CO.3IPETITAIIV EXAM NATIONS
.}W o n Mr. Juxcuas, of Rhode Island,
introduced his bill to regulate the Civil 1
Service of the United States, by requiring
all place holders and all applicants for
places to be eubjected to examination as
to their qualifications, and by requiting
that the most competent should in all
enact. be retained or appointed, we ex
pressed our hearty commendation of the
PrinCiples of the bill, and of the methods
provided for attaining the end in
The bill went to the Committee on Re
...trenchment, and was reported back to
the Rouse not essentially modified. A
few days ago Mr. JENCICI:Ii made a
speech, of great ability, in defence of
it. In it Le stated that the committee,
'having been raised and instructed to ex
amine the exvmditures•uf all branches
of the service of the United States, after
long deliberation and examination of the
subject, came to the conclusion that the
present great expense, and inadequacy
'of result to the IXDCELSC which is every
where found, orb due rather to the qual
ity andcharacter-of the persinnel of the
civil service, than to the number ofgm
ployees or to large salaries. The com
mittee have, therefore, recommended
the Civil Service Bill as the most practi
cal and effectual method of causing re
trenchment in government expenditures.
• If mischievous ingenuity had been set
at work to devise the most vicious sys
tem that could be tolerated, it is quite
probable the one now In existeneewould
have been hit upon; certainly something
nearly akin to it. Perhaps it would be
an exaggeration to say that no respect
whatever is paid to the intrinsic require
ments of the public service, but it is the
'literal truth to t:ay that the proper per
formance of official duty hi quite subor
dinar.. -.Men have for a- long period
found 'it comparatively easy to obtain
public employments who found it die
ealt to attain situations• of equal respon
sibility in private pursuits.
Appointments to office have been gen
orally made not so nitriti in view of tho
qualifications of the applicants as upon
the earnestness with which their cases
have been pressed and the importance of
the persons by whom they were backed.
Commonly, appointments have been
made fn reward of political services; of
ten to competisate for usefulness toinens
hers of Congress.
'Moreover, the tenure of office has been
so frail, and the term sofshort, that men
of c.ipacity and energy have rarely been
willing to engage except as a temporary
expediedt. Four years has been about
the limit that could he depended on, and
witlilittle or no prospect of promotion
in ease of expertness and efficiency.
Few men of the better sort have been
willing to take several years out of what
ought to be the most, productive period
of life for a bare subsistence.
What is needed is to raise public ser
vice in the departments or in connection
therewith to the rank of a profession at
regular calling. Provide that no indi
vidual shall
. be appointed unless upon
rigid examination he Ohows thezequisite
degree of fitness, and, then keep him so
long as he behaves (veil and his faculties
bold out, giving hint a ebance'f to rise
teem one grade to another. -
Two principal advantages would re
sult from this plan.. First, The public
would be well served, and at less ex.-
penae than now. Second, Party penile:
would become less a wild scramble fur
office, and more a fair and honorable di
- vision upon governmental principles and
measures. A real.objeetion to this basis
Of appointments we have never heard
slated, and do no expect to.
TIIE NEW %CIIEHIL.
Already the plan Iteconstruclioa
hatched between the President end the
Sohthern GOTCLI101"5 bas Mien subjected
to paterial alteration. The clause pro
viding that representation in Congress
shall in no case be withheld, objoctiOns
tolwhich we pointed out yesterday, has
be&n stricken out. It Is probable
other modifications, perhaps some for
the worse as well as for the bett - 1;r,
will be made before the plan shall- be
formally announced at the opening of
the new Congress. It is hardly worth
while to spend time in elaborately dis
cussing it until if shall take definite
shape.
It is important, however, to • bear in
mind that the President, in devising and
recommendiug this new Policy, renoun
ces a cardinal mistake, which waa that
Statei by rebellion incurred no forfeit
ures, and, consequently, that Congress
had nu authority for imposing conditions
of reconstruction. Ile now asks Congress
- to do exactly what he has always con
', tended it had no right to do, and to do it
in the very manner he denounced as
most objectionable. having gone so far
as to consent that terms may be laid os
the seceding States; that Congress has
the power to determine what those terms
shall be, subject to ratification by the
States in the usual form; it would seem
that ho has relinquished all the .groiad
Le ever had to stand upon. So long as
the schemes of Congress Were resisted
by him on'the high gronutt that the Con
stitution gave the houses no right to act
In the premises, nn Instirmouutabh
wall of separation existed between the
executive And legislative departments.
Jta he has shifted his ground, he has.nar
rowed the controversy between him and
Congress to an issue of less or more, on
which it is simple folly for one man tO
set up his opinion against many, with
whom he must necessarily act.
OUR (111ESTS
Our ills' inguished guests from Harris.

were escorted to the Monongahela House
by the reception committees appointed
by the City Councils and Board of Trilde.
The number of visitors Is not so large as
expected, but the gentlemen who have
responded to the invitation are iepresen-
Mare men of the Legislature, and as
such entitled to the warmest welcome
and hospitality of our citizens. This
mornini, they will visit the House of
Refuge and Penitentiary, mail prOoaed

Jail, SOldiers' Home, PassavanCs and
Mercy Hospitals, several orphan asylums
and edict- phwes 'of public and private
charity will, in all probability, be visited
on the. day, following. We again urge
upon our citizens to leave nothing un
done to secure the enjoyment - of our dis
tinguiShed visitors, and hope the mem
bers may carry away rs\ith them no half
formetlideas of our municipal importance
