiquette and decency was attempted when Assetn Llyman Koontz's law partner, in his most tragic manner and insolent tone, ordered Mr. Lowry to leave the cbair, declaring that be had no right to it. Of course no attention was paid to this uncalled for interruption and the Secretary proceeded with tbe roll-call, tbe vote resulting: J. A. Berkey. 2i; H. M. Berkley. 18. J. G. Ogle. Esq.. was elected Chairman pro teuu, and A. Evana, Rockwood, J. II . Shaffer, Windber, and V. M. Black, Con fluence, members of the Executive Com mittee, without opposition, and the con vention then adjourned. Tbe rules of the party provide that the outgoing committee shall elect ofbeers for tbe new committee, and thus it comes to pass that i. A. Berkey is elected Chair wan of a committee composed largely of Stalwart Republicans, and to conduct the campaign of a set of candidates almost every one of whom he opposed bitterly, and soma of whom be pursued with venomous malignity. U ia term of office, however, will be of brief duration, one year at the most, and possibly a much less time. At variance with a large majority of the committee, an overwhelming majority of the Republican voters of the county, tbe State administration and the State Republican organization, he can not accomplish good and will be power less to do harm. Hia election waa brought about by means the most despi cable and which must bring the blush of shame to every person cognizant of them or who assisted in bringing it about. Committeemen were bought for a price to betray their constituent and rote con trary to their sentiments, and were brought to Somerset nnder guard, where they were deprived of their liberties and Auditor. There is not a citizen of Somerset who will not for years retail with feelings of humiliation and shame the scenes witnessed on our streets last Monday, Tuesday aud Wednesday, when Republican Commit teemen, supposed to be representative men of their several precincts, were marched about the town, to aud from their hotel, nnder guard and surveillance such as only persons, charged with heinous crime, and jurors on murder tri als, are made to endure. How this sight must have wrung tbe under heart of As semblyman Koontz, who hue lost uo public opportunity since the war to de clare the abolition of slavery, to thus see his white brethren enslaved and in bond age can only be surmised. That a like dis graceful scene will ever be repeated here wedo not believe, for Ihesetitiineiitof the people of the couuty has beeu so aroused by this lait effort that not only w ill the committeeman who sells his Vote, but the man who purchases it, be made a by word and derision throughout the length and breadth of the couuty. Notice has and will be served on owners, bidders and buyers that the sale of committeemen will no longer be tolerated and that tbe title of the next County Chairman will not be allowed to be acquired by purchase. Kedgr Davis' Alleged Great Diseovcry. Roger Iavis, tbe well-known Johns town artist and expert photographer, has achieved a discovery which will bring him and the city he loves to well much enduring fame, and will, at the same lime, make him Independently wealthy, if all his plans succeed. In brief, Mr. Davis has practically perfected a method by which the natural colors found in any scene can be exactly reproduced. Tbe details of the discovery, says tbe Johns- j town Democrat, are known only to Mr. Davis, but friends of his in this city have tein informed in a general way of the vital points of bis discovery. The Democrat some time since an nounced Mr. Davis's return from Japan. It now develops that he went to Japan to study certain peculiar methods of art work in vogue among the relioed Japs, ilia discovery is taid lo be based ou some things be learned while on tbe island. Mr. Davis will secure a copyright on hia discovery, aud iu all probability a com pany of Johnstown business men will be formed to exploit bis secret. Mr. Davis has been wotking cn color photography for many yean, in addition to pursuing the art work at Scalp Level which gave a neighborhood fame. Ills discovery, il is said, dos not depend upon the machinery for taking photo graphs, but ooucerns a peculiar develop ment of the photographs after the scene or object pictured has been transferred to paper from the plate. Artists and photographers for many years havs sought for a process by which tbe actual colors of a soene could be re produced. Sometime siuca a French ar tist announced that he had sot red th mystery, but investigation developed tbat be bad simply improved on tbe oue tons discovery made previously. This allows the development of a p ate in blue or green or some other one color. Mr. Davis' invention will enable tbe repro duction of any and all colors found in tbe object photographed. It goes without aaying that hi discov ery, if substantiated, will revolutionise photography and will make a vital con tribution lo the growing facilities of news paper publishing.
