We fully realizu the responsibilities resting cpon us. To our keeping is in trusted b.th the keys of office, and the odice. Into our care the laws commit, the well being and happiness of our un fortunates, aged and infirm poor, those whose condition must excite your sym pathy : those to whom "pity gave ere charity began," tho?3 of whom tie bless- 1 Mister said, "The poor ye Lave al ways with yoa." It has been the greatest f Viicitude o.r iiie Directors, in the interest of the tax payers, to use the funds so generously provided, to the greatest a 1 vantagd of thoss for whose comfort, health and happiness the lw mikes oar spe-.-ia! duty to provide for. The duties of the Uirectors f the Poor are numerous and onerous, it is expected that tl.ey should have "a tear for pity, and a hand open as day for melting char ity," and at the same time have an eagle eye upon every de partment to prevent extravagance and wa-'.e. They are duties that shou'd call forth the noblest prompting of the heart, they have all classes and conditions of society to deal with. The pocr, many of whom peradventure were cradled in the Jap of luxury, and whose very soal re volts at the very mention of Poor House, the oppressed who have come to destitu tion and want through the wrongs and oppression of others, the inained the sick, the palsied, the widow and orphan, the in sane, idiotic, the blind, deaf and dumb. nd lastly the tramp with his story of woes and chapter of wrongs. The care of these, to better their condition, relieve theirsuifenngs, 6mooth down the cares of life, and find homes fo- the orphan, is a duty of love in which every good citizen should lie inU-rested. The past year ha3 marked great progress in the im provements and management jf the Ymt House, and it is hoped that byamther year the improvements yet needed, to make it compare favorably with many of Lhe homes throughout the State will be added. The Directors were much pleased with the encouragement give n them by tht citizens, in making the great ly needed improvements that were made during th 6 year at the Home. The great number of visits made by many protniuent eitizsns was very grati fying to the Directors. Which amount, f;7",83 is the entire cost of maintaining the Poor at the I'oor IIou, maintenance of children in pri vate families, mantenance of the Insane ia the State Hospitals, clothing and main tenance of the children in Feeble Mind hool, Oat-door relief, salaries and wa'rs and the expense of the farm, making an average of less than f 1.00 per week for each one maintaind in the Lome, being a cost of less than eighty cents to each of the taxables of the coun ty. Surely the poor are being cared for well for so little expense to the tax pay er. Mach of the successful management of the home U due to our Steward and eS t ient Matron, Mr. and Mrs. J. C. Miller, whom the tirand Jury, on their visita tion to the Home give very much credit, iu their report and intimate they were the right persons in the right place. The l'irrctors desire to return thanks to the public for their kind exprvewiotut of con tent, siiisfaction and iuterebt taken in the management of the Home. The new by-laws, rules and ordinance adopted and approved by your Honorable Court for the government ami rJialion cf the Home, will simj.I.fy matters and settle many questions which have caused con siderable trouble, and give much infor mati m to the public in nard to the control and cauajreaiciit of the l'oor H oue. Bat not so with those who have been dethroned cf their Tea eon, they are but little removed from the animal, tbey seem to be lost to all sense ti.;bt and those thingawhich are divine and are constantly planing and doing those things which if they were clothed in their right mind w ould be the last thing they mould do, and be horrifying to them in the extreme, then indeed Fhr.u'.d this ila.se of unfortunate beings Lave our first aud greatest care, our love and our prayers. In every instance where it was thought that they could be benefited, by being removed to the hospital, it was dene and many have lMn jrreatly benefited and some rcoiort-d to their reason. Ol'T-IKWB EELIEf . The out-door relief is ene of the most troublesome questions the Directors have to deal with. To know who are worthy? to know if it is neces-sary to relieve? or whether in many cases it is not encourag ing dependence and idien.?. In eorr.e ca'-os the relief granted is tureiy a help, and relieves from distress and want and is greatly appreciated. INVA1KS. During the year there were an average of peventy -one inmates in the Home, all o' whom appreciate the comforts thus provided for them. And while many were brought there unwillingly, some even by force, yet after being there some little time, you could hardly induce them to go away, especially if they were to en dure the privations they suffered before being brought there. They are all comfortably clad, good, w holesome and abundance of food pre pared for them. Warm rooms and com fortable beds to sleep in. When pick, thev are carefully waited upon and have the benefit of an eminent physician's treatment and medicine. Those who can and desire to read are supplied with the newspapers published in the county together with books and magazines. Each year a Harvest Home feast is prepared and a celebration given. While all the National days are observed in a manner corresponding to the surround ings and place. At Christmas-tide Santa Clause paid each one a visit and made the heaitsof these poor and unfortunate people glad by a small remembrance. DEATHS. There were seven deaths at the Poor House during the year, which is smaller mortality than any like place in the country, remembering that many, if not all come there broken in health and greatly alllicted with the the ills of life. The greater number who died lived out their allotted time, one of whom at tained the extreme age of '.'J years. l'.ut leath is no respecter of person " it comes to all alike, the rich as well as the ioor. We can only advise to heed the admonition which comes to us all. Be ready for the great change. EEUlilOlS 6ERVH. K. "There was regular services held once each month by Rev. F. r. Savior, w ho also oiliciated at most of the funeials. His services have been greatly appreciat ed and exerted a good influence through the Lome, ilia visits to the bed side of the sick and maimed, his comforting words, scriptural readings and prayer?, seem to make the burdens and afflictions of life more easily born. We extended an invitation to the min isters, both of the townard community to hold services at the home either dur ing the week or on Sunday, but not any of them responded to the invitation. This is to be regretted and we tear tney forgft that these poor and unfortunate persons are hungering and thirsting for the ''bread and water of life." It U hoped that there m i'.lbe more services he'd in the future. We herewith extend an invitation to the various missionary societies to extend their mission field so that they may take ia the home of the poor as we1! as foreign countries. A ser vice of song once a month would be ap preciated and soothing to them. It is the little acts that make up life. The cups of "cold water" and "boxes of ointment.' His beautiful example aud words should govern us, 'That our hands do the labor of love," and t his is purely a labor of love. FAKM. The farm is in a high 6taU of cultiva tion and is producing well, as by refer ence to the Steward's report herewith, w ill show. All the vegetables are raided, also, all the feed for the stock and it will only be a few years until all the bread stuif.s can be raised. IMI'SOVEMLSTS. The improvements iua !e the past year were ail needed and are substantial and permanent. The old buildings are now in good order and repair. The asylum building, according to the Grand Jury's report, is a model of workmanship, it is built of brick, thirteen inch walls. 33 by 52 feet, with water closet attached, two stories buth, slate roof, and finished in the best of material and workmanship. The building is supplied w ith hot and cold water, heated with steam, bath tubs and patent water closets on each floor, having sixteen sleeping rooms, two lare sitting rooms and two large hospital rooms, and good broad porches at each end. To see the inmates enjoy this building would well repay yoa for a trip to the poor farm. The new brick smoke house an 1 water closet erected were both badly needed, and add greatly to the appearance of the Lome. During the co ning year, the w ing of the large brick building, which was formerly used as an asylum will be remodeled and made to correspond with the balance of the building, which will give all the room needed for years and w ill be a great im proveuient. STOCK. The stock on the farm was never better or looked so well. During the year, the old horses were disposed of at good prices and young ones pun-based. A number of sheep were sold, and have on Land at present a number of cows fur sale. All the milk and butter was furnL.ned and made, Insides supplying the home with ln-efacd pork for a good portion of the year. The Director remaiti'ng in office take plrasure in saying of Mr. Hunter, who is retiring, that in the administration of theatT.tirs of the Poor House, he was always interested, exercised good judge ment, and Lad the welfare and comfort of the poor his first object, as well as the economy of the home. acuiu.ci.E a."'
