I On the publication to-day of the pro gramme of the-Treasury for the month of December, to which the Goyernmexit proposes to cell eleven millions of gold, and purchase an equivolent amount of bonds, the premium . on gold declined from 124 or 121, as it stood on Saturday morning, to 121%. from which It-milled to declining to- 122, and closed strong at 122.„ There seems to be an impression that these two rates can not long prevail, but if ihe policy of th e Government Is actually in favor of lower quetatione prior to the discussion of the financial question in Congress, then there Is no doubt that a lower level must be found before au> body bas murage enough to buy for a rise. So far there fa no room for any comdders ble advance except the may money market; but since no short intermt ex lets In the gold room, the upward specu lation has no foot hold. The best proof of this Is the very small transactions In the gold room. The importers have covered what they need, and new en• gagements are not likely to-be made be fore the coming of next season, and until Congress Ines settled on the bond question. What course the Govern ment will actually pursue to bring about resumption is unknown; hut it seems the bonds - 02 its -reduction- of the interest will furnish the bridge to reach the goal. Stooks were stationary but weak, and bond, are in sympathy with gold. Quotations An received by Ph. I By TylegraPit to the PG.GbitYgt. Gazette-1 Now Yong, November V, 1869. The decline in gold, with its attendant depression In all directions, was the great feature In financial and commer cial circles to-day. Governments and Stocks are lower. The produce markets are depressed and values unsettled, and there was a general indisposition teenier Into new engagements in the line of merchandise in consequernie of the gen eral impreasnon that the gold premium would touch a lower Poin t, owl ;be large supply of coin to come into the Market In December and January. Late to-day The street was tilled with rumors that ths,t3saretary would, smend his December programme by decreasing the gold sales. These rumors could not be arfthenticated, and originated with speculators in the gold room and stock exchange, whose interestssuffered by the decline. They had considerable infla med; booteter, on the markets and oheckedihe downward course of veldts, for the time thing. LookwOoddr.Cb: resume beelines on Wednesday.. The market was again very dull and a little panicky to day, and compared stith Saturday, prima, putticularially fur re lined, have atilt further declined. No special cause is assigned for this sadden and one, pected decline; no one appeared to know whether It was caused by ma nipulation or whether it was the natural and legitimate course of the trade. As might be ex{ acted. many of the "abort.' who covered their November nod De cember sales, some days ranee at prices very materially above those prevailing today, feel sore because they did nal hold off longer, but this Is their mis fortune; while on the other hand, the "longs - probably feel Just IN bad. In consequence of th'et botpor taut and gen erally unionked for decline. 11 la a note worthy tact that the difference between crude and refined, fs greater now than it bate been at any time this year. Sixteen and a half mint crude is considered equal to 383./C437 for refined, while the price for refitted, 3134, isonly considered equal to 1230 crude. How long Inc market will txmtlnue this;rautatbrfactory and unhealthy con dition It to difficult to conjecture, but the moaner this difference is overcome the better for the trade.
