Under the laws of the United States, cigar, tobacco, beer and spirit dealers, wholesale and retail, as well as brewers and rectifiers, must pay tax to the gov ernment through the Internal Kevenue collectors of their respective districts The year begins on the first of May. Hitherto the fax has been due on or be fore the 31st of that month. But by a new interpretation of the law, and in ftructions to collectors in accordance therewith, the tax must be paid on or be fore the year commences, which, as we have said, is the first of May. All par ties in business in these lines, therefore, who do not pay on or before that date, will be mulcted in fifty per cent, penalty, which in most cases will be a severe bur den, as the tax ranges from five dollars to two hundred dollars, according to busi ness. The collectors have no option in this matter, but are obliged to enforce the collection of the penalty with the tax. The press would do well to invite general attention to this matter, to the end that everybody concerned may have ample notification of the consequences of neglect ing to pay in advance. Important among these changes are the following, viz : Policies, instead of being perpetual, axe issued for five years.
