The bill also provides that the auditors shall serutinize, audit and decide all bills except those for "jurors, constables, wit nesses, and court oflicers, claims and de mands before the commissioners shall issue warrants for the payment of the same. The Commissioners and auditors may also inquire whether there has been any evasion of the first section of the bill by making two or more contracts for small amounts which should have been iu one, and if they shall find there has been any evasion they shall refuse to pay the bills. The bill further requires that the audi tors shall establish regular meetings at stated periods for tbe transaction of such busiuess as shall come before them, pro viding such meetiugs shall not lie held oftener than once each month without the approval of the court of common pleas. Snow slides have wrought much damage, and at least two lives were lost in the past 21 hours. Mail Carrier J. K. Bell was caught in a slide under about 2 feet of snow. Rescuing parties took off 13 feet directly over him, and then gave him up for dead. He lay unconscious until 8 o'clock this morning. When his senses returned he heard water trlokllng.
