The need of a borough building for Somerset was never more urgent than at the present time. The town ow ns a site admirably located for a public building and unlcsss there are substantial reasons, of which the general public is ignorant, for not erecting a suitable edifice upou it, the work should le undertaken at once. Iu a Jilitiou to the public fire apparatus that should lie located at the most favor able point and kept in condition f.-r im mediate use, the tire companies are sore ly in need of suitable accommodations for meeting rooms and a place in w hich to store their working clothes. The sum that council annually expends for rent would go far towards paying the interest on money invested in a public building. The building at present utilized for stor ing the Ix.rough property and tire appar atus is a disgrace. H. L. Berkey, aged 2d, was Liken to the Johnstown Memorial Hospital, on Mon day, where he is being treated for frozen feet and hands. Ills condition is report ed to be such that it may be necessary to amputate one or more of the members in order to save his life. Berkey and a com panion named Lee Marshall were in Johnstown last Thursday, which will be j remembered as one of the coldest days of the week, the mercury remaining Ik-low zero throughout the day. They started for their home near Hillsboro, Paint town ship, late in the afternoon, stopping at the hotel iu Davidsvilleto warm. When about three miles from home their sleigh upset and the horse ran away. Marshall took after the horse, and Berkey, w hose hands and feet were proliably already frozen, broke into the Custer school bouse where he remained all night. Next morning he made his way to a farm house near by, where he remained until he was removed to the Hospital. Marshall it ap pears caught the horse and went to Jacob Wable's where he stayed all night. He did not say anything about Berkey until some time the next day. "Abe" Musser, convicted at December term of court of having attempted to commit a burglary on information of William Debakau, of Summit township, was called leforo the bar for sentence Thursday afternoon, after counsel for the defendant bad made a strong plea for a new trial, which was refused by the Court, Judge Longenecker refrained from lecturing the prisoner, evidently thinking that a man who had only a few years ago been released from tho peniten tiary after serving twelve years' sentence did not require any advice as to his fu ture conduct, but sentenced him to pay the costs of prosecution and nn lergj im prisonment for a term of nine years, Musser, apparently was not expecting such a "salty dose," but his emaciated face betrayed no evidence of surprise. He bowed bis head submissively when he was lead from the court room by the Sheriff. A moment later the Court's at tention was called to the fact that under the sentence imposed Musser would be set at liberty in mid-winter and word was sent to the Sheriff to bring the pris oner back into court, when the sentence was changud to eight years and nine months. Sheriff Hartzull took Musser to the penitentiary Mouday morning. William Yann, of Rockwood, convict ed of larceny, at December term, was enhanced to pay the costs of prosecution restore the money stolen, aud to undergo thirty days' imprisonment in the oounty jail. Two or three limes annually, about the time of the Teachers' Institute and Farmers' Institute, there is a hue and cry raised alxait the insufficient accom modations furnished by the court room, in which both Institutes are held. A local architect and builder has taken the pains to draw up an elaborale setof plans and specifications for altering and adding to the venerable temple of justice, which will obviate the difficulty relerred to, provided they are adopted and the changes are made. Among the altera tions contemplated by the architect is the removal of the ornate Roman pillars and portico in frout of the building and the erection of a clock tower on the south west corner. The space thus gained w ill be added to the court room, as will, also, the space gained by the addition of the rooms at present utilized by tho grand jury and the court library. The propos ed plan also contemplates the erection f an addition on tho west side of the build ing, iu which will be located the Regis ter and Recorder's of lice, and retiring rooms for juries and the grand jury. The present Register and Recorder's of fice will be converted into vaults. A number of other changes in addition tq those mentioned above are projectod. One of the arguments advanced for the proposed changes in the Court House is that the timbers supporting the belfry are unsafe aud are a menace to life and property and that steps must be speedily taken to keep if. from toppling over. However true this may be it is altogether probable that the Court a:id grand jury will carefully investigate tho matter be fore improvements on the elaborate scale indicated have been carried into effect. A sum approximating ?10,00 has been expended on improving and refurnish ing the Court House during the past five years. AD5CUUTELY PURE Constable' Betarns. A bill alsdishing the system of requir ing constables to make quarterly returns to the court of quarter sessions will bo put in the house by W. C. Smith, of Bed ford. . This is an old custom which has long since become useless as expensive. At present constables are required to go to the seat of the county In which they live on the first day of every term of quarter sessions court, and make a sworn return to the Judges. In ninety-nine cases out of a hundred, Mr. Smith says, they swear they have no returns to make. Some judges have decided that there is no provision for tho constables under the new foe bill, and they have to spend a day and the time iu going to and return ing from court without compensation. Iu some counties the constables are allowed per diem and mileago. Mr. Smith's bill provides that constables w ho may have knowledge of violations of the law shall go before tho nearest justice of the peace aud be sworn to them. These aro to be turned over to the court of quarter ses sious by the justice, who receives Z cents for administering the outh, ami the cou ntable gets M cents for making the return. Mr. Smith says such a law would save from f-"iO,i0 to liiO.Oiill annually. Somerset County 0. I. C. Lima.
