I On the publication to-day of the pro gramme of the-Treasury for the month of December, to which the Goyernmexit proposes to cell eleven millions of gold, and purchase an equivolent amount of bonds, the premium . on gold declined from 124 or 121, as it stood on Saturday morning, to 121%. from which It-milled to declining to- 122, and closed strong at 122.„ There seems to be an impression that these two rates can not long prevail, but if ihe policy of th e Government Is actually in favor of lower quetatione prior to the discussion of the financial question in Congress, then there Is no doubt that a lower level must be found before au> body bas murage enough to buy for a rise. So far there fa no room for any comdders ble advance except the may money market; but since no short intermt ex lets In the gold room, the upward specu lation has no foot hold. The best proof of this Is the very small transactions In the gold room. The importers have covered what they need, and new en• gagements are not likely to-be made be fore the coming of next season, and until Congress Ines settled on the bond question. What course the Govern ment will actually pursue to bring about resumption is unknown; hut it seems the bonds - 02 its -reduction- of the interest will furnish the bridge to reach the goal.
