Y.'henever any of tho qualified electors of this Commonwealth shall be iu any actual military sorvicq, under a requisition from the President of the Fhiled State.-, or by the authority of this Commonwealth, such electors may exercise -he riirht of suffrage in all elec tious by the citizens, under such regula tions as are, or shall be, prescribed by law, as fully as if they were present at their usual place of election." Section 2. There shall bo two addi tional sections to the eleventh articlo of sthe Constitution, to be desiunated :vs sec tions eight, aud nine, as follows : " Section 8. No bill shall be passed' by the Legislature, containing juors than one subject, which, shall be clearly ex pressed in the title, except appropriation bills.,; " Section 0.
