M. FIKK, At lest : L. C. 1 Viloorn Clerk. ALKX. Ill'NTFR. FKED'K WKLLF.R, Directors of the Poor. 0 In presenting this report for the year ISisO, we are more and more reminded of the weakness of the htim tn race, and the dependent condition of many upon others each succeeding year bring to oar notice new cases of unfortunate persons w ho have been brought down to poverty and destitution some through their own vice:) ar. l mismanagement, while many others are reduced by man's inhu manity to man, and the inheritance of the ilia a"d weakness of the flesh, as well as the slovenly and indifferent hab its of their ancestors, and are subjects not only if pity, but of the care of the public. F.aeh year the provisions made for the support of the poor ia to be more highly com ii, ended, and the w isdom of our fa thers in framing the laws making auch ample provisions for the poor ia greatly to be admired and appreciated, while the aim of tlie prese nt shouid be to more per fect the M-stf-:n of caring for the unfortu nate in 1'fe. While there has been a great improvement in the management of the Home, yet we do not claim per fection, and invite the counsel and sug gestions of the public M to the bel.er management and makirg the condition of the inmates more comfortable, w ith but a 8ui!iii expense to the county. We were much plfaeed at the increaj-e of visits: f io:n citizens of the county dur ing the year to the Home, and their ex pressions of sympathy and kind com ments in regard to the condition and management of it. The snestions made by the Board of Public (.'haritiesand their representatives on their annual visits were kindly receiv ed and are being acted upon. Ail are in tertted intthe poor, for "these you have w ith you always," and all rejoice that the citins of the njunty have provided so well for their support. Much is due for the snccessful manage ment of the Home to the present steward and matron : their untiring energy and great interest f-how n in every department, and have a-lde J many new features and comforts to the inmates. In the retirement of Mr. Fike as a di rector the remaining members of the board disire to say that he was an effi cient officer, who lrsoked after the inter ests of the Home and the comforts of the po.,r. aa tn as the interests of the taii 1)Ua - FRM AND Bl'II.DIXr.S. J'tirinz the year the farm has been re limed and s considerable amount of fer tilizers placed npon it, which haabrought it v.jio a higher state of cultivation than before, the resuks of which are very per ceptible, aa the certified report of the steward hereto attached will show. The bail lings never looked better or were in finer condition. The brick house a, painted and papered throughout. The barn was repainted and a large and well planned pig pen was erected, all of which were badly needed, and added very much to the appearance of the the Home. Arrangements have been made to place a steam apparatus ia the house to heat the same, jn compliance with the reootn mediations of the Grand Jury. The use of the old frame asylum build ing has been abandoned, except in a few cases, and will be replaced by a new building during the year. STOt-K. Tlie stock on the farm is in fine order. The entire sapply of milk, cream and butter has been famished, while much of the beef and all Ihe pari have been raised. A nuuiivr of short horn bulls and sheep were sold, and have now two good horses w hich are for sale, as the colt raised and a horse purchased take their place. The cattle will conioare favorably with any 1 - ! in the county. ! 1 .Jli.U'.;S MAI VTA I " CO ATD BOtSO OCT. ! Ol'T-DOOR RELIEF. Tlie out-door relief ii the most perplex ing inestion the Directors have to deal with. There have been times when the county has been greatly imposed upon, and other times, perhaps, when relief was refused when it should have been granted. t The relief granted to various persons in the county was only a few hundred dollars less than that granted by the Di rectors of the Poor of Allegheny county, with ten times a greater population. We have tried to do what as ri.'ht to a'.l parties in granting r?lief. Mjay were refu'ed w ho applied while gome are de serving of relief w bo have not applied. Idleness is akin tn poverty, and from this class more frf, uently comes the cull for relief. Relief asked for on account of sickness or death is aiwa.vs granted. Many ap:ly and freely take relief, bi:t when asked to come to the Home they refuse ; this is a mistake. Many of the people of the county do not have half the co jifotts at their homes that the inmates of the Poor House have. Those who are wholly dependent on others and w ant relief should be required to come to the Home, and this is notice 10 all such hereafter who apply for re lief and who are dependent, to come at once to the Poor House. INMATES. Daring the year there was an average of seventy-four inmates in the Home. They were all ma le comfortable, anil very few complaints were htard, aud these only frin those who are old and greatly atllicted with the ills of life. Good beds and comfortable rooms are provided, and wholesome food in abund ance prepared. A large hospital room ia badiy needed for the ruaie inmates wnieh will be especially provided lor iu the erection of the new building. KELHiIl SKUVIi ES. During the year there were regular services once each month by Elder Val entine dough, w ho also ofikiated at the funerals. His services were rendered gratuitously, for which the Directors, aa well as the public return their thanks. deaths. '' There were tw elve deathi at the Home daring the year. Finding People Who Have Mov ed. Many persons are sirprised that they cannot prwur" the address of someone who has moved a ':iy from his old resi dence, and not left the new address with the j.mior of the building he had occu pied, froru the posti.-tiice or branch oihce siituated in the district where he had re sided. They ifi to the !o3totfice to ask for such laid rex in -xA faith, but are always r. f ii' l, an 1 there isa stringent rule aatainst tin giving of such informa tion by the p-i-t iliire authorities. The idea of tl e postotfii-e people is that a man's letters and papt-n are strict ly confidential, and the outside address aiso. A letter carrier that gives any in formation concerning mail matter he may have i:i his cliarge to any person except the one to whom the letters are aldressed is liable t di.-::iisrul from the aerviu-e. and is sure of suspension or transfer. AH sorts cf in.iiries come into the postotlice regarding persons who receive mail matter. Parties in search of debt ors are the most frequent inijtiirersi Others are those who have sold goods on an installment and cannot find tke par ties who liave taken them, and then dia- j appeared, leaving a balance due. Sewing machine agents ask after those who have disaj.ieared with machines, not having paid for tkem. There Is only oneway to find out the addresses of parties through the post otlice, an 1 that is by addressing a letter to the old address of the person sought. The pootoliice authorities are bound to aeliver the letter. Of course this is not available to thse in search of people ajrainst whom they hold claims, but w hen an address is sought by a, friend he may be pretty s:ire that a letter will find the persjn to whom it is addressed. .v. r. r,.j. A Mean City Lawyer. We ha'-e often heard of the cute traits of the Philadelphia lawyer and of his being al le to master things that seemtd impossible to his country practitioners, but vie learn of a little incident occuring a short time ago, in which a justice of the peace not a mile from the court house learned how very eicact a member of the Philadelphia bar could be. The lawver had a claim put in his hands for collec tion ajiinst a certain man in town to the amount of nearly S I i.) and sent it on to the justii e V have him sue the party at once, enclosing a check for , to defray the necessary costs. Tiie j istite called on the aforesaid business limn and stated the facts. A few days pasd and the business man called on thejastice and paid him the claim in fall. The justice remitted the amount to the lawyer, and, wisely or un wisely f,,r i1i;.,i atated the money had been coliM-ted without a Bait and that he would retain the check of f- for his trouble. Here the lawyer balked and wrote that unless the check was return ed at once ha w ould order the district attorney to bnng hnit for receiving illegal fees. The j lstice waii.-d and found the law yer had realiy written the district attor ney, and in or ler to accommodate the city attorney the justice returned the check, rexviving nothing for Wis time spent in coli-M-ilng tiie money, besides the wasteof post ige. Perhaps this justice will not trouble hi:nst If collecting any bills! for this polite entleman of the Quaker city in the fit tire. C t-nVi'7 '.., I.'iJ-ifJ'r 1.1. This ia the story : He returned to the city after a hunting trip. When his Ingga'ee waa unpacked his vale: told him that one of his shoes was missing. He sent back for it. In a -lay or two it came. The next morning the va'et. io setting out his wardmhe. iniormel the young man that the shoe returned was not his own, yet it was curiously 1U the other shoe in size and shape and quality. The young man slipped on the shoe in question. Clearly it was not his 'own. It didn't tit any where and hurt bitu cruelly. He kicked it off. 2id it back and get the right one," he said. The valet picked it up and as he did no mechanically turn ed back the flap. There was the name of the L mdon bootmaker, and not only that, the name of the young man him self. It was hi3 own shoe and no mis take. S then tke valet, without saying a word, replaced the identical pair of shoes. The young man slipped them on. "Are they easy, air ?" he asked after t bit. Perfectly" answered the young I man. And it is true. .V. Y. ' SOME SINGULAR WILLS. Extraordinary Requectia Made In Testamantary Document'. A Cold Weather Fiend. There is a specimen fiend abroad, in winter weather esoei:ially, whom it were cilumnlx to call human.
