Washington', Feb. 12. The passage of the joint resolution, authorizing the creation of the office of Lieutenant-Gen- eral, as a special hefnor to Maior-Genera Scott, has been the cause of great rejoic ing. Lolonel lJreston s house is crowded to-night by the friends of the Command -cr-in-Chicf. General Shields and Judge Douglas both electioneered in the Ilouse in favor of conferring the title. Upon ascertaining the vote, Col. Preston drove to the War Department, and anuounceu the intelligence to Scott. The General dropped his head for a moment, and tears were seen trickling down ins cheeks. His reply was worthy ot his lame, ana was precisely as follows : "Let no man say, hereafter, that his country is ungrateful to bnc who has .served her faithfully.'' Speaking Graimnalicully. "Sal," ex claimed Ebenczer to his dearly beloved, when ho arrived in Gotham, with hi bride, on a wedding tour, "Sal, get on yer Sunday-go-to-meeting dressings and things, and let's take a perpendicular promenade rouud the prcjunctsof the pnu cipality." TJjf" Tbe New Orleans Cresent, Feb ruary 10th, says : A drought of unex ampled duration, for this season of the year, serious in its consequences, has pre vailed over our state for week?, and in sections for months. Since the 1st of October last, we have in the city been fa vored witb only one good rain. The ef fects and fears throughout, especially a mong sugar planters, are great and ex tending. A large share of the seed cane is seriously injured, and in the broad prairies of Opelousas and Attakapas, the want of water and rain has caused an epi demic among the vast drovers of stock, which is causing death by thousands.
