Tbe Legislature must be taken to have meant what they actually expressed, unless sjirne manifest incongruity would result from so doing, or unless the context clearly show that such a construction ia not the right one. The b-r-t rile, it is raid, " Is to abide by " tbe words which tbe law-makers used, and " from these and the object had ia view, as " certain tbe legislative meaning, unless from "a view of the whole act the intent appears " to be different from the literal import of " the words and terms of tbe act." Few realize within what narrow limits tb weather work. If our January were 10 degrees" col der on the avenge, civilization would be impossible on account of tbe cold ; if our av erage July weather were 10 degrees0 warm er. Philadelphia would bare a climate in which civilization bas never been permanent on account of tie lassitude of beat. If our average annual temperature were moved up or down 10 degrees", the entire character of our daily lifewouUl be revolutionized. The lesson of all that is tbat very slight changes in the temperature rosk; a great change in our feelings and habits. These alterations for a month may not be enough to alter by half a deg-ee the average temper ature of a year, but, on tbe unthinking and uninformed, they leave the impression that this time tbe weather is changing for sure. Just a century ago, in January 17ji, Phil adelphia had a nsoatti of winter weatlier ex actly like that now. For the month it aver aged 41 degrees, which is just the average of this month thus far, and as a large city very slightly raise the temperature, it is likely that January, 1'J0. with the same reading of the thermometer was a shade warmer than now. A century ago in that old fashioned weather to which people are always ap pealing in this month. "boys were often seen swimming in the Delaware and Schuyl kill," there was thunder and lightning, as within the past lev days, and it was i.ot un til February 7th that cold weatlier began. This is not the only warm January of the first half of tbe past lt years. In 17'J3 there was no ice in either river and but one dash of snow in January. In 1HJ2 "the weather was as mild as April, " the mercury ran np to (W degrees on several days, and the last week of January "trees and shrubbery were in bloom." Mr. Ira Bieghley the merchant at this place has removed to hi new building and is doing a large business. He is totally blind, yet be can raanare his business better than many others who have full control of this sense. The farmers of this place have organized a grange, which by all appearances is in a flourishing condition. Its membership which has already reached tbe number of fifty-four is steadily increasing. They have built for tbemaelvea a house, for which they deserve to be praised. It U fine structure, situated on the Buffalo Valley R. R. The Baldwin Band bas increased its mem bership from ten to fourteen. They practice twice each week. This is perhaps the oldest band in the county and is without a doubt one of the best. Tbeir able instructor, Charles W. Baldwin, was a member of the Mineral City Band of Johnstown, for years, and ia considered by a'!, one of the best musician of tbe county.
