The committee had a general divussion of the ijaestion as what to do with the 1HJ0 scholars in the schools on the K ot next June, and it was the unaiiimouH opinion that the present sys tem must cease. General CJohin likened the working of thevysteiH in some of theschools 10 the chain ganpi of the Sontliern Mates, and offered a resolution, which was adopted, that there be preiiared a tabulated statement by counties of the number of children at present in the schools, which shall be for warded to the (irund Army Posts of the sev eral counties, asking them to inquire, nrat, whether these children have parents or guard ians who are eajiable of taking care of them without assistance from the State; second, whether or not the parents arc capable of taking care of them with uiMstanoe from the State, not lo exceed the amount now paid by the Stale for their care in the schools; i third, whether in tiie judgment of the Posts j (confidentially , tho parents or guardians j are proper auinorities to have the care and j custody of the children under these circum stances, aud that the Posts report to the committee as speedily as possible. The selling of 1:. ( tor is a public act, an ) bxause it is a public act of doubtful or rril effect, the public will may prohibit it. In public acta rsonal liberty is Iinii:e,l by the rights and interests of oth ers. Tbe mere fact that the personal will of the seller or manufacturer does not inter pose to prevent such tale or manufacture constitutes no reason why the rest of the community should not prohibit both manu facture and sale in the protection of their rights and interests. This is the principle on which all government mast rest. Tbe right of communities (o eiist cannot be questioned; and their right to do that which ia necessary to preserve their existence and to secure their prosperity and happiness is as indisputable as the personal right to "life, liberty aud the pursuit of happiness." The actot drinking is a personal act ; the act of making or selling for others to drink is a pablic act. Prohibition always observes this distinction. The method of obtaining Prohibition, either by constitutional amendment or local option, is perfectly fair to sellers and manu facturers. Many contend that the liquor traffic is always and everywhere an enor mous evil Those engaged iu the business admit that evil results do H from it; but contend, nevertheltss, that it ought to be allowed to continue. Here is an i-ue. Who shall decide it ? Tt nitierance men isay, the people who bear its bunteus and stiff. -r its evils. We will abide, they say, by the decision of the people at the ballot-box. If the majority, alter an open campaign in which both sides have been fully and fairly staled, decide it) favor of the business we will submit. If the majority decide airuinst the business then yon must submit. This is au application of Ihe rule of popular sovereignty. The majority reflects the popu lar will, and the popular will U supreme, in Republican government, within the sphere of popular rights; and public acts, like the sale and manufacture of intoxicants, are un questionably within that sphere. Now, Give Attention To the purification of your blood, for at no season is the body so susceptible to the benefits to bo derived from a good medicine, as in March, April and May. Hood's Sar8apari!h is the people's favor ite spring medicine. It stands nneqtial ed for purifying the blood, curing scrofu la, salt rheum, etc., regulating the kid neys and liver, repairing nerve tissues, strengthening and invigoruticg the whole body, as well as checking the progress of acute and chronic disease, and restoring the afllicted parts to a natural, healthy condition. If you have never tried Hood's t-'arsaparilla for your " spring medicine," do so this season. Signed, by the Governor. H.tRttiKBCRo, T.. Feb. 2S. Governor Beaver signed the bills fixing the couijiensa tion of witnesses at court and authorizing actions for niciue prolits to be commenced in certain cases before recovery in eject ment, lie also signed the joint resoluiion to submit the poll-tax ameudinent and to appoint a joint committee to act with the (irund Army committee in iuvesliiting the loidiers or,han s hools. . It is a Curious Fact That the body is now more susceptible to benefit from medicine than at any other season. Hence the importance of tubing Hood's Sars iparilla now, when it will do you the most good. It is really wonderful for purifyiii" and enriching the blood, creating an appetite, and giv ing aealthy toue to the whole system. Be sure to get Hood's Sarsaparilla, whic h is peculiar to itself. Forging Pension Checks.' New Yobk, March 1. Robert Sig--!. the s,n and confidential clerk of Gen. Franz Sigel, the agent ot the Pension O.liee in this city, was arrested to-day by two special Pension Examiners from Washington on three charges of forgery in connection with pensions. Young Sigel, who is thirty years of age, also has confessed that he has taken money from claimants in about 130 cases for bis services in making out checks. Miss Bessie II. BerMoe, of Burlington, Vt, had a difease of the ecalp which caused her hair to become very harsh and dry and to fall so freely she scarcely dared comb it. Ayer's Hair Vigor gave her a healthy scalp, and made the hair beautifully thick and glossy. Frightening the Farmers. Keaduu, Pa., March 1. A belief thai is likely to have considerable influence upon the rote on tbe prohibition amendment in some of the back townships Las just been brought to the atttenliou of the temperance workers. It ia to the effect that, should the amendment pass, the farmers will be obliged to cut down their orchards. A gentleman who was traveling through Robeson township the other day was talking with a fanner, who gave as a reason for not voting for the amendment that he did not want his orchard destroyed. When asked what he meant, be said that a man had been traveling through the neighborhood telling the people that as soon as the amendment was passed the Governor wouid issue notice to all farmers to cut dowu their orchards. This, they said, was also confirmed by the local 'Squire, and as tbey were bound to pre serve their orchards they would vote against tbe amendment. Bad blood causes dyspepsia, and dys pepsia reacts by causing bad blood. So both go on, growing worse, until the whole system is poisoned. The surest means of relief for tbe victim is a thor ough and persistent coarse of Ayer's Sar saparilla. If a word spokea in time is worth one piece of money, silence in its time is worth two.
