The Spanish reply submitted to the Americans on Friday e-or.tuins a feature tiot likely to appeal to the generosity of America or the sympathy i other na tions. This is r.o less than a demand for damages for the hostile occupation of Manila an 1 a retention of Spanish pris oners there after the signing eif tho pro tocol. Inasmuch as the occupation of Manila was provided for in the protocol, this claim appears distinctly impertinent, but Spain enters into an elaborate argu ment, based on her interpretation of in ternational law. She points out that it is the invariable practice of lielligerenta to r-wtore the status pio of the date eif sign ing the protocol. In this case, acesirdtng to Spanish reasoning, the United States should have withdrawn from Manila aud given up the prisoners. As a matter of fact it is only another attempt to raise the linaifial question, w hich ist'e only issue with Sp;:ir. There has been no change in the situation since Friday, Americans hiving -received no fresh instructions. The confidence of Americana that Spain w ill soon yield to the inevitable seems to be increasing. KETUSH OF MASSH. The Fugitive Bank President Gives Him self Tp to His Bondsman. The surprise of business and politieid circles last week waa the return of eiideoti W. Marsh, the fugitive president f the Keystone National Rank, of Phil- a leipnia, af.er an ahsenc elating from the failure of the bank in InH. Upon his arrival Marsh surrendered to bis bondsman William H. Wanamaker. who accompanied the ex president t the office of United State District Attorney Beck. Ry this elTi.-ial Marsh was turned over to the custody of a United States marshal and has si nee been in jail. Marsh admitted his identity but made no state ment to the district attorney, and waa asked no questions. In a speech a few wee ks ago Senator Penrose intimated that John Wanamaker p ior to ih failure of the Keystone Rank, had know ledge of an overissue of the bank's stock, and had know ledge of a de mand nude by President Marsh en City Treasurer Bi'-rdsb-y for an additional de p.sit of city funds. He ( Feu rose ) said that it w as to the interest of vVanainaker that Marh should not onua back to Philadelphia, that he himself had been in communication with Marsh and that the latter would probably soon come back a:i 1 tell all he knew about the 1 toting of the bank. Oj O ;toh-r 14, a fj nights after the speech of Senator Penrose ac cusing Wansmaker e.f having inside knjwltslgo of Keystone Rank affairs, M r. Wauarnaker delivered a speee-h here at the Academy of Music in which he de nied the truth of Senator Penrose's state ments and -ailed upon him to hasleu the return of Marsh, if the senator could iu any w ay do so. He said that be would like truth to be told about Keystone Rank matters, and that none could clear up the alTair better than Marsh himself. In the course of his speech he said : When Marsh was asked what induced bins to ruru he answered : "Mr, Wana maker' spowch at ths Aoidemyof Mu sic. I read it in tho newsp tp ;rs. Caught witi) his moonshine still still warm and his marks of lua't a.'- mash ! ready for continued operations, Mesei tuore Cramer now lie in iaii at Union- town to await tiial as an illicit distiller o j whisky, say the Counellsviile Courier of Fi iJay. The raid w hich resulted in the J capture of Cramer was made Wednesday Dight and yesterday morning. Deputy Marshall Frank Campbell had been : working on the case for a long time and ; had the still located. He couimuuicated ; his information to Revenue Officer Fruit of Pittsburg and the latter sent Doputy Marshal Jehu J. Lang up to accompany the raiding posse. With the party be side Campbell and Lang were Marshal Huston Williams ef I'uioulown, and Con stables Charles Wibton and Joncph T. Crosslaud of this place. The party left j town in two carriages at tiine o'llmk Wednesday night and drove to a point near the stills, w hich were in a gulch 3H) yards removes! from Cramer's bouse. which is situated near the border of Springfield township. In Saltlick town ship, seven miles from the town of Nor- nialville. The otHeers after leaving their vehicles hrst went to the crude plant which Cramer used as his distillery. Two fine stills each with a capacity of about 70 gallons were in place, covered by shed. Near the stills were a lot of fresh in ash, a sack of bops and some grain. The water in the stills was warm, the place having every appearance eif being usd regularly from day to day. Kvety thing pointed to flourishing operations There was not a supply of grain within sight sufficient to make any run, but it is customary for moonshiners to haul this in wagons from different districts in the mountains just as it is needed. Some "mountain dew" was fouud. Cramer was evidently not content with one branch of the industry, as he also bad near the stills a barrel filled with "high wine." Whether this was made for sale in its pure state or for mixture with the moonshine whisky is not know n The etflicers destroyed the stills, keeping the coil for evidence against Cramer, as is customary. Then the officers started for Cramer's house, w hich they reached w ithout any alarm being given. As the moonshiner was acquainted w ith Campbell aud knew bis voice. Campbell bad Deputy Marshal Lang do the talking- Lsng said: "Cramer, get up and come down stairs A couple of revenue oftb-ers have leen up at the still and you had letter get out cs quick as possible." Cramer t.sik the bai'. He evidently believed the voice was that of oue of the neighboring moonshiners aud S'vtn ap peared at the door, which be had opened. At once he was arrested, giving up with out a struggle when he saw what a bluu eler he had made. He could not have es caped from the house, however, as every exil was guarded by one of the posse. Cramer was brought in to Conuellsville aud lodged in the lockup, the party ar riving here with the prisoner at H:.0 o'clock.
