Whereas, A joint resolution proposing certain amendments to the Constitution of this Commonwealth, which are as fol lows, viz: ' There shall be an additional section to the 3d article of the Constitution to be designated as section four, as follows, 1st Amendment. Section 4. When ever any of the qualified electors of this Commonwealth shall be in any actual military service under a requisition from the President of the United States, or by authority of this Commonwealth, such e lcctors may exercise the right of suffrage, in all elections by the citizens, under such regulations as arc or shall be pre scribed by law, as fully as if they were present at their usual place of electious. "There shall be two additional sections to the 11th Article of the Constitution to be designated as sections eight and nine, as follows : 2nd Amendment. Section 8. No bill shall be passed by the legislature contain ing more than one subject, which shall be clearly expressed in the title, except appropriation bills. 3d Amendment. Section 9. No bill shall be passed by the legislature, grant ing any powers or privileges in any case where the authority to grant such powers or privileges has been or may hereafter be, confirmed upon the Courts of this Commonwealth." has been agreed to by a majority of the members elected to each House of the Legislature at two succes sive sessions of the same. That the election, erf the said proposed amendments, shall, in all respects be Conducted as the general e lections, of this commonwealth, are now conducted; and it shall be the duty of the return judges, of the respective coun ties, and districts, thereof, first having carefully ascertained the number of votes given for, or against, each ot said amend ments, in the manner aforesaid, to make out duplicate returns thereof, expressed in words, at length, and not in figures, on ly; one of which returns, so made, shall be lodged in the prothonotary's office, of the court of Common pleas, of, the proper county, and the othertfc'aled, and directed, to the secretary of the corntifonwealth, aud by one of said judges deposited, forth with, in the most convenient post office, upon which, postage shall be prepaid, at the expense of tho proper county. Section 3. These Bonds may be subscribed for in sums form 50 up to any magnitude, on the same terms, and are thus made equally avail able to the smallest lender and the largest capitalist. They can be converted into mo ney at any moment, and the holder ttill have the benefit of the interest. It may be useful to stale in this connec tion that the total Funded Debt of the Uni ted States on which interest is payable in gold, on the 3d day of March, 1864, was $703,965,000. The interest on this debt for the coming fiscal year will be $45,937,126, while the cuslomcs revenue in gold for the current fiscal year, ending June 30lh, 1S64, has been so far at the rate of over 100,- 000,000 per annum.
