Tie objo.-t of tin-onf. reflce was to dis j c.iss the in cessity and advisability of ' erecting a bridge over the Ymijth river at Conlbtonco. A joint m.-i tin:; was held ill a hall which was .Vttnde l by n lar;o j number of lei. ling business men and j men-h ints. Views were exchange.! free i ly and many suRgi-stiiiim otrensl. S .me of the business men poieted out the ne eossiiy f..r the bridge. It was shown that the residents aentss the river iu Henry Clay low nship were put to a great disad vantage by reason of their h iving no bridge to let them into Coiitbi.-uce nnd to the P.. tV . P. K. At present the river is ford.il when the water is low, but when there is a high stage of water the Henry Clay township p.s j.le are compelled togo to Sotnerfield and then down the river on the nt her side a distaii'-e of about ton miles to rea.-h Conl'iienee. In eases, of si.-kuess all this distance has to he travel ed to got a physician. Tho ommission-or-i from loth iouuties ItsteniKl attentive ly to all the remarks and suggestions and were finally unanimous in th; Itelicf that a bridpo should la; eri-r-te.1. The citizens on each tddo of the river were requested t prepare petitions to tho courts of eah county asking for the bridge. This is tho only means by w hich the bridge .tui bo obtained. These peti tions must Ik p;tssed upon by tho grand jury and oourt of each county, mid If they act favorably, then it is the duty of the commissioners of each eounty to proceed witii the erection of the bridge, each county defraying half the est of con struction. The Fayette county residents in the vicinity of Continence will prepare a petition iinnie'tiaUly which they will endeavor to get before the Mttreh or June grand jury. The residents on the Somer set side will also present a petition to the courts of that county and endeavor to get it through its speedily as possible. Tho movetiK nt for a bridge over the Yough river at Confluence, began back in tiie sixties and crystal! zed into petitions to the courts of N.tii counties. The peti tion was passed by the Somerset grand jury and approved by court in InTI, and a similar pitiiion went through the Fay ette courts in Is-ss. The commissioners of tiie two counties did n t move in the matter. Tho Somerset ounly petitioners undertook to make them move by a inan damtM from court compoiiing them to show cause why tho bridge should not be built. It appears that the whole proceed ing was invalidated by the action of the Somerset county court and grand jury in hot 'a passing r.n the petition at the same term of court. Then another hitch arose over the amount of expense to be b rne t-y each county. The e.utity li.ie follows tin- channel of the river which runs very clo-e tj the S .mer.-et si lo at Continence. The Somerset county commissioners w mtod each county to build to the line which would let them out with building littie more than the abutment on their side, h-av ;ng all the balance of the bridge to bo buill by Fayette county. These atnl several other obslaohts pre-, oiited the con struction of the bridge at that time. The legal work w ill all have to bo done over again. At the meeting yesterday the commis sioners sohetcd a new site, farther up the river titan the hs-iiiion lir.st sehs-ted. It is a more ctiiv.-:i!.rt point and will short, n the bridge l.early Imt fe. U They Would not venture i.i e.sti;ii:-.i.) us to tiie c tst or tin- proposed bridge. It was writ ten by J. C. lAiwry, the coinmissii. tiers' attorney, and in it ho states that he has examined tho law carefully and finds that S .morsel cannot build half the bridge inn. h as they would like to do so. This matter, l.e says, was carefully discussed 2" years ago and it was then decided that Somerset county could not build faitho than their line which runs very near the Somerset side of the river. In fact. At torney Liwry a-l-ges, they cannot build more than the :tbitt. lent. This, heeb.iin-, was the decision reached 20 years ago and ai order of court was made declaring that Somerset .scanty could not build m ire thiol th-; ai ittn -nt. Alter thus presenting Somer.-ct coun ty's side of th question Attorney Ixwry frees on to show the ne.tts.sity forth. bridge atnl makes a great plea for the Fayette commissioners to stir themselves and thus give the residents on Is.th sides of the river in the vicinity of Coiilh-.oneo a means of crossing the river. He adds that if Fayette county do. do- to build the bridge Somerset w ill do all she c m to opcrate, though that otopcration doesn't reach beyond the abutment. In replying to the .s.uiuiuni.'.itioii Clerk F. II. llsltoro pointed out the law to the -f-fei-t that in the ciustni.-tion of a bridge over a Itoundary stream Istwec-i two .oitmios, each county is to !oar half the expense.
